1 SITUATION OVERVIEW The humanitarian crisis in Yemen continues to inflict suffering upon the country s population. Cholera and food insecurity are on the rise while humanitarian funding levels remains low. Only 44 per cent of the 2017 Humanitarian Plan is funded. Nonetheless, some 128 national and international humanitarian partners are actively coordinating to assist people with the most acute needs in priority districts across Yemen s 22 governorates. Ensure that all assistance promotes the protection, safety and dignity of affected people, and is provided equitably to men, women, boys and girls. Support and preserve services and institutions essential to immediate humanitarian action and the promotion of livelihoods and resilience. Deliver a principled and coordinated humanitarian response that is accountable to and advocates effectively for the most vulnerable people in Yemen. For more information, contact: gordon.dudi@fao.org Online cluster dashboard: Improve household access to and availability of food for the most vulnerable people in Yemen, through emergency food and livelihoods assistance. An estimated 17 million people, 60 per cent of the Yemeni population are food insecure, with 6.8 million severely food insecure, necessitating urgent humanitarian assistance to save lives and protect livelihoods. This is due to restrictions and disruptions of imports, mass displacements, loss of income, fuel scarcity, disrupted market systems, high commodity prices, and the collapse of public services. The main challenges are funding (only 20% to date), bureaucratic impediments, and ongoing economic crisis. Despite the difficult operational environment and limited funding, FSAC partners reached an average of 4.4 million people per month with regular emergency food assistance for the January to June 2017 period. Additionally, by the end of June, a cumulative total of 418,000 individuals had received emergency livelihoods assistance (agricultural, livestock & fisheries inputs), while 123,000 persons received longer-term livelihoods asset support. The cholera outbreak continues to spread across the country. The partially collapsed water and sanitation infrastructure further challenges the control of this outbreak. It is more important than ever that the key WASH infrastructure and systems continue to operate, to control and prevent the spread and care for the victims of the outbreak. Partners require unimpeded access to all affected villages, and resources (supplies, funding, staff) are need to scale up the response at the district level. The WASH cluster focused on scaling up the cholera response during this period. WASH partners are reporting activities in 165 districts in 18 governorates. Key components of the response include distribution of household chlorination tablets and chlorination of water supplies and water quality monitoring. WASH partners also are conducting hygiene promotion at household and community level, and nationwide mass media campaigns are being carried out to raise awareness on way to prevent and treat cholera. The ongoing outbreak of cholera has resulted in more than 255,000 cases and more than 1500 deaths reported as of 30 June. The collapse of the health system attributed to war tactics i.e. restrictions on medical imports; lack of fuel to run water, sanitation, and health services; destruction and damage to health facilities; and non-payment of health worker salaries for over 8 months, are creating the major gaps that health partners are trying to cover. During the period from Jan-June 2017, coordinated health efforts have reached over 2.6 million people with 4.7 per cent of funding. This includes 7,464 reached with trauma care, 225,564 with reproductive health services and over 1.8 million benefited from essential medicines and drugs. In addition, 553,258 consultations for communicable diseases were conducted. Almost 4 million people require nutrition assistance in Yemen in 2017, including about 1.8 million people with acute malnutrition (including about 0.4 million of children with Severe Acute Malnutrition (SAM) and 1.1 million PLW with acute malnutrition). Scaling up nutrition programmes remains a challenge due to damaged health facilities and partner capacity. In 2017 to date, 86,464 children with SAM, 125,730 children with MAM and 75,944 PLW with acute malnutrition were admitted for treatment. In addition, 58,107 children received Blanket Supplementary Feeding (BSFP), and 67,114 children received micronutrient powders. More than 4.5 million people require assistance with shelter, non-food items (NFIs) or management of collective centres in which they are living. This includes 3.9 million living in areas of acute need. Despite ongoing efforts, a large number of Internally Displaced Persons (IDPs) still live in severely deprived conditions, including in unfinished buildings, substandard shelters, schools, public facilities or in the open. To date the cluster has reached 19 per cent of its target. During May and June, the following responses were delivered: 16,633 individuals were reached through NFIs cash or in-kind distributions; 11,046 individuals were assisted with in-kind or cash for Emergency Shelter kits/materials; 362 IDP sites covered with the CCCM Baseline assessment in 4 governorates; 13,832 individuals benefited from the support of cash for rental subsidies and 62 Shelter Units were constructed. Conflict and displacement, compounded now with cholera and famine, have increased the protection needs of an already vulnerable population, including resort to adverse coping mechanisms and breakdown of support structures for 2.9 million persons in acute need. With airstrikes and armed clashes having increased in 2017 compared to 2016, monitoring the protection of civilians and ensuring accountability with IHL/IHRL remain critical needs, including with respect to violations against children, mine risk education, protection of women and girls from sexual and GBV and remedial assistance for the victims. Following new conflict-related displacement in 2017, some 2 million IDPs and 0.9 million IDP returnees continue to face multiple challenges, as well as vulnerable minorities affected by the weakness in rule of law. 102% *** Despite gaps in funding and serious operational constraints, as of June 2017 Protection Cluster partners have reached over 937,000 people overall with life-saving protection services such as psychosocial support, legal assistance and protection cash, as well as clinical care for survivors and safe spaces for women, men, girls and boys. More than 60,477 persons have been reached through monitoring of protection and IHL/IHRL, while more than 480,522 children and community members have received information to protect against mines and UXOs. Community-based responses continue to be strengthened through 1,457 members of community-based protection networks as well as community centers serving the needs of IDPs and conflict-affected populations. Teachers salary have been sporadic for more than 8 months. This has resulted in serious disruptions to the education year across Yemen s 22 governorates. In addition to the required payment of salaries, there is a growing need to support schools, in districts with high severity of need, with provision of desks and essential learning supplies and teacher training on psychosocial support. The cluster has reached 24 per cent of its target up to end of June. Since January 2017, 109 conflict-affected schools were rehabilitated in eight governorates, providing a better schooling environment to over 96,000 students. Partners supported various activities reaching 78,361 students with provision of schools desks, 78,088 students by providing psychosocial support training for their teachers in different districts. Around 8 people are in critical need of disposable income to meet their basic needs. The lack of salary payment and the decline in the exchange value of the Yemeni Rial significantly reduced the purchasing power of vulnerable households and contributed to the risk of famine across the country. The cholera outbreak also put additional pressure on a quasi-collapsed public sector delivery system. Support a coordinated logistics response to the crisis, and facilitates access to common services. Humanitarian organisations responding to the crisis in Yemen face a number of specific supply chain challenges that impede their ability to deliver relief items, such as limited access to parts of the country; inadequate or damaged infrastructure; congestion at main entry points; unreliable and unpredictable access to fuel and high volatility in its price; heavy bureaucratic processes and limited international shipping options, both by sea and air. The cluster has reached 7 per cent of its target. Since January 2017, the cluster has reached over 96,000 people. Some 2 million square meters of land were cleared of landmines and unexploded ordnance (UXOs) while around 46,000 were surveyed. Based in the latest report of migrants tracking, from January to May 2017, more than 24,559 migrants and refugees are estimated to have arrived in Yemen, crossing the Red and Arabian Seas. The response for migrants has included identifying vulnerabilities and providing immediate assistance to unaccompanied minors, Gender Based Violence (GBV) cases and victims of human rights violations. The response for refugees also includes distribution of food, water, NFIs, shelter, health and protection.
