3 Introduction to this summary This document summarises the answers of the Mediterranean Partner Countries (MPCs) to the questionnaire submitted by MEDSTAT III at beginning of the programme in May 2010 for identifying the main orientations and activities to be carried out in the Migration Sector. Further, more in depth and eventually updated descriptions on recent activities and future plans at country level are available through the Country Statistical Situation Reports (CSSR) of each country. Introduction to the questionnaire sent to the MPCs Introduction The MEDSTAT III Programme has started in May 2010 for a duration of 2 years. As the global resources available for this programme are lower than the budget allocated to the previous MEDSTAT Programme, it is important to define clear priorities in order to propose a draft work programme to be discussed and endorsed in the sector Task Force. Objectives of this questionnaire This questionnaire intended to collect the views of Mediterranean Partner Countries (MPCs) to identify the main orientations and actions to be carried out during the MEDSTAT III programme in the Migration Sector. Possible proposals from the Key Expert first would consist of further supporting the Model Questionnaires / MED_HIMS Project, for which some funding has been recently secured by UNHCR and the World Bank for further developing the necessary survey manuals. In addition, the work programme could include the training on data analysis already approved by last Task Force and the consolidation and reproduction of activities already implemented at country level (for ex. the elaboration of administrative data based on individual records). The questionnaire was addressed to the National Coordinator of the Migration Sector; however, it had to be compiled, besides the updating of the Country Statistical Situation Report (CSSR) for the parts relevant to the sector, in consultation and cooperation with other relevant actors in the National Statistical Institute and other national partner institutions 1

Egypt 1 Participating in the regional workshops for developing Model Questionnaires for MED HIMS 2 Participating in the launching ceremony of the IOM series of research reports on Intra Regional Labour Mobility In the Arab world" organized by IOM in collaboration with Arab Labour organization (ALO) at League of Arab States, Cairo, on 19 April Participating in Training Workshop on Migration Statistics (regular and irregular migration) organized by IOM Cairo, on May Participating in the launching ceremony of the IOM series of research reports on Migration and Development in Egypt" which was held in Cairo on 12 July 2010 Israel census: census date 27/12/2008, methodology: Integrated census. 2 Integration of migrants: a survey that planned for October 2010 April 2011 Jordan DOS will conduct a new survey on Arrivals & Departures. Lebanon There were no major updates since the last Task Force Concerning the statistical surveys, CAS is in the process of the data cleaning of the Multiple Indicators Clusters Surveys Round 3 (MICS3) that includes a module on migration statistics defined through the technical assistance from MEDSTAT II. The objective of this exercise was first to test the methodology and second to provide indicators on several aspects of the migrants. With regard to the use of administrative data, MEDSTAT II provided technical assistance to CAS and the Direction Générale de la Surêté Générale (DGSG) on the use of individual data records available from the border crossing registration to estimate annual migration flows. The methodology, which was formalized by the Short Term Expert Mr. Michel Poulain, was tested on a sample of border crossing records but not on the whole dataset because of the lack of a specific server. In fact this work was defined and initiated after the provision of IT equipment from MEDSTAT II to Lebanon. The DGSG was very collaborative and welcomed this project and still willing to complete it if the required material will be available. opt The First National Palestinian survey on Migration Survey was implemented during the first half of this year (2010) by PCBS. This survey covered the international emigration and return migration, in addition to the non migrant attitudes towards migration. Syria According to what has been undertaken at country level since last Task Force of May 2008, there are no important activities have been undertaken concerning Migration Statistics, except that some questions of migration have been shortened and included in the questionnaires of other surveys such as Labour Force Survey, Family Health Survey, whereas the replies of these questions can provide data on migrants figures. 8 1.4 Inter institutional arrangements relevant for migration statistics Which kind of inter institutional arrangements exist between these agencies to compile migration statistics? (Formal regulations, informal arrangements, memorandum of understanding, working groups, data sharing, confidentiality, ) Description of the arrangements (participating agencies) Egypt CAPMAS and MoI CAPMAS and MoMM Israel Jordan Several meeting were held to coordinate the efforts on measuring international migration between the DOS & Ministry of Interior & Ministry of Labour. Lebanon For now its informal arrangements with the DGSG, however CAS is looking forward to create a working group between CAS and the DGSG for migration statistics, other ministries may be invited to join this working group. opt Syria At CBS we usually use formal arrangements in requesting data on migration, I mean for example we usually submit formal letters to the Migration and Passports Department, asking this agency to provide us with the recent available data on the figures of departures and arrivals from/in Syria. SPC has assigned work groups in Eleventh Fifth Year Plan who are concerned in dealing with all the related issues of Migration, especially the Internal Migration Tunisie Comments (i.e. frequency of meetings, difficulties faced, ) Every month three months Every month three months (To discuss subjects concerned migration) The DSGS is providing CAS with numbers of arrivals and departures by nationality, sex and country of origin/destination on a monthly basis since CAS is publishing this data in the CAS Statistical yearbook that is available for free (paper format and electronic format available at tent&view=article&id=60&itemid=74) We can t exchange our migration data electronically, since other concerned agencies of migration till use hard copies in exchanging their data on migration, hence we usually still use hard copies in exchanging this data. CBS s meetings with other concerned agencies dealing with migration are not frequently held. 1.5 Coordination and synergy with other international initiatives 6

Priority needs to be considered in the MEDSTAT III programme Given the availability of resources and duration of MEDSTAT III, a limited number of courses, events and technical assistance missions may be effectively organized for each sector following the conciliation of all sector work programs. However, providing more options may allow the Project to identifying or proposing adequate synergies with other international and national institutions, initiatives and projects or even addressing and assisting the MPCs towards the use of other complementary means (e.g. TAIEX). The priorities listed below should take into consideration the needs at the level of all national institutions involved in the production of all statistics covered by the Migration Sector. 11

So, we think that it useful to conduct training with data providers to increase their awareness to statistics needs. Using methods that can project the migration in the future. Lebanon is undertaking its first household survey with a module on migration (MICS3), there is a need to learn more on compiling migration statistics using household surveys for migration statistics. Next years, Israel will move to conduct a rolling census. Only France has un experience on rolling census. We think that it will be helpful and useful to conduct a study visit to France in the matter to learn methods of measuring migration statistics with the sphere of rolling census. 19 3.6 Improvement of the dissemination of migration statistics Please indicate areas of possible improvement of the dissemination in the field of migration statistics that may be achieved through the technical assistance of MEDSTAT III. Egypt: Jordan: Lebanon: opt: Syria: Tunisie: Establishment of an Internet portal on migration statistics in Egypt. The technical assistance should improve the capacities of staff working in migration statistics and improve the quality of migration data. CBS is the only governmental agency authorized to publish and disseminate the statistical data, thus CBS has no difficulty regarding this issue. There is no urgent need in terms of having technical assistance of dissemination in the field of migration statistics. 17
