We are pleased to invite you to the Policy Dialogue Day 2018 New Research = Better Policies: Insights on Democracy, Governance, and Armed Conflict in Gothenburg, Sweden, May 30, This year s Policy Dialogue Day is organized by the V-Dem (Varieties of Democracy) Institute, the QoG (Quality of Government) Institute, GLD-Gothenburg (Program for Governance and Local Development), UCPD (Uppsala Conflict Data Program) and (a Political Violence EarlyWarning System). The annual Policy Dialogue conference bridges the gap between analysis and practice and aims to shed light on questions relating to democracy support and governance. GLD-Gothenburg aims to explain variation in governance and local development in an effort to promote human welfare globally. UCDP is the world s main provider of data on organized violence and the oldest ongoing data collection project for civil war. Open invitation to discuss recent survey results on public support for redistribution and cohesion policy in collaboration with Horizon 2020 and PERCEIVE Plenary Session How do we know what works: Current Trends in Causal Inference and the Evaluation of International Assistance Programs. Reflections & Closing Remarks Reception is a rigorous data-based system that will provide early warnings for the forms of political violence recorded by the UCDP.

5 Side Events Workshop Measuring Governance as Exclusion 31 May Patterns of exclusion have become increasingly important for understanding a range of economic, political and social outcomes. Similarly, exclusion has emerged as one of the main challenges to achieving development outcomes. Recognizing the serious consequences of exclusion, the V-Dem Institute and the World Bank are partnering to develop new measures of exclusion that will help scholars and practitioners better understand the extent and nature of exclusion across the world. The workshop, led by project staff from the V-Dem Institute and the World Bank will include a presentation of the conceptual framework guiding the development of exclusion measures, as well as a discussion of the proposed survey instrument and data collection methods. Participants will have an opportunity to provide guidance on the proposed measures and discuss how exclusion factors into their own work. In contexts where the state is weak, scholars have highlighted the importance of traditional authorities and other non-state actors when it comes to dispute resolution, tax collection, and a variety of other functions. And yet citizens abiding by traditional authorities in some domains may encounter state authorities in others -- for instance, if they send their children to public school or seek care from public hospitals. We seek to showcase research that examines the ways in which different authorities interact, and the extent to which they complement or clash with each other. We also wish to understand how such interactions affect governance more broadly -- at the community as well as the state level. We aim to stimulate dialogue on such questions among scholars, policymakers, and other members of the development community.
