1 IL 59 to US 41 CAG-TAG Workshop #1 August 11, 2011 CAG-TAG Workshop #1 Summary Summary: The first CAG-TAG workshop for the Illinois Route 173 Phase I Study was held on Thursday, August 11, 2011 from 9:00 AM to 11:30 AM. It was located at the Antioch Senior Center, 817 Holbek Drive, Antioch, Illinois The workshop included a Power Point presentation narrated by the workshop facilitator, exhibits displaying traffic and crash data, and aerial photos depicting existing conditions. The presentation and workshop was divided into six parts: Part 1 was an introduction of the PSG and the CAG/TAG membership; Part 2 presented the planning process; Part 3 reviewed the first public meeting; Part 4 initiated the group exercise portion of the workshop, leading to the development of the Problem Statement in Part 5; and Part 6 presented the upcoming schedule. During Part 2, the Phase I planning process was explained in detail beginning with an overview of the National Environmental Protection Act of It also included discussion on Context Sensitive Solutions, the Stakeholder Involvement Plan (SIP), an overview of the Phase I study process and the roles of the PSG, CAG and TAG. Within this discussion was an overview of the SIP ground rules, to which the CAG/TAG membership expressed a general understanding of agreement. The group exercise in Part 4 began with CAG/TAG members individually listing the issues and concerns important to them. Then, the membership formed three small groups of five to six people each and discussed those issues and concerns. Each group formulated a prioritized list of issues and concerns before having one representative share those to the workshop as a whole. The workshop facilitator noted common themes common among all three groups. All of the issues and comments submitted during Part 4 came together in Part 5 to form the Problem Statement. The Problem Statement was developed openly among the CAG/TAG membership, resulting in the following paragraph: Problem Statement The issues and concerns related to the potential improvement of Illinois Route 173 from Illinois Route 59 to U.S. Route 41 to be addressed by this project are as follows: coordination with past and future studies; multi-modal accommodations; economic and sustainable development; and mobility and operations. This project will study the broader topics of capacity, safety, environmental and quality of life issues. Page 1
