2 Back ground Mt. Rokatenda in Palue Island, has had a series of eruptions in October 2012, followed by February, March, April and May The last one was on August 9, 2013 which caused 5 people died. Approximately 513 families or 2,397 persons have been displaced in within Sikka District and around 373 families or 1,318 persons displaced in Ende District. BNPB already allocated and transferred a total of IDR 13.1 billion from BNPB s Contingency Funds to support with the relocation programs in the two affected districts. ER Cluster members decided to respond positively the request from BNPB, before moving ahead with formulating a relocation strategy

3 Objective To undertake an in-depth recovery needs assessment focusing on housing and settlement of the Rokatenda affected IDPs; To formulate a set of recommendations for the (re)settlement recovery strategy to be presented to BNPB.

10 Uniqueness of community in Palue There are 8 villages in Palue which have differrent characters and culture one another They are strongly attached to their culture and conduct of rituals of Lakimusa. Lakimusa is cultural figure that owns the land. They have important role in decision making especially over the use of the land There is a belief that the island should not be emptied. The Palue people are known of strong character. Till 1980s some villages still had war /fight among themselves.

11 The overall condition of IDPs 1. Old IDPS who have left the island since February 2013 and stay in Flores (Sikka and Ende districts) are moreless getting their life on by working ad hoc jobs such as labors, clothes weaving and other intermittent jobs. In some locations like in Mausambi Ende, women cant start their weaving activities until they settle the rituals of adat in which Lakimusa will give approval for such activities afterwards. Such rituals need money for purchasing pig and other neccesities 2. The old IDPs are spoted in 3 locations i.e. Trannsito, scattered in temporary shelter, live with their relatives 3. New IDPs are concentrated in Kantor Bupati Lama. Mostly women as the men work as labors abroad (Malaysia) or still stay in the island for keeping land and livestock. 4. The knowledge about volcano s activities is relatively low as they don t know how to identify its dynamic in order to prepare themselves.

12 Initial findings Almost 50% respondents are in favour for hiring contractors for building their houses. This is because they think most of population are women as men usually work as Indonesian Laborers in Malaysia (TKI) so they need extra hand for constructing their homes. However they deliberately want full involvement in monitoring the quality of homes and during the construction, money wise. Therefore they want money for housing is given directly to them (50%).

13 Initial findings contd The shared family income between men /father and women/mother is quite balanced before disaster (50%:42%) but after disaster, women s share in bringing in family income is half reduced (20%). Therefore women mainly ask for tenun ikat benang whilst they are in the temporary posko so that they have activities and are able to gain their livelihood

14 Main Problems for IPDs relocation 1. Data changes 2. Clear and agreed concept/design and locations for relocations is needed

15 Reasons for changing data - IDPs in one family (1 HH) are spread out in different locations - Some IDPs keep returning to the Palue island for monitoring their livestock, plantations and other family members remain behind - There are old IDPs (evacuees since October 2012) and newly displaced (since August 2013)

16 Possible solutions Data needs to be equipped with picture of family s head (and or members of the family) and copy of family s ID card (Kartu Keluarga) Data needs to be re-checked and validated by government. Caritas, HFI s member, is committed to assign one staff to support government for this need as churches have complete data.

17 Design and location of relocation 1. Formula of assistance from government for relocation : how far Rp 15 million each will go? 2. Location for relocating and its land status : options available? : this is the most challenging issue 3. Livelihood in new places need to be assured/ facilitated 4. Provision of public service such as health, education, religions and culture : Government s commitment need to be realized 5. Status and condition of the Palue people living outside the red zone and possible commuters (Palue people live in Flores and have plantations in Palue) : preparedness measurements needed.

18 Formula and location for relocation Maurole, in Ende : The fund would be used for purchasing land currently inhabited by the IDPs. Magekapa, in Ende : 4 ha (good for 100 HH) in 2 spots are agreed for relocation, 55 HH will have signed the paper between Lakimusa in Magekapa, the relocated families and local government. Waturia, Hewuli, Wairii in Sikka : Government provides land for homes and plantation. Problem : the space of land are not enough for all IDPs (The new IDPs in Kantor Bupati Lama also want to be relocated here like old IDPs whilst the land space is not sufficient and old IDPs think they should be prioritized first than the newer IDPs. Pulau Besar : Governmen in Sikka provides land for houses and plantation. Space is enough for 600 HH. Mostly IDPs do not want to be relocated here with various reasons Ideal formula according the IDPs : their homes are located in Flores mainland and land for livelihood (livestock, plantation) in Palue are kept and utilized when the volcano is not active. Therefore they hope location of their permanent homes in Flores should be accessible for commuting in between Ideal formula according to Government : People is safe, dangerous area should not be inhabited.

20 Recommendation The verified data /list of IDPs from Palue need to be settled /finalized soon by Government to decide how many families need houses. Data has to accountable and only righteous Palue IDPs are listed Consideration over location /spots for relocation have been widely consulted by government. Decision should be made based on local reality and agreement between the kepala desa, lakimusa and communities. Informed consent in which each location option and its consequences have to take place in accountable and clear manner. Informed consent is done through socialization or presenting the options to communities (IDPs and hosting communities) The needs of hosting communities should be sufficiently attended to avoid gap and social jealousy

21 Recommendation..contd Advised time line should be : 1. Communities /IDPs consultation : through survey/assessment; location visits - ongoing 2. Formal discussion amongst the leaders (kepala desa, lakimusa, camat and district government ) where benefits and constraints of each option are discussed and supported by clearly verified data. Output of this discussion will be draft of decision equipped with inform consent for the community : to be confirmed /asap 3. Informed consent need to be socialized /communicated to IDPs and hosting communities. Socialization team should consist of local government, churches pastors (preferably speaking Palue language) and other relevant organizations. Visualization of options (3D visual) of location and houses design should be helpful for such dialogue with the community : to be confirmed /asap 4. Agreed relocation and development of houses : in 3-4 months
