Line Management Reality Is limited by the Maximum Performance/Speed possible by Voters Voting. Example: Single Pressure Point 1 - DS 2OO Tabulator Max Capacity 12Hrs = 720 Mins = 43,200 Sec Single Ballot Sheet Presentation: 7.5 Sec 5,760 2 min jam Single sheet time loss: Affects 16 voters Two Ballot Sheet Presentation: 15 Sec 2,880 2 min jam Two sheet time loss: Affected 32 voters Three Ballot Sheet Presentation: 30 Sec 1,440 2 min jam Three sheet time loss: Affected 64 voters If you have 300 voters per hour for 12 hours equaling 3,600, can you do a two ballot sheet with a single DS200?

Strong Organized Leadership Multiple leaders acting with different ideas at the same time is called Confusion **A line with a steady pace is a success! A line with no movement over 10 mins. is a reason to evaluate: Equipment? Leadership? or Situation?

Stay Calm! Keep your ideas and processes factual, with proven measurement Emotion can cloud your vision! Max Space/Area Available 12 sqft is needed per booth Max Space/Area Available 32 sqft is needed per Check-In station Max Space/Area Available 32 sqft is needed per Tabulator(DS200) Know your Max timeline performance per Hour

HELP! Support on Standby! A Speedy Response will keep a line from growing out of control!

The Bay County Supervisor of Elections can guarantee no waiting in line!

The Honorable Tammy Jones Levy County Supervisor of Elections

Train Deputy to ask voters to Have ID ready Instruct voters to have ID out and ready to hand to precinct workers before entering the polling place.

Use of EVIDs eliminates need to join a specific line. A voter can check in at any EVID. Voters are not restricted by alphabet.

Line Manager Line manager can use a tablet to verify a voter s registration and correct polling place while waiting in line. Voters at incorrect polling place can be redirected without waiting to check in.

Signage Use signs to indicate check-in area and check-in instructions. Outline arrows on the floor to direct voters.

Split large precincts. Create 2 different polling places by splitting large precincts.

Add more booths. Add more booths to accommodate more voters.

The Honorable Brian Corley Pasco County Supervisor of Elections

Top 5 things /Concerns Line management Have enough sites/equipment/workers Track waiting times at EV & post info so voters have choices Well trained workers Use facilities where you can snake the line around so voters see movement Advertise well locations/dates/times

MIAMI-DADE COUNTY EXPERIENCED LONG LINES DURING THE 2012 PRESIDENTIAL ELECTION

1. DEVELOP A QUEUING THEORY

DETERMINE THE OPTIMAL RESOURCE ALLOCATION FOR ELECTION DAY

DETERMINE THE OPTIMAL RESOURCE ALLOCATION FOR EARLY VOTING Miami-Dade County Early Voting - Polling Place Equipment Allocation Model Assumptions/Inputs: Ballot Pages = 2.5 ( 2 ) Sheets Peak Factor = 1.2 Time for Check-In (@EVID) = 1.1 (mins) Time for Ballot Printing (@BOD) = 0.7 (mins) Projected Time in Booth = 9.05 Time for Scanning = 0.85 (min s) (min s) Resources Required per OMB Model Expected # Early Voters per Hour EVIDs Req'd BODs Req'd Booths Req'd Scanners (Total OSS) Req'd Low Turnout Day 15 Med Turnout Day 50 Heavy Turnout Day 150 Very Heavy Turnout Day 250 for 8 hr day = 120 for 12 hr day = 180 for 8 hr day = 400 for 12 hr day = 600 for 8 hr day = 1200 for 12 hr day = 1800 for 8 hr day = 2000 for 12 hr day = = Entered Field = Calculated Field

2. ESTABLISH A METHOD TO TRACK WAIT TIMES

ESTABLISH A METHOD TO TRACK WAIT TIMES (CONT D)

ESTABLISH A METHOD TO TRACK WAIT TIMES (CONT D)

3. INCREASE EARLY VOTING SITES We adjusted number of Early Voting sites to the type of election: 20 sites for Presidential Preference Primaries, Primaries, and Special Countywide Elections 25 sites for Gubernatorial Elections 30 sites for Presidential Elections

4. ELECTION DAY ENHANCEMENTS Identified the bottlenecks of the past: Registered voter counts were reduced where needed Electronic check-in, allocating a third EVID to precincts with 3,500 voters or more Modifying methodology behind privacy booth allocation Emphasis not on the voting machine (1 min) Expanding the footprint of all sites to allow for additional equipment

5. EMPHASIZE LINE MANAGEMENT IN POLLWORKER TRAINING Training of Poll Deputy to use 100ft No-Solicitation line as a trigger Tasking our roving troubleshooters with resource assessment procedures Ensuring they understand the importance of logging the wait times

HISTORICAL VOTER TURNOUT FOR ,605 VOTERS VOTED Early Voting experienced record turnout of 475,800 voters - 48% of total votes cast. 217,666 voters chose to vote on Election Day - 22% of total votes cast. By 7:37pm, all voters had voted NEARLY 700,000 VOTERS STOOD IN LINE TO VOTE.

SUCCESS! REAL DATA & ANECDOTAL INFO INDICATE AVERAGE WAIT TIMES OF NO MORE THAN 15 MINUTES
