4 ROYAL HASKONING 0 INTRODUCTION 0.1 SCOPE OF THE ASSIGNMENT This Resettlement Training Plan has been prepared by Royal Haskoning in connection with the first year of implementation plan of the Water Sector Restructuring Project (WSRP) in Ghana. It is established in compliance with the Terms of Reference of the contract. The consulting contract between Ghana Water Company Ltd (GWCL) and Royal Haskoning also includes the development of a ReseKtlement Policy Framework (RPF), which is provided as a separate document. The Resettlement Training Plan is established in consistency with this RPF. 0.2 SCOPE AND CONTENTS OF THIS REPORT This report is the draft Resettlement Training Plan (RTP) for the Water Supply and Sanitation Project. It has been prepared in April 2004 by Frederic Giovannetti acting as a sub-consultant to Royal Haskoning, and Andrew Kwaku Agyeman Mensah, a Ghanaian expert sub-contracted through AY & A. It follows consultation with the Project Management Unit (PMU) established within the Ministry of Civil Works, and other organizations, including Land agencies and the Estates Department of GWCL. 1 TRAINING NEED ANALYSIS 1.1 POTENTIAL TRAINEES Consultation with the Project Management Unit on this matter indicates that trainees may fall under the following categories: - About 10 Project engineers with Ghana Water Company Ltd, mostly based in the regional offices, - About 2 to 3 Ghanaian consultants, potentially in charge in the future of developing Resettlement Action Plans (RAPs) or Abbreviated Resettlement Plans (ARPs), - The Estates Unit of GWCL (1 to 2 persons), - PMU team members (2 persons). In order to provide training on an appropriate level, the maximum amount of trainees is set at NEED ANALYSIS AND TRAINING OBJECTIVES The following table shows the need analysis and related training objectives for the 4 categories of attendees outlined above in paragraph 1.1. Although this workshop is intended as a core part of the training plan, all objectives as per Table 1 above may not be achieved as a result of the workshop only, and some follow-up activities will be required later. 11 non non ROYAL HAIKONING 2.3 FOLLOW-UP ACTIVITIES Further to the above described workshop, the following activities are recommended (not part of this assignment):. The first RAP to be prepared in the framework of this Project should be developed by Ghanaian consultants with support from an experienced international consultant, in order to bring in international experience into field practice;. At implementation stage, it is recommended that Ghanaian consultants provide support GWCL offices and other parties involved.
