2 63 most wanted human traffickers added to the Red Book : Federal Investigation Agency has added 63 most wanted human traffickers in its Red Book during January - February The list entails names, photographs, respective police station and residence addresses for proper information of other law enforcement agencies and stakeholders. Most of these wanted human traffickers belong to different areas of the country including Rawalpindi, Sialkot, Gujranwala, Mandi Bahauddin, Rahim Yar Khan, Gujrat and Sargodha. However, this very list does not carry any name from Khyber Pakhtunkhwa. the FIA Headquarters for passing on relevant information about these most wanted traffickers on Telephone number With the help of general public and field intelligence, 46 most wanted traffickers and 1236 proclaimed offenders were arrested in This stands in conjunction with FIA s operational activism in which FIA has chalked out an all-inclusive strategy to launch crackdown against these criminal syndicates. General public is being encouraged to cooperate with FIA and other LEAs to ensure early arrest of these most wanted traffickers. Concurrently, a control room has also been established at

3 The Arrest of Human Traffickers Punjab Zone: The FIA s Anti-Human Trafficking Cells raided locations in Gujrat, Toba Tek Singh and Khushab, and arrested four human traffickers on Saturday, 16 January These human traffickers were detained for investigation to reveal any further information that may help the FIA in further arrests. The detained suspects included Mazhar Mushtaq, Mohammad Umer, Alamdar Hussain and Nasir Arshad. More than 20 local and foreign passports were also seized from their possession. The FIA in the Lahore Zone arrested Habib- Ur-Rehman on Saturday, 26 March 2016; he was trying to travel abroad illegally, and another suspect, Habib-ur-Rehman, tried to board on flight PK-711 for New York from Allama Iqbal International Airport with a US passport. While boarding, it was found out that the passport had been issued in March 2011, and that he had no previous travel record on the passport; furthermore, the initial investigation revealed that he had not been to the United States since 2010 due to a business dispute. FIA Immigration officials checked his record and status through the Integrated Border Management System (IBMS), which revealed that his name was put on the Exit Control List (ECL) and notices had been served on him in the past. After thorough scrutiny, Habib-Ur-Rehman was arrested and shifted to an Anti Human Trafficking Cell (AHTC) for further investigation and necessary action. Islamabad Zone: In its crackdown on human traffickers in the twin cities of Islamabad and Rawalpindi, the FIA arrested six human traffickers and recovered 45 passports from their possession in January A raid was conducted on Premier Travel and Tours located in Al-Baber Plaza, F-8 Markaz, Islamabad, where two human traffickers, Muhammad Kamran and Shahid Nazir, were arrested with 20 passports in their possession. 4 UNODC - FIA Joint Sessions on Police Sensitisation and Community Awareness: Federal Investigation Agency and United Nations Office on Drugs and Crime Pakistan are organizing a series of sessions for Police officials and Civil society representatives across Pakistan. These sessions are intended to educate police officials on issues of HTMS and their appropriate handling especially correct registration of FIRs with relevant legal clauses, and alongside ensure pre-emption by raising HTMS awareness amongst important segments of civil society and its undesirable impacts on victims. On 10th March 2016 sessions for Police officials and civil society were organized in Gujranwala. During the sessions, Major Amir from UNODC described the UNODC s role and collaboration with FIA, police and other LEAs. He appreciated that FIA was seeking active cooperation of Interpol and other international law enforcement agencies for ensuring early arrest of the fugitive human traffickers-cum-notorious proclaimed offenders (POs) from abroad as well. He informed the participants that FIA has a continuous long term cooperation with UNODC country office in Pakistan, including Research and Analysis Center-RAC, a joint venture of UNODC and FIA, where research is being carried out to identify gaps and provision of durable solutions. Mr Sajid Akram, Deputy Director Punjab Zone said that Gujranwala region has become hub of HTMS across Punjab as 36 most wanted human traffickers in the Red Book of the Federal Investigation Agency belong to Gujranwala. Mr Masood Naseem, Deputy Director Law of Punjab zone highlighted that these traffickers have spread their well-organized illegal network to Gujranwala, Gujarat and Mandi Bahauddin, under which they send innocent people 4 Continued on Page 07

5 Quarterly Data Analysis Comparison Of General Offloadees With Previous Quarter Analysis: There has been an increase of 97 cases in comparison with previous quarter. Significant decrease has been observed for Lahore airport where there has been a decline from 118 to 54 cases i.e. a decline of 54.24% and a very significant increase of cases at Multan from 35 cases to 104 cases i.e %. Islamabad airport remained at the top where maximum number of passengers were offloaded during 1st quarter 2016 i.e. 553, followed by Peshawar 256, K a r a - chi 244, Sialkot 139, Multan 104 and Lahore 54. Islamabad: In comparison with previous quarter, an increase of 20 cases has been observed with lesser fluctuation between the months i.e between Oct- Nov 15. Karachi: In comparison with previous quarter an increase of 35 cases has been observed with lesser fluctuation between the months i.e. -77 between Oct- Nov 15. Comparison Of OFDs With Previous Quarter Lahore: In comparison with previous quarter, sharp decrease of 64 cases has been observed with a steady declining trend. Peshawar: In comparison with previous quarter, an increase of 25 cases has been observed with a steady decrease between months of current quarter. Sialkot: In comparison with previous quarter, an increase of 12 cases has been observed with lesser fluctuation between the months i.e. +27 between Nov-Dec 15. Multan: In comparison with previous quarter, a sharp increase of 69 cases has been observed with fluctuation between the months i.e. +25 between Dec 2015 and Jan Analysis: There has been a decline of 34.04% in comparison with previous quarter. Major decrease has been observed at Islamabad airport from 57 cases down to 20 cases i.e. 5

6 64.91% decrease. Despite that, Lahore airport remained at the top where maximum number of passengers were offloaded during 1st quarter 2016 i.e. 28, followed by Islamabad 20, Karachi 6, Peshawar 5 and Sialkot 3. Islamabad: In comparison with previous quarter, a sharp decrease of 37 cases has been observed with lesser fluctuation between the months i.e. -6 between Nov-Dec 15. Karachi: In comparison with previous quarter, an increase of 01 case has been observed. Lahore: In comparison with previous quarter, increase of 03 cases has been observed with a steady declining trend. Peshawar: In comparison with previous quarter, an increase of 02 cases has been observed. Sialkot: In comparison with previous quarter, a decrease of 01 case has been observed. Multan: No activity observed in this quarter also. Comparison of General Deportees With Previous Quarter Analysis: A decline of 2212 cases has been observed in comparison with the previous quarter, i.e. an overall decline of 11.12%. Islamabad s airport had the maximum share of this decline, i.e. 840 cases or 22.45% of this share. Karachi s airport remained at the top of the list, where a maximum number of deportees were recieved during the 1st quarter of 2016, i.e , followed by Lahore (3670), Islamabad (2902), Peshawar (679), Sialkot (224) and Multan (176). Karachi: In comparison with previous quarter, a decrease of 1062 cases has been observed with fluctuating figures between the months i.e. Feb-Mar Islamabad: In comparison with previous quarter, a decrease of 840 cases has been observed with lesser fluctuation between the months i.e. between Oct- Nov 15. Lahore: In comparison with previous quarter, decrease of 49 cases has been observed with a fluctuating declining trend. Peshawar: In comparison with previous quarter, an increase of 174 cases has been observed with a steady increase between months of current quarter. Sialkot: In comparison with previous quarter, a sharp decrease of 513 cases has been observed with significant decline between the months i.e. between Nov-Dec 15. Multan: In comparison with previous quarter, a sharp increase of 78 cases has been observed. 6

7 Comparison Of General Deportees from Various Countries With Previous Quarter Analysis: Overall a decline of 1105 cases, i.e %, has been observed in comparison with the previous quarter. A major decline in cases has been observed in Greece from 177 to 30, i.e %; Bahrain from 187 to 64, or a decline of 65.78%; Malaysia from 1146 to 830, a decline of 27.57%; Oman from 634 to 404, a decline of 36.28%; Turkey from 591 to 189, a decline of 68.02%, and the UAE from 2511 to 2485, a decline of 1.04%. Conversely, some countries have seen an increase, such as the United Kingdom, which witnessed its numbers jump from 457 to 551, or 29.04% and South Africa, which saw its numbers go from 89 to 116, or 30.34%. The UAE remained at the top of the list of where the largest number of passengers were deported during the first quarter of 2016, i.e. 2485, followed by Malaysia (830), UK (551), Oman 404, Turkey 189, South Africa 116, Greece 30 and Iran 06. Greece: In comparison with previous quarter, a decrease of 147 cases has been observed with sharp increase between the months i.e. between Feb-March Iran: In comparison with previous quarter, a decrease of 12 cases has been observed. because taking internal human traffickers into custody and registering cases under Pakistan Penal Code is responsibility of Police. 7

8 Comparison of DFDs (category-wise) with the Previous Quarter Analysis: The data indicates no major change, except a minor decrease of 03 cases in comparison with the previous quarter. However, it has been observed that DFD cases are mostly taking place at three major airports (Islamabad, Karachi and Lahore). Continued from Page 03 raid was conducted at Saddar Rawalpindi, where human-trafficker Yasir Qayyum was arrested and three passports were recovered from his possession. The raid was conducted on a field intelligence report. Another human trafficker, Haq Nawaz was arrested from Choor Chowk, Rawalpindi, with 19 passports and 5 fake driving licences in his possession. On a tip off, another raid was conducted on 6th Road, Rawalpindi in which a human-smuggler, Jibran Mubarak, was arrested with the recovery of three passports from his possession. FIA Immigration at Benazir Bhutto International Airport on 7 January 2016 arrested Ehtesham-ul-Haq, who was trying to flee from the country on flight PK-741 to Jeddah, Saudi Arabia. Ehtesham-ul-Haq is a human trafficker and a proclaimed offender hailing from Mardan. The arrested human trafficker is the husband of a PIA airhostess, who was also arrested afterwards for supporting her husband s illicit business (ostensibly that of a travel agent and student consultant). Their office is located at Chandni Chowk by the name of Kraker Consultants. Another raid was conducted by the Islamabad Zone s FIA in February at Lalkurti, Rawalpindi, where a human trafficker named Muhammad Shoaib, a resident of Sialkot, was arrested and 11 passports were seized from his possession. Khyber Pakhtunkhwa Zone: On Friday, 1 January 2016, the FIA in the Khyber Pakhtunkhwa Zone arrested four human smugglers and seized several fake passports, air tickets and other illegal documents during raids in different areas of the province. The arrested human traffickers were involved in illicitly smuggling people to Europe via Iran and Turkey. The suspects were identified as Fida Hussain, Mohammad Ishaq, Iftikhar-ul- Haq and Abid Ali. Meanwhile, a proclaimed offender was also arrested during the raids in Takht-i-Bai, Mardan. 8 Research and Analysis Center FIA HQ Islamabad This project was made possible thanks to the financial support from the DIBP (Government of Australia)
