1 Annex to the Country Policy Rolling Plan for the Islamic Republic of Afghanistan As of April 2015 Basic Policy of To support Afghanistan toward its self-reliance Priority Area 1 Support for enhancing the Government of Afghanistan's capabilities to maintain security The security situation is still unstable in Afghanisntan. It is essential to improve the security situation in order for Afghanistan to achieve sustainable peace and to make a steady progress in promoting reconstrution and development.the ISAF (International Security Force) withdrew from Afhganistan and the security transition to the Government of Afghanistan took place at the end of Facing this situation, it is the highest priority for the Government of Afghanistan and the international community to maintain and strengthen the capacity of the Afghan National Security Force, including Afghan National Police (ANP). Futhermore, improving fragile enforcement system of rule of law, countering the serious narcotics issues and removing landmines are also important for stabilizing security. In order to achieve the reconstruction of Afghanistan, it is important for the Government of Afghanistan to assure the country's security on its own. 2 Priority Area 2 for the reintegration of ex-combatants (e.g. former Taliban soldiers) For realizing peace and stability, it is important for Afghanistan to make efforts to reintegrate anti-government elements For facilitating the reintegration of ex-combatants, Japan will support to provide vocational into the society along with facilitating reconciliation with them. Concerning the reintegration process in particular, it is trainings for the ex-combatants and development projects for job creation, drawing on Japan s essential to promote Afghan-led effective initiatives so that the disarmed ex-combatants can be reintegrated into society experiences in leading Disarmament, Demobilization and Reintegration (DDR) and to run their own lives without reverting to the anti-government elements. 3 Priority 3 for Afghanistan's sustainable and self-reliant development The war and the domestic disorder lasted over the past thirty years, which destroyed the basic infrastructure throughout With a view to improving the connectivity with neighboring countries, which is essential for the Afghanistan. With the completion of the security transition from the International Security Assitance Force (ISAF) to the mid- and long-term growth and stability of Afghanistan, Japan will improve airports including Afghan National Security Forces at the end of 2014, achieving self-reliant and sustainable development as well as the Kabul International Airport, trunk roads and city roads of Kabul as well as the basic economic growth that supports its development is becoming more important than before. 4 Agriculture is the key industry in Afghanistan as 80% of the population is engaged in it and it account for around 25% of Afghanistan s GDP. Vitalization of agriculture and rural areas is essential for poverty reduction and employment promotion. The basic infrastructure was destroyed by the war which lasted over the last thirty years and only about a quarter of 6.5 million ha of the arable land has been irrigated. This keeps the agricultural productivity low and the country is vulnerable to flood and drought. In order to cope with this, it is necessary to secure water resources, improve irrigation facilities, promote suitable crops breed and farming technologies and sustainable agricultural development based on the market mechanism. Also, in the mountainous areas, where it is not easy to secure the livelihood by agricuture due to the natural conditions, the viewpoint of the rural development is particularly important and it is necessary to promote development based on the local needs and to improve the public service delivery. Also there are many other challenges to be addressed such as the development of alternative livelihood replacing poppy cultivation and capacity building of the related governmental officials in the areas of agriculture and rural development. In order to stabilize people's lives and to achieve self-reliant economic development, Japan will work on water resource development and irrigation as a cross-cutting issue, as well as promoting agricultural sector to create employment and economic development, and rural development in impoverished areas. 6 The war lasted over the past thirty years and the disorder in the country led to the devastation of economic and social infrastructure. Since the collapse of the Taliban regime in 2001, reconstruction has been progressing through the assistance from the international community and the improvements can be seen in the indicators in the areas of basic education and health. However, the human development index shows that Afghanistan is at the lowest level and the wide delivery of the basic social services are urgently needed. In order to make the Government of Afghanistan gain confidence of its people and achieve the sustainable and self-reliant development, it is essential to stabilize the people's lives and secure the economic foundation and it requires to show its people tangible outputs that the people can realize the improvement of their lives. To achieve this, it is critical to provide the governmental services based on a sound governance and to develop human resources that will support it. In order to improve the quantity and the quality of basic social services that people need, Japan will support to cope with communicable diseases, to improve infrastructure and maternal health. Also, Japan will implement projects that will give better education opportunities for the youth who will work for the future of the country, implement literacy education and vocational training etc. which will contribute to the future of Afghanistan and will support to improve the governance and human resource development.
