2 MOVE THE ECONOMY On July 19, 2005 City Council voted to declare the 98-acre DuPont property & 125 acre ISP property an area in need of redevelopment. This gave Linden the authority to declare eminent domain and turn this property over to another developer who would clean up the toxic material left behind when these companies abandoned our city. If you left an old couch or broken refrigerator on your front lawn, you would be cited and fined to littering but these giant corporations poisoned our land, our water and our air but they get away with it well I say, No More! I am not just going to take their property. I am going to take the land and make the polluters pay for its cleanup. I am going to assess damages for the years that have been wasted and the tax revenue that has been lost. For the economic injuries that have been inflicted on our city, these giant polluters should fund not only the necessary chemical remediation but also the financial rehabilitation of these lost lands. By pursuing our rights against the torts that have been committed against our city, we can obtain funding to invest in new business ventures that will create good jobs and turn a profit that can help offset the cost of your taxes. These were once good companies, but they turned evil and greedy. They abandoned Linden and left their poison here, but we are not going to be victims. We are going to make it right. This really represents a difference in philosophy and not just style. s a Democrat, I recognize government as a powerful force for good. We can make these polluters clean up their mess and pay for the damage they created. Republicans hold a very different outlook. They say companies like that should be free to run rampant over the people. They call this freedom and capitalism. They would leave a drowning child free to sink or swim on his own rather than use the collective resources of society to throw in a life preserver. They want to eliminate Social Security, Medicare and unemployment because people have better things to do with their money than support our elderly, our sick and our jobless workers -- even though these programs are all insurance policies that people paid for. Democratic officials from all levels of government agree that rmstead & Moore are the right leaders for these tough times The Mayor disagrees with me on this, and that's fine. Good people can respect each other and disagree. But voters have to decide whether they want to look away from these problems or address them. I will provide leadership to get results where the political process has failed. I am not blaming Mayor Gerbounka, because I respect him and understand he has done what he feels is right and what he has been able to do. s mayor, I will do things differently. My opponent may be an independent but he does share that Republican viewpoint on some issues and when it comes down to choosing between the industrial polluters and the people, he says it was wrong to take away land that belongs to giant corporations that poisoned the Earth. I say it was the right thing to do. You can agree with either one of us, and that is your right but it is also something that can help guide your vote on Tuesday, Nov. 2 because how we look at the world cannot help but influence how we act as your public servant. I am not making this up. On his own website in a discussion of the July 2005 action by City Council regarding these particular properties, my opponent states: "I was only one of two council members who voted against it. This never made sense to me it's their property yet Linden felt they weren't developing it fast enough so we take it away from them and give it to a private developer. Even if Linden is legally correct, this was morally wrong!" I simply, and respectfully, disagree. The Union County Improvement uthority and the Morris Group may or may not participate in the final resolution of this issue, but I will see that it is resolved without years of litigation and greater hardship being inflicted on our residents. 3 There are criminal laws prohibiting pollution, forbidding the creation of a public health hazard and punishing irresponsible people who engage in reckless and dangerous acts. If ISP wants to engage in long, drawn out litigation then they can do that in the criminal courts because we are not going to wait for our children to suffer and die from cancer while those poisons spread. We are not going to wait for homeowners to endure foreclosure and bankruptcy due to high taxes while that land goes untaxed. We are not going to play games with giant corporations on their terms because -- as your mayor -- I will show them that government is a powerful force for good. That powerful force will get results working with the federal Environmental Protection gency, the state Department of Environmental Protection and Division of Criminal Justice, along with the county prosecutor, or if necessary, going it alone with the Linden Police Department and legal counsel selected specifically for this job. I am also not going to wait for developers who have been unable to perform their obligations. We will pull the plug and start over if the project does not move forward. We will pull the plug and start over if the Wood venue development and efforts to designate our downtown a transit village do not get going. ll over Linden, development has stalled in the past four years and I say it is time to put this city back to work. With your confidence and support, I will exert the leadership to bring people together and achieve the progress we so desperately need. I will work within the framework of our existing form of government, which allows citizens of Linden to have more elected representation than any other city or town in New Jersey. With eleven city council members elected by the people, Linden has a greater democracy than Rahway and Elizabeth with their nine-member governing bodies or Union and Clark with their five-person councils. I know that makes it hard for a mayor to command and demand, but these council members are there to protect you, the taxpayer. He tops our ticket and I hope you will be sure to give him your vote. longside my name on the ballot you will find former Councilman James Moore is seeking to be elected Council President and in four wards, there are good Democrats working to win your support: Richard Koziol, Peter Brown, Rhashonna Cosby-Hurling and Jack Sheehy. 4 SERVE THE PEOPLE Making Linden work for you Linden currently has a charter that invests a lot of power in the people and gives them authority to choose more council representatives than any other Union County community. Linden's founders clearly sought to include a lot of people because they believed that transparency and consensus would keep politics honest. To those who like things as they are, Gerbounka's plan for a 'strong mayor' conjures up images of a local dictator along the lines of Richard Daly of Chicago. They say mayors with large city councils must labor to find agreement and build compromise, but things often work out so much better with democracy. For an example, we have to look only to New York City, Where in addition to a vast city council, the five boroughs also have their own elected leadership. From Ed Koch to Rudy Guiliani and Mike Bloomberg -- a Democrat, a Republican and an independent -- merica's greatest city shows that a 'weak mayor' exhibits strength by convincing people to work together, by sharing a vision of our future, by building a team with the power of ideas fortified by success. It is a familiar presumption among new elected officials that they need to dominate our democratic institutions, but we have always rejected dictatorship because the cost is never equal to the price we would pay with our loss of freedom. Change is always different, but it is not always better. My slogan, the Change Linden needs, represents an end to the political logjam created by Council President Bob Bunk and Mayor Rich Gerbounka, because we agree on so much more than those issue that divide us. The disruption that would result from scraping the entire system will leave us leaderless, because all political officials would have to be elected. Imagine eleven council members campaigning for six seats, a four-way race for mayor, and nobody minding City Hall as taxes rise unrestrained for another year. Politics has to take a backseat to progress, so the Change Linden needs is one where we examine the choices before us without fear of thinking big. Linden needs will not require less services, and only so much savings can result from spending cuts. Linden needs to kick the habit of relying on unfair property taxes just as merica needs to break its dependence on foreign oil. We need an alternative. New non-tax revenue sources can be developed by working as a full partner with private industry, and here is our plan: 1We make polluters pay as we clean up abandoned factories that are contaminated. This will create high-wage jobs but it will also open a treasure trove of opportunity for long term manufacturing development. Linden has hundreds of acres awaiting toxic remediation. We have the power to enforce our laws so that wait can be over and I want to know who is going to stand in the way of using somebody else's money to clean up that somebody's mess so Linden residents be breathe safely. 2We get serious about our downtown and realize that Wood venue will never be what it was before retail competition on Route 1 and St. George's venue or malls in Elizabeth and Woodbridge. Those days are over, but imagine a Wood venue that will be better than ever. Make the train station the centerpiece of a new Transit Village and we will attract building development that would be subject to new clean energy rules. 3We need state lawmakers to take back a give-away bestowed on police unions in 1973, because Linden would be safer if our police employees actually live here. First, we can apply resident rules to all new hires and over time extend through the ranks so that nobody has to make a bad real estate investment. s much as we value our police, we want them living at home in the city they serve. We love our police. Come home! 4We have 125 city employees who are paid more than $100,000 and people paying taxes average about $50,000. If you need to make $150,000 or $125,000 then taxpayers cannot afford you. I proposed a $95,000 salary cap for all city workers. The savings could go to taxpayers and a few underpaid employees, but it would be fair. We do not need to pay anyone a salary that is more than double the average working taxpayer's earnings. 5Shared services are when they consolidate your police department with another city's or abolish it and retain county police to patrol our streets instead. Shared services mean you get to tell your story in another town to a municipal judge appointed by somebody else's mayor. Shared services equal municipal consolidation. We need a sober assessment of what consolidation means to residents, because you cannot put a pricetag on public safety, community pride or independence. Linden has got to change, but the choices we make should be smart & responsible, not emotional & quick COLUMN NOV. 2

5 TX STBILIZTION Derek rmstead James Moore Experience and Independence Councilman Derek rmstead, the Democratic nominee for mayor, is offering a detailed plan to create jobs, cut middle class taxes, and fix our fiscal crisis that starts with bringing together the various factions that have been gridlocked for the past four years. His running mate for Council President is former Councilman James Moore, who cut property taxes, helped bring new business to town and expanded municipal services when he served on the governing body from 1990 to Gridlock Corruption Tax increases Linden cannot go on like this RMSTED/MOORE The Change Linden Needs Linden has serious problems taxes, unemployment, crime but City Hall can t deliver solutions because politicians are letting partisanship stand in the way. Homeowners were recently hit with another $1,000 average tax increase. ll around town, development projects that could create jobs and generate new municipal revenue have stalled. The violent crime rate has soared 21 percent in three years, but most police don't live in Linden while other city employees are subject to residency requirements. Unemployment and home foreclosure rates here exceed the scope of the national economic crisis. It s time to fight back with common sense and leadership. rmstead and Moore know how to unite people to solve problems because they understand that we are all in this together, despite our differences. rmstead and Moore will end the divide among elected officials from both parties in order to put government back to work for the people. "Our campaign has received numerous contacts from Democrats, Republicans, and Independents who are tired of the stalemate that has crippled City Hall, driven property taxes up by $1,000 and left development stalled as violent crime rates soared 21 percent in three years," said rmstead. 7 STOP VIOLENT CRIME Making police live in town, implementing community crime prevention and stopping illegal handguns: Democrats rmstead and Moore have a plan to make Linden safer. L Y L rmstead & Moore will manage our resources in a way that means less crime and more security for your family. COLUM N Despite a 14½ percent increase in police personnel, Linden has experienced a 21 percent increase in crime over the past three years. This year, even with a delay in the release of statistical evidence, it is obvious that crime is a growing problem. Home invasion robberies plagued some neighborhoods and gun violence has tragically claimed young lives. Too many of our police personnel reside out of town, leaving our city unprotected during their off hours and creating a vast disconnect between crime fighters and the Linden community. Derek rmstead and James Moore have called on state lawmakers to repeal special interest legislation enacted during the 1970s that prevents municipalities from requiring residency for emergency service personnel. rmstead and Moore also want to implement a new, aggressive crime prevention program that creates a real, effective partnership between the local community and the police who protect and serve. Only rmstead and Moore have called for legislation to close loopholes in federal law that allow criminals to divert firearms to the underground market, because keeping illegal handguns away from young gang members and drug dealers is a sure way to save lives. With taxes rising an average of $1,000, Linden homeowners cannot afford to hire more police and we just lost ten police positions to attrition and firefighters are facing layoffs.
