PRESENTATIONS: Veteran of the Month MARTA Quarterly Briefing 5. PUBLIC COMMENT: Citizens will be given a three (3)-minute maximum time limit to speak before the Board of Commissioners about various topics, issues, and concerns. Following thirty minutes of hearing from the public, the Board of Commissioners will allow the remainder of citizens who have signed up to be heard at the next Tuesday business meeting. 6. CONSENT AGENDA 1. Approval of the March 19, 2019 Regular Business Meeting Minutes. 2. Recommendation to Ratify an Emergency Change Order: Demolition of Two (2) Pavilions at International Park $36, / Integrated Construction and Nobility, Inc., located in Whitesburg, Georgia. Funding is available through the 2004 and 2009 SPLOST funds. As requested by the Department of SPLOST Program Management. Pursuant to Section of the Clayton County Code of Ordinances, General Purchasing Methods. Emergency circumstances for change orders. Emergency change orders should follow the general procedures for emergency purchases set forth in section Where an emergency circumstance exists which will not permit delay of a project, the user department director shall notify the director and the chief operating officer before proceeding to authorize work pursuant to an emergency change order. If the emergency change order requires approval by the board of commissioners, the emergency change order must be ratified by official action of the board of commissioners at the next board of commissioners' meeting and the reason for the emergency must be contained in the minutes of the meeting. If work has not been satisfactorily completed by the scheduled meeting, then the board of commissioners must be informed and ratification scheduled at the earliest possible time.
2 3. Recommendation for Award: ITB #19-06 Fire Extinguisher and Vent Suppression System Services for Clayton County, Georgia All Star Fire, LLC, located in Norcross, Georgia. Funding is available through the Building Maintenance General Fund. As requested by the Department of Building Maintenance. Pursuant to Section of the Clayton County Code of Ordinances, General Purchasing Methods. Competitive sealed bidding process. Acquisitions greater than $74, Any commodity, good or service that is expected to cost in excess of $74, or is expected to generate revenue greater than $74, shall be acquired through the competitive sealed bid process except as otherwise provided in this Purchasing Code. 4. Recommendation for First Contract Amendment: PSA #19-26 Payroll Advisory Services with Ernst & Young, LLP. $150, / Ernst & Young, LLP, located in Atlanta, Georgia. To add Remediation services and Optimization services. Funding is available through the Finance Department s General Fund and the 2015 SPLOST Funds. As requested by the Department of Finance. Pursuant to Section of the Clayton County Code of Ordinances, General Purchasing Methods. Change orders and contract modifications. (a) General provisions. Except as hereinafter provided, any change order or other modification of a contract term shall be approved by the board of commissioners. (b) Chief operating officer authority. The chief operating officer or his/her designee shall have authority to approve all change orders to purchase orders and contracts up to an absolute value of 20 percent of the original contract, provided the total change order amount is less than $74, If the original contract or purchase order price did not exceed $74,999.99, but the change order will make the total price of the contract exceed $74,999.99, then the change order requires approval by official action of the board of commissioners. Change orders to contracts that did not require official action of the board of commissioners upon the original execution thereof and which amend the scope of work, term, time and/or total cost not exceeding $74, may be approved by the chief operating officer or his/her designee in the same manner as the original contract. (c) Director of central services authority. The director of central services and/or his/her designee shall have authority to approve all change orders to purchase orders and contracts up to an absolute value of $50, If the original contract or purchase order price did not exceed $50,000.00, but the change order will make the total price of the contract exceed $50,000.00, then the change order requires either approval by the chief operating officer for purchases up to $74, or official action of the board of commissioners for purchases that exceed 74, Change orders to contracts that did not require approval of the chief operating officer or official action of the board of commissioners upon the original execution thereof and Page 2

NVS Building Communities Program Inc. 18. JJIG FY20 RFP This grant is awarded through the Georgia Criminal Justice Coordinating Council (CJCC) which encompasses funding for up to $750,000 with no local matching funds required. The funding from this grant will allow the existing program to continue to serve the highest risk youth involved with the Juvenile Court, who would otherwise fall subject to costly youth incarceration. This grant will also continue to support one full-time Juvenile Court Officer Position, which serves as a risk classification and needs assessment specialist for Incentive Grant programs Page 3
4 and other high-risk youth. This award period begins July 1, 2019 and expires on June 30, The due date for this application is April 26, 2019 by 5:00pm Supplemental Local Maintenance & Improvement Grant (LMIG) Application The Transportation and Development Department is requesting the Board of Commissioners to authorize the County to apply for and, if awarded, accept the fiscal year 2019 Supplemental Local Maintenance and Improvement Grant from Georgia DOT. This grant is valued at $51, with a required 30% County match of $15, Further, to authorize the Chairman to execute the agreement, and otherwise perform all acts necessary to accomplish the intent of the agreement; to authorize the Chief Financial Officer to amend the budget where necessary to reflect an appropriate revenue source and expense, all as may be required under the terms of the agreement. 20. Ordinance An Ordinance to amend the Code Of Clayton County, Georgia, as amended, specifically, Code Of Clayton County, Georgia, Part II, Chapter 14 Animals, by adding a new Article XIII Community Cat Program, and code sections thereunder; to repeal conflicting laws, ordinances and resolutions; to provide for severability; to provide an effective date of this ordinance; and for other purposes. Synopsis: This Ordinance amends Part II, Chapter 14 Animals, by adding a new Article XIII Community Cat Program, and code sections thereunder numbered as Section Purpose, Section Definitions specific to this article and Section Community Cat Program. 21. Kinship Care FY2020 PSSF Grant 22. Ordinance An Ordinance To Amend The Code Of Clayton County, Georgia, As Amended, Specifically, Code Of Clayton County, Georgia, Chapter 18 Buildings And Building Code Regulations, Article VI Construction Standards to add a new Subsection entitled Abandoned Construction Sites; to repeal conflicting Laws, ordinances, and resolutions; to provide severability; to provide an effective date; and for other purposes. Synopsis: This Ordinance amends the County Code by adding a new subsection entitled Abandoned Construction Sites to Article VI Construction Standards of Chapter 18 Buildings and building code regulations 23. Ordinance An Ordinance to amend the Code Of Clayton County, Georgia, as amended, specifically Chapter 2, Administration Article IV. - Purchases and Property Disposition, Division 1, General Provisions, Section Definitions, to add definitions for annual contracts and Public Works construction; to add a Subsection (D) to Division 3. -Purchasing Methods, Sec Summary of General Purchasing Methods to add annual contracts as a method of procurement; and to add a Subsection (D) to Division 6, Contracting Requirements, Section Change Orders and Contract Modifications to provide additional approval authority to the Chief Operating Officer, Director Of Central Services and Chairman of the Board Of Commissioners to approve change orders ;to repeal conflicting laws, ordinances and resolutions; to provide for severability; to provide an effective date of this ordinance; and for other purposes. Synopsis: This Ordinance amends the purchasing Ordinance to provide the Chief Operating Officer, Purchasing Director and Chairman of the Board of Commissioners with additional authority to execute change orders for SPLOST and Public Works construction projects to ensure timely and proper completion of construction projects. 25.
