1 Rutgers Muslim Public Relations Council Mission Statement: The Muslim Public Relations Council ( MPRC ), in coalition with Rutgers University (Rutgers) student organizations, endeavors to provide the diverse Muslim community at Rutgers with a unified representative voice on campus by maintaining active communication with the larger Rutgers community and administration. Article I. Purpose and Constitution of the Muslim Public Relations Council. MPRC was founded on the basis that the Muslim community of Rutgers desired a central student group that can act as a unifying organization among the variety of Muslim students groups (or Muslim majority student organizations) on campus and interface with Rutgers administration. MPRC is intended to be a proactive organization that would among other things, host a central campus events calendar, have members of the various student organizations as Coalition Board members, support and co sponsor their events as well host events such as town hall meetings and know your rights panels. The MPRC intends to foster a safe and comfortable environment for Muslim students on campus by encouraging student groups to work together and to promote educational initiatives regarding misinformation on Islam and the Muslim identity. It hopes to educate and inform the larger community and local authorities about the rights of Muslims and through active communication between its coalition organizations. This organization shall abide by all applicable laws of the State of New Jersey and the United States. This organization shall abide by all applicable rules and regulations of the University and under the privileges as granted by the Division of Student Affairs and by the rules and regulations of the Board of Governors. Article II. Executive Board. The Executive Board members manage, facilitate, and organize all MPRC activites. They are elected/re elected once every year from a list of candidates nominated by the Coalition Board and general body member organizations as well as community members. The current MPRC Executive Board shall announce elections every spring semester (for the next year) and ensure fair opportunity for nomination for all by setting forth a fair and reasonable election process.. Final selections are made by the current President and Vice President, who are encouraged but not required to consult the Coalition Board.
2 Eligibility and appointment are based on previous leadership/executive Board experience (not necessarily on the Executive Board of the MPRC), ability to dedicate a significant amount of time to the management and dedication of MPRC, as well as individual strengths/weaknesses to be assessed by existing board members every year. Nominations made by the executive board must be voted on by MPRC members before being selected for the executive board. Removal of executive board members must have serious justification (i.e. failure to perform up to task, violation of University policy, violation of MPRC integrity, etc.) and grounds for removal must be investigated thoroughly by the executive board, during which the board member in question is to be notified that he/she is on probation. Investigation must include consultation of member opinions. Final decision must have executive board consensus. Section I. Executive Board Position Expectations. The President serves as an overall coordinator of MPRC s action plans and activities. The President must be present at all meetings in order to lead them, and in consultation with the Secretary and other Executive Board members, creates a written agenda for every meeting beforehand. He/she will manage the organization s external and university affairs, which includes communication with university administration and authorities. All communication made on behalf of the MPRC must be approved by the President prior. Yasmin Ramadan ( yasmin.ramadan@rutgers.edu ) The Vice President s primary responsibility is the internal affairs of the MPRC. He/she will manage and facilitate communication between representatives and Board Members, and ensure that the entirety of the Coalition Board is functional and performing. When the President is absent, the Vice President assumes charge for instance, in the case the President is absent during a meeting, the Vice President will run the meeting in his/her place. Communication between the President and Vice President is crucial. Mohamed Asker ( masker31@gmail.com ) The Historian s primary responsibility is to keep a detailed and organized record of the activity of the MPRC. At every meeting, he/she will record minutes including any resolutions that occurred during the meeting. Hassan Shaikh The Treasurer will manage the finances of the MPRC, and in coordination with the Vice President, ensure that all MPRC expenses do not exceed its revenue and that all invoices are paid. The Treasurer will also work with the Programming Chair to organize logistics for events, such as reservations, refreshments, and speaker RSVPs. Sara Zayed The Public Relations Chair will assist the President in managing external communications. He/she will help manage communications as well as all present and future social media
3 accounts. In the case of communication with general body members (i.e. representatives not on the Coalition Board, the Public Relations Chair will ensure that they are informed and have accessibility to the MPRC. Tintu Thomas The Programming Chair will manage event planning for the MPRC. This includes organizing logistics for events, such as reservations, refreshments, and speaker RSVPs. The Programming Chair is also responsible for managing the comprehensive event calendar and scheduling general body meetings as well as Executive Board/ Coalition Board meetings. The Programming Chair will ensure that all necessary information needed from the representatives (i.e. event and meeting dates) is collected. Faizan Riaz The Recruiter is responsible for the recruitment of lowerclassmen to MPRC. This includes but is not limited to the managing activity of and communication with prospective candidates, who are individuals (freshmen, sophomores, and juniors) interested in applying for Executive Board positions the following year. This shadowing of officers is mandatory during the spring semester. Yousuf Abdel Fattah Article III. Coalition Board Organizations that are affiliated with Islam and the Muslim identity and/or wish to be affiliated with and be active member organizations of the MPRC shall provide one or two representatives to the Coalition Board. Representatives include but are not limited to executive board or general body members of an organization affiliated with the Muslim identity or containing a large Muslim student population. These representatives are responsible for sharing the needs and suggestions of their particular organizations with the MPRC. Section I. Expectation of MPRC Coalition Organizations Definition: Coalition Organizations, or organizations affiliated with Islam and/or the Muslim identity and wish to be affiliated with and be members of the Coalition Board of the MPRC, must meet the following expectations in order to maintain Coalition Board membership status. Provided that the MPRC grants voting privileges on resolutions, access to communication with all representatives within the MPRC, as well as support in the form of co sponsorship, publication of events on the centralized calendar, and mediation with other Coalition Organizations, it is expected that Coalition oard organizations:
4 1. Provide the MPRC with at least one representative from the their organization that is willing and able to perform the necessary tasks 2. Keep the chosen representative as consistent as possible.. a. If the representative must be replaced at any time, the former representative is responsible for debriefing the new representative on current topics, events, as well as past topics and events if necessary. 3. Ensure that the chosen representative attends all Coalition Board MPRC meetings as well as all town hall meetings and events. a. If absence is unavoidable, notice must be given to the President or Vice President of the MPRC at least 48 hours prior. 4. Actively take part in MPRC decision making by voting (1 vote per organization). a. If decision making is not urgent or time sensitive, MPRC will provide warning (1 meeting prior), and each representative must consult with either their organization s executive board and/or general body before providing vote. b. If decision making is urgent and/or time sensitive, each representative must provide vote to the best of their ability based on their knowledge of their organization s purpose and goals. 5. Yield to majority vote during MPRC decision making. a. Two thirds majority is required to pass a resolution. Coalition Board organizations must follow through with MPRC decisions formed via majority vote, especially if decision requires action of the Coalition oard organizations. 6. Accept the following ramifications for failure to meet any of the above expectations. a. First penalty: Representative as well as organization will be informed of breach of expectation and warned. b. Second penalty: Organization (and by extension, representative) loses voting privilege for next MPRC decision. c. Third penalty: Organization loses Coalition Board membership. May regain membership in the future after thorough mediation between MPRC Executive Board and organization executive board. Faculty advisor must be present and facilitate mediation. 6 Article VI. Active role on campus. The MPRC will remain active on campus by co sponsoring as well as sponsoring events, remaining supportive of its member organizations (see Article I. Section II. Member Organizations), and meeting regularly with Rutgers administration. Section I. Executive Board and Coalition Board Meetings. The MPRC will hold Coalition Board meetings (attendance is mandatory for all Coaltion Board members, including representatives) every week on Wednesday evenings. (you may not want to specify the day of the week in your constitution because it may depend on the majorities schedules) Section II. General Body Meetings. Town Hall Meetings will serve as the general body meetings for the MPRC. Town Hall meetings should be held at least once per semester, in order to give an opportunity to the Rutgers Muslim (and non Muslim) community to provide feedback and request support on any matter within the MPRC s purview. Section III. Events. The MPRC should host at least one event per year, open to all Rutgers students, with the purpose to educate and inform on Islam and the Muslim identity as well as protection of civil rights and protection against bias. The MPRC may co sponsor as many events as its members suggest. It is important that the MPRC continues to show support by co sponsoring and attending as well as advertising for events held by its member organizations. All MPRC hosted and sponsored events must be approved by the President and at least two other Executive Board members. Article VII. Statement on Proactive Protocol. The MPRC is intended to maintain a proactive presence on campus by remaining in frequent communication with fellow organizations, administration/authority, as well as the student community at Rutgers. Whether this is done through events or town hall meetings, MPRC activity is encouraged to be regular and meaningful. Each Executive Board of the MPRC is encouraged to have a proactive protocol to ensure the longevity of the MPRC. Article VIII. Statement on Reactive Protocol.
7 The MPRC also serves the purpose of facilitating communication between relevant organizations and local administration/authority in the case of incidents that compromise the integrity of the Muslim community at Rutgers University. Each Executive Board of the MPRC is encouraged to maintain a reactive protocol with options for which actions to take should an incident arise. This protocol should be consistently reviewed and edited on a case by case basis. 1. Schedule an Immediate MPRC Coalition meeting 2. Schedule a meeting with Rutgers administration 3. Prepare a press release 4. Prepare op eds for the Daily Targum 5. Discuss furthers steps if necessary Section IV. Amendments to the Constitution. Any necessary amendments to the MPRC constitution may be placed here and may be proposed by any member of the MPRC and involve the consultation of the coalition board.
