Sune Kent - WFP Action Points: 1) WFP was requested to avail list of all agencies/organizations that are currently registered as users of the Inter-agency Logistics Service (ILS) in DRC. Full list can be found at the end of these minutes. 2) The group requested latest update on UN accessibility to Dungu DRC Office confirmed that for the time being UN is not authorized to go to Dungu. It seems like UNDSS s approval to the proposed deployment plan of UN can be expected soon. Main issue remains the actual location of the proposed UN compound and the upgrade of the compound to make it MOSS compliant. 3) UNFPA asked to what extent cold-chain storage is in place in Goma No cold-chain storage facilities in place. WHO is using small refrigerators for vaccines. 4) Participants requested information on Monuc presence in Eastern DRC and to what extend Monuc can provide security escorts This information will be presented at the next meeting. 5) All participants agreed to share information on any new development by on a continuous basis in between the weekly meetings. Update on DRC crisis and Logistics Cluster set-up and services within DRC: - DRC Logistics Cluster active since 2005 and WFP has provided inter-agency logistics services on a cost-recovery basis to a number of UN agencies and NGOs (please see attached list). - With the current crisis in Eastern DRC, WFP has launched an operation in the Kivus, where WFP can support humanitarian agencies with secondary transport and storage space. This service will be provided free of charge for a period of two months. - Inter-agency logistics services outside Kivu will continuously be provided on a cost-recovery basis as per agreement with the WFP DRC. - WFP is establishing a hub with inter-agency warehouse space in Beni this hub will be active as of 19 th November. 1
2 - UNHAS Passenger Service commenced it s flights between Kinshasa and Goma on the 18 th November for flight details, please refer to - WFP and UNICEF are in cooperation considering airlifting food and Family kits into Dungu. Preparations are ongoing for these flights, but dates are still to be confirmed. Update from agencies: Humanitarian Pipeline from Uganda to DRC: UNICEF: Stock of 1200 family kits in Kampala available for Dungu UNICEF relief items are mainly being ordered and supplied through the Nairobi Office UNICEF has stocks available in Nakivale meant for the DRC refugees crossing the boarder into Uganda UNICEF has an erected wiikhall available in Kampala in case any agencies need temporary storage space MSF Suisse: MSF France working in Uganda, while MSF Suisse is operating from four different hubs inside Eastern DRC. MSF is primarily getting its cargo into DRC through Ntoroko - Lake Albert - Kasenyi MERLIN: Merlin is operating in Goma and supplying Kanyabayonga from there Access to Rutshuru remain the main problem Merlin exploring the option of supplying through Uganda in case access problems continue. ACF; ACF currently looking into where to get their supplies and how to get them into DRC CRS; Most of the overland logistics operation is coordinated from CRS Nairobi Office CRS is exploring transport/logistics support from both UNHCR and WFP. IOM: IOM has offices in Goma, Bunia and Beni new IOM emergency coordinator is being deployed to Goma. IOM is/will be in involved in the repatriation and is therefore specifically interested in getting information on the most secure corridors. IOM reported that according to their information, it is more likely that humanitarian cargo in "unmarked" trucks will be let through the rebel lines/boarder points than a UN fleet or trucks escorted by Monuc. UNFPA: UNFPA primarily supplying various types of drugs, condoms and equipment into DRC Cargo is being flown from Kinshasa to Eastern DRC with the assistance of the Belgian aircraft that is carrying humanitarian cargo to the affected region. Customs clearance for drugs seems to be an issue (also for UNHCR and WHO) WFP recommended to send cargo to Uganda and the re-export the drugs to DRC. Having the cargo in 2
3 transit has shown not be a very flexible option. Action: WFP will try to share more information on this subject in the next meeting. UNHCR: UNHCR Uganda not directly involved in the DRC operation, but is focusing on the influx of refugees from DRC into Uganda. UNHCR flights from Dubai are supplying Goma via Entebbe. UNHCR Nairobi mainly involved in the procurement and logistics of relief items into DRC. UNHCR will also explore the opportunity of arranging transport from Kampala WFP: WFP is currently supplying food to the refugees from DRC that have entered into Uganda Main corridors for food supply into DRC are from Mombasa via Kampala into Goma/Bunia/Beni and from Dar-es-Salaam to Goma. Local food purchase for DRC is taken place in Uganda and Zambia. WFP is assisting WHO with transport and storage of Inter-agency Emergency Health Kits and malaria kits from Kampala into DRC. Inter-agency services from Uganda to DRC: - WFP Uganda could assist with both transport and storage to all UN agencies and NGOs both to DRC and to other areas in Uganda should the need be. - Such services will be provided on a cost-recovery basis and subject to further agreement with WFP. Contingency plan/worst case scenario: - WFP informed the group that an increase in airlifts and airdrops to the affected areas in Eastern DRC probably would be the consequence in case of a deterioration of the security situation and the access to DRC. - AOB - Nothing to report.
