2 Alif Ailaan Midterm Report Card for Members of the National Assembly (MNAs) May 11, 2013 to November 11, 2015 On November 11, 2015, Pakistan s four provincial assemblies and the National Assembly will all reach the midterm mark in their tenure. The Alif Ailaan campaign has tried to gauge every MNA and MPA through the performance of their respective constituencies since the 2013 elections against four indicators for education and awarded s in each category, as well as an overall to each MNA, each MPA, and the assemblies. The s do not reflect the state of education in a given constituency, but rather the demonstrable change in each constituency since the 2013 election. This document contains the Alif Ailaan Midterm Report Card for MNAs. Midterm report cards for MPAs for each province will be published on November 12, What the MNAs are d on? The four indicators on which MNAs have been d are: a) The state of school facilities (with the highest s for those constituencies that made the most progress in the provision of boundary walls, electricity, drinking water and toilet facilities since the 2013 election) b) The state of gender (the of boys to girls or girls to boys with the highest s for those constituencies that have shown the greatest movement towards gender since the 2013 election) c) The student to teacher (with the highest s for those constituencies with the largest improvement in student teacher since 2013 where low student to teacher s are considered better) d) The retention rate between class IV and class II (with the highest s awarded to those constituencies with the highest improvement in the retention rate since 2013) Data limitations The compilation of the report card of the s is not based on ideal indicators, but rather on indicators made from official government data on education that was available, as well as being representative of a desirable outcome in education. The four indicators were thus chosen to reflect the four key areas where government actions can produce direct and immediate results, namely: school building infrastructure, equal provision of education to girls and boys, the provision of sufficient teachers to meet student numbers, and the ability of the system to retain students within the primary level. The s do not reflect the state of education in a given constituency, but rather the demonstrable change in each constituency since the 2013 election. Finally, the most recent available official government data that can be reported by constituency is from the end of 2014 therefore the s will not reflect any changes to the education landscape during the current calendar year. 2

3 How to read an MNA s s Each MNA has scored s on school facilities, gender, student to teacher and retention. The s represent the quantum shift made in the given constituency for all public sector schools since the 2013 election. The allocation of s has been standardised to a normal distribution. The highest possible is A+ and the lowest is E. A low does not necessarily mean that a given constituency is very badly placed and a high does not necessarily mean that a given constituency is doing very well. Instead, s reflect the level of progress made within a given constituency. What a low does however show, is that a greater effort by a given MNA may have led to a better, whereas a high shows that measurable improvement was shown in a given MNA s constituency. Highlights of the Midterm Report Card for MNAs The report card for the National Assembly shows that across the entire population of 272 elected MNAs, only three MNAs score an A and can lay claim to constituencies where there is evidence of real overall progress since the 2013 general election. All other MNAs score either a B or a C, depending on their performance on each of the four indicators we have explored. The overall for the National Assembly is a C. School facilities: In the provision of school facilities, there were only four A+ s, all of which belonged to South Punjab s MNAs. Another 32 MNAs received an A, of which 13 belong to the Punjab, with Shahid Khaqan Abbasi of Rawalpindi and Khurram Dastgir Khan of Gujranwala among the cabinet members who did well. Among the low performers, there were 7 E s awarded, none of which belonged to the Punjab. As ever, this shows that Punjab enjoys the benefits of relatively higher investments in school infrastructure. Among the notable examples of low performers in school facilities were former Chief Minister Akram Durrani of the JUI-F and former Prime Minister Zafarullah Khan Jamali of the PML-N both receiving E s. rates: In retention rates, of the eight A+ s awarded, none went to any MNA from Punjab or Balochistan. is a complex metric and tends to be a measure of not only school quality but also a range of exogenous factors such as availability of private schools, and overall enrolment rates. Nevertheless, it is a useful comprehensive indicator of children staying in school. Among prominent MNAs that received an A+ are Swat s Murad Saeed of PTI, and Karachi s Ali Raza Abidi of MQM. Among the lower performers, JUI-F s leader Maulana Fazlur Rehman of D.I. Khan and Federal Minister for Education Baligh ur Rehman from Bhawalpur both receive a D. : The Punjab and Khyber Pakhtunkhwa perform quite well in gender, with all four A+ s belonging to central Punjab, and a large number of the thirty-three As also going to Punjab. Balochistan s Mehmood Achakzai of PkMAP, Aftab Sherpao of QWP, and Federal Minister for Health, Saira Afzal Tarar all represent prominent recipients of an A. Khyber Pakhtunkhwa also distinguishes itself by having no entries among the E recipients, whilst Sindh fares poorly with both of Thatta s and Tharparkar s MNAs receiving E s. 3

4 Student-teacher : Finally, the s in student teacher reflect, to an extent, the challenges of diversity across the country with many high population density areas performing poorly and many less densely populated areas performing well. This trend is bucked by four MNAs from Karachi, all of whom receive an A. Still, student-teacher is clearly a challenge in the Punjab, where all twenty-four D s, and all eleven E s were rewarded to MNAs in the Punjab. Homework for MNAs who want to improve Every MNA in the country is performing below par. Even recipients of A s would not send their own children to a government school. The s here are being awarded to the state of government schools. This report card clearly shows that there is not only a lot of room for improvement in the state of government schools overall, but a lot of room for improvement in the effort that Pakistan s MNAs invest in supporting better education outcomes. Though education is a provincial subject and should ideally be dealt with by MPAs (and MPA report cards will follow). However, MNAs represent the highest directly elected political office in the country. No Prime Minister can be prime minister without winning an election as an MNA. This makes the MNA a vital influence on political priorities in a constituency. Without the MNA being invested in improved education in her or his constituency, we cannot hope for meaningful sustained reform in the sector. The most important area where MNAs can help improve education is in data collection, openness and reporting. Acquiring, processing, cleaning and presenting the data for this exercise is an incredibly resource-intensive exercise that government should be doing itself. Government also must begin to produce data faster, and across a richer array of variables particularly data on learning outcomes and education quality. A data regime that only tells us that there are 25 million children out of school will produce an inordinate emphasis on enrolment, whilst ignoring issues of quality. This is exactly what has been happening in Pakistan. All MNAs can easily improve their s by insisting on timely and effective improvements in school facility provision, on which government has a rich and detailed database. This will remain nearly impossible without a significant increase in both the total magnitude of government funding of education as well as the quality of government spending. The starting point for this is for government to meet its promise of spending at least 4% of GDP on education. MNAs can also affect better student to teacher s by insisting on nal allocations of teachers, rather than postings and transfers that suit their patronage of political actors in their constituencies. Encouraging girls enrolment and ensuring that practices like corporal punishment are prevented will help MNAs improve gender and better retention rates., in particular, cannot be achieved without a major focus on finding ways to serve the education needs of young girls, rather than blaming the specific contexts in which they live. 4

5 The ultimate report card for MNAs will be delivered in 2018 when the time for re-election comes around. Alif Ailaan hopes to ensure that when it does, voters across the country will be strict and demanding examiners. Stricter, even, than the rigorous methodology used to develop this midterm report card! 5
