1 CALL FOR PROPOSALS TO SELECT A RESPONSIBLE PARTY FOR THE LAUNCH AND THE ROLL OUT OF UN WOMEN GLOBAL HeForShe CAMPAIGN IN AFGHANISTAN (Re-advertisement) Background The UN Entity for Gender Equality and the Empowerment of Women in Afghanistan (UN Women) aims to assist relevant stakeholders including United Nations system to progress more effectively and efficiently towards the goal of achieving gender equality, women s empowerment and upholding women s rights. UN Women has been working in Afghanistan since 2002 (as UNIFEM until 2010) and has supported the development, monitoring and implementation of policies and programmes that both protect and promote the rights of women. UN Women recently launched a global solidarity movement for gender equality, called HeForShe. This campaign is developed to engage men and boys as advocates and agents of change for the achievement of gender equality and women s rights. The campaign encourages them to speak out and take action against inequalities faced by women and girls. The overall goal of the campaign is to spread awareness and spark action on the responsibility that men and boys have by joining women in eliminating all forms of discrimination and violence against women and girls. This campaign was globally launched by the UN Secretary-General in September The launch event for Afghanistan is expected to be carried in Kabul in January This event is expected to gather at least 300 people men and women from different sectors, including government, international community, civil society, cultural figures, religious leaders, students. The HeForShe campaign is expected to be rolled out in the provinces as well. UN Women is looking for a partner to achieve a successful roll out of the HeforShe campaign which contributes to the UN Women Development Results Framework Output 3.1.4: National and international stakeholders improve coordination and engagement for advocacy and action to prevent Gender Based Violence, with particular focus on engaging men, boys and youth and Output 6.1.2: ACO coordinates and promotes advocacy initiatives with international and national stakeholders. The selected company or NGO will work in close cooperation with UN Women and ensure the achievements of the deliverables stated in the below: Expected deliverables: Deliverable Activities Timeline HeForShe campaign launched 25 January successfully and introduced largely in Kabul Indicator: at least 300 men sign up for HeforShe campaign in Kabul With UN Women management, identify an appropriate national title for the Campaign. Design the launch event for Kabul, including: - the accompanying advocacy materials relevant in the context of Afghanistan, 1

2 - identify prominent cultural, political and religious figures to champion the HeforShe in Kabul and Afghanistan, - Prepare the list of invitees Send out invitations to all participants (local and international) and collect confirmation of participation; Set the stage for orchestra, speakers, facilitators, etc.; Protocol arrangements for VIPs and the relevant stakeholders; Liaise with the UN Women to confirm the desired set up; Ensure the venue is clean and well prepared/decorated. This also includes seating name for VIPs; Ensure all required audio-visual equipment is available/acquired in the hall as required; Ensure sufficient computers are available for sign up; Ensure service maintenance is promptly available as would be required for all equipment/services and facilities in and around the hall; Design and print banners to be affixed in the launch venue; proper branding and marking of each event and outreach materials; In coordination with UN Women prepare and distribute campaign media kits; Arrange - in cooperation with UN Women, video recording of the event, which can be broadcasted in a nation-wide range television and radio networks; as well as UN Women global and regional communication channels such as Facebook, Twitter and Youtube requests for interviews, photographer and video coverage; 2

3 Cost-effective ways of launching HeForShe identified in 4-5 provinces of Afghanistan Indicator: at least 500 men signing up for HeforShe campaign from provinces transportation to/from the conference venue; Work with the security to ensure that event and the guests are well secured. Provide/organise simultaneous translation services, if required. Design and implement innovative way of expanding the campaign to the Universities and public institutions Assess provinces and make proposals for the launch events based on the cultural realities of each province; Send out invitations to all participants (local and international) and collect confirmation of participation; Set the stage for orchestra, speakers, facilitators, etc.; Protocol arrangements for VIPs and the relevant stakeholders; Liaise with the UN Women to confirm the desired set up; Ensure the venue is clean and well prepared/decorated. 4 Other cost effective opportunities identified for men and boys engagement into the HeForShe campaign. Indicator: at least 1000 men and boys across Afghanistan sign up for Campaign, in addition to men and boys committed to support Campaign in previous events A strong documentary film developed with human interest stories based on the Campaigns organized, up to minutes Practical, implementable, cost-effective recommendations on how to ensure continuous follow up to commitments made during the Campaign in a nation-wide range television and radio networks; as well as UN Women global and regional communication channels such as Facebook, Twitter and YouTube requests for interviews, photographer and video coverage; transportation to/from the conference venue; Work with the security to ensure that event and the guests are well secured. Provide simultaneous translation services, if required. Come up with the plan and when endorsed by UN Women deliver on it Prepare a script, have it endorsed with UN Women and have the first part of documentary ready for the Commission on Status of Women meeting by end February, about 7-10 minutes. It should be with English subtitles for demonstration during the CSW in NY in March, in sufficient number of DVDs (min 100 copies with logos, title, cover all contents should be endorsed by UN Women) The complete film, up to minutes, should be ready by end June 2015 Based on the results of the Campaign and the roll out in Afghanistan prepare recommendations for UN Women on how to build up on the momentum, further strengthen and ensure follow up to commitments made through the Campaign January June 2015 By end Feb 1 st part By end June 2015, full film June

5 Final report with all advocacy materials, banners, film scripts, including soft/e-copies as well as financial report July 2015 Professional experience of the company or NGO A minimum of 10 years' professional experience, which must include: o Experience both in the field of culture and in the field of external relations, o A minimum of 5 years' professional experience in managing and leading events. o Prior satisfactory experience with UN Women/UN or other international organizations events will be considered as an advantage Knowledge of the provinces to be covered by the campaign, including knowledge of the culture sector as a whole and knowledge of external relations issues. Professional technical skills in conducting campaigns and consultations and in developing and implementing event plan. Team management, team coordination and project management skills. Organisational skills. Communication skills. Language skills (English Dari and Pashtu). Registration of the company or the NGO is required Additional requirement Attested availability for the duration of the assignment and commitment to devote the necessary time and resources to the run each event. Financial proposal with detailed budget c. Organizational profile including CVs of those staff that will work on the implementation of the proposal d.
