EXPERTISE The occurrence of violent conflicts around the world has deprived civilians of security and destroyed their livelihoods and physical infrastructure. After a country receives emergency humanitarian relief, as a partner of international donor organizations such as the UN system and JICA, OC Global offer rehabilitation and peacebuilding consulting services that focus on reconstruction of supporting social institutions and infrastructure as well as capacity building for governmental institutions and empowerment of civil society. Our comprehensive approach includes strategy making, rehabilitation planning, capacity building as well as construction management. During the last decade, OC Global have participated in post-conflict reconstruction and peacebuilding in war-torn countries and areas such as Afghanistan, Cote d'ivoire, Sri Lanka, Mindanao, Northern Uganda, Democratic Republic of Congo, Mozambique, South Sudan and Palestine. For purposes of improving the living conditions and civil security for war-affected people as well as satisfaction of clients, OC Global provided various types of consulting services for more than 140 projects in these countries.

3 Sector Post-Conflict Reconstruction and Peacebuilding Project Type Urgent Rehabilitation Planning and Quick Impact Projects Project Title Urgent Rehabilitation Support Programme in Afghanistan (URSP) Location Kabul, Kandahar, and Mazar e Sharif, Afghanistan Client Government of Afghanistan/ JICA Project Period Before (2002) and after (2005) of the project in Kandahar Problems addressed by the Project Kabul, Kandahar and Mazar e Sharif were battlefields of the civil war. Significant needs of post-conflict Afghanistan were normalization of civilian life and rehabilitation of social infrastructure including health and education facilities, roads and wells. In education, there was limited opportunity for girls to go to school although parents wished their daughters to go to girls school, and the female enrolment rate was only 13% (in Kandahar province). Also, acute respiratory infection (ARI) caused by dust from unpaved roads and preventable communicable diseases such as tuberculosis were serious issues. Lack of baseline data and information concerning people s needs was a significant obstacle for conducting support programs. In addition, although there were huge needs for a seamless transition from humanitarian relief to development, the international community tended to concentrate only on humanitarian relief activities. The Government of Japan decided to proceed with Urgent Rehabilitation Support Programme (URSP) to improve the life of war-affected civilians and to stabilize regional security conditions through the reconstruction of damaged infrastructures and by technical cooperation to the people. Service Provided OC Global responded to fill the gap between relief and development through planning activities for rehabilitation of cities and construction management works for quick impact projects. Starting in April 2002, OC Global deployed more than 50 specialists to conduct sector analyses of the post-conflict situation in Kabul and Kandahar. Through the process of quick reconnaissance surveys, OC Global identified significant rehabilitation needs. Quick impact projects, known as Urgent Rehabilitation Project, were planned by us soon after the arrival of the consulting team, and construction management work followed immediately after the planning. OC Global started to implement projects to pave city roads in order to reduce dust, and to reconstruct primary and secondary schools to enhance education opportunity for both boys and girls. To insure sustainability, OC Global focused both on school buildings and human resources. In Kabul, OC Global organized teacher training programs for head teachers to improve their capacity to utilize the rehabilitated school facilities. In addition, OC Global prepared rehabilitation strategies/plans and priority project lists for reconstruction of the cities through discussions and consultations with local governmental institutions, UN agencies, and NGOs. The urgent rehabilitation program in Kandahar, for instance, included 26 high priority projects covering various sectors such as education, health, water and sanitation, urban and regional development, women s empowerment, and security. OC Global organized stakeholder meetings with local government institutions, UN agencies, and NGOs to discuss implementation and cooperation of urgent rehabilitation programs in the future. It was the first opportunity for all stakeholders to have met together in one place in Kandahar. Some of the priority projects were implemented immediately after the meeting in cooperation with the stakeholders.

4 Actual Project Works Our activities consisted of needs assessment, master planning, project formulation, training, procurement, basic design, detailed design, and construction management with technology transfer to local engineers. Our reconstruction work in Afghanistan is summarized in the table below. 5 Sector Project Type Project Title Location Client Project Period Post-Conflict Reconstruction and Peacebuilding Technical Cooperation JICA Support Programme for Reintegration and Community Development in Kandahar (JSPR) Afghanistan Ministry of Rural Rehabilitation and Development, Afghanistan/ JICA Problems addressed by the Project After the fall of the Taliban regime in late 2001, many refugees returned from neighbouring countries to Afghanistan mostly to Kandahar Province (more than 80,000). However, as of 2004, more than 135,000 refugees from Kandahar Province still remained in Pakistan and Iran. On the other hand, more than 140,000 IDPs stayed in camps outside Kandahar City and their prolonged presence has created tension or conflicts over limited quantity of jobs, water and wooden fuel with neighbouring communities. Under that situation, the Ministry of Rural Rehabilitation and Development (MRRD) initiated the donor supported national programmes such as the National Solidarity Programme to improve the living condition of the rural inhabitants. However, the products of national programmes were limited especially in the aspect of sustainability and community empowerment, due to lack of local human resources (for both the government personnel and civil society sector) for participatory community development and the delay in community development inhibited the return and reintegration of refugees. Thus, it was necessary to build the capacity of community development workers in promoting reintegration and community development. Service Provided OC Global provided technical cooperation services to the counterparts (MRRD) to achieve the project objectives The capacity of those engaged in development programmes was developed to manage sustainable community development activities through theoretical and practical trainings on community development. The services rendered can be summarised as shown in the following JSPR Model. 7 Sector Project Type Project Title Location Client Post-Conflict Reconstruction and Peacebuilding Urgent Rehabilitation Planning and Quick Impact Projects The Project for Development Planning for the Rapid Promotion of Reconstruction and Development in Jaffna District (PDP-Jaffna) Jaffna, Sri Lanka JICA Project Period March 2010 March 2012 Problems addressed by the Project In Sri Lanka, the conflict of over a quarter century finally ended in May The number of Internally Displaced Persons (IDPs) increased after January 2009, reached over 280,000 at one time. Some public facilities and economic infrastructure became obsolete or were abandoned because of the long conflict. In addition, demining was yet to be completed, thereby posing an obstacle to the resettlement in ex-high Security Zone (HSZ) areas controlled by the Sri Lankan Forces within Jaffna. At the beginning of the Project, however, as the efforts of the Government of Sri Lanka to facilitate the return of IDPs intensified, the approximate number of IDPs remaining in welfare centres has considerably declined. Security measures and other controls such as fishing restrictions are also being relaxed. By and large, people s life in Jaffna is gradually improving except in some specific areas. Jaffna District has been the financial and socioeconomic centre in Northern Province, with more than half the population of the province living in Jaffna. Thus, the reconstruction and development of Jaffna District would help raise the socioeconomic status of the rest of Northern Province as well. Service Provided The Project was intended to attain two objectives. The first was to assist rebuilding socio-economic activities of the district people by formulating a regional development plan and Road Maps and by implementing the Quick Impact Pilot Project (QIPP) and the Pilot Projects. The second objective was to indicate a way to reconstruct the regional economy by, among other things, strengthening various Community Based Organizations (CBOs) such as Farmer s Organization (FO), Fishermen s Cooperative Society (FCS) and women s organization (WRDS) as well as social inclusion of IDPs and other extremely vulnerable individuals. The Project was implemented by the joint venture formed by IC Net Limited and OC Global. OC Global was responsible for the QIPP including rehabilitation of agricultural and fishery infrastructure, and overall peacebuilding needs and impact assessment of the Project. 8 Sector Project Type Project Title Location Client Project Period Post-Conflict Reconstruction and Peacebuilding Technical Cooperation The Project on the Reinforcement of Communities for Promoting Social Cohesion in Greater Abidjan (COSAY) Abidjan, Cote d Ivoire JICA July 2013 Present Problems addressed by the Project Cote d Ivoire has been socioeconomically stagnated for more than a decade due to turmoil resulting from coups d'état or other conflicts. Especially in Greater Abidjan, the number of refugees or internally displaced persons (IDPs) increased when the violence occurred following the 2010 presidential elections. As a result, urban poverty areas have been formed mainly in Yopougon Commune and Abobo Commune. In these areas, besides inadequate basic infrastructure for education, health facilities, roads and drainage facilities, high unemployment due to the limited capacity of the labour market that is unable to receive young people, ex-soldiers and returnees has become a socially destabilizing factor. The significance of the Project is in the implementation of a technical cooperation that contributes to stabilisation of the Communes and social cohesion. The project enables residents to realise a peace dividend through the installation of basic infrastructure, which benefits the Communes, by providing employment opportunities and improving the living environment through rehabilitation of basic infrastructure. Service Provided The mission of the Project is to strengthen the capacity of the counterparts for sustainable and effective basic infrastructure development toward social cohesion at the commune level. Although the inputs for infrastructure rehabilitation through the pilot projects are limited, the Project focuses on capacity development and model development through the process of project implementation for the Ivorian s own initiatives in the future. Since the commencement of the Project, the eight pilot projects have been implemented in Abobo and Yopougon communes. The commune offices established a pilot project joint management committee (CCGPP) at each pilot project site, and are monitoring the pilot projects with assistance by the experts from OC Global.
