4 . Overview of the Institute 2011 saw a considerable increase in activities of the Ludwig Boltzmann Institute for European History and Public Spheres, both in terms of quality and quantity. While older research agendas such as the transnational research on Memory Politics was completed successfully by publishing the volume on Memory Clashes, new projects and both national and international cooperation in the two major fields of research, Migration and Memory, and Communist and Post-Communist Times in Central Europe, have been launched. Projects based on third party funding have now gained considerable weight in the overall profile of the institute s research program: The director, Thomas Lindenberger, was invited to join an European Research Council (ERC) Advanced Grant Project as senior researcher, a comparative project about the history of Regime and Society in Late State Socialism, directed by Prof. Ivalyo Znepolski (University of Sofia), whereby the institute has now become a contractual beneficiary of ERC funding. Key researcher Christiane Hintermann has been granted the highly prestigious Elise-Richter-fellowship to research her project on Lieux de memoire of migration in Austria while also directing a new research team on the representations of migration in Austrian schoolbooks funded by the Sparkling Science program of the Austrian Ministry for Higher Education and Research. A new cooperation project with the Zentrum für Zeithistorische Forschung Potsdam (ZZF) on Physical Violence and State Legitimacy in Late State Socialism will provide the opportunity for key researcher Muriel Blaive to explore Power and violence over the female body in Czechoslovakia: social and medical practices of birth-giving, alongside with her responsibility for organizing an extended seminar series on European Contemporary History with international high-profile speakers. The academic highlight of 2011 was undoubtedly reached in September with the international conference From the Iron Curtain to the Schengen Area: Bordering Communist and Postcommunist Europe, organized by our project coordinator Libora Oates-Indruchová in close cooperation with the Austrian Academy of Science (ÖAW) and the Institut für die Wissenschaften vom Menschen (IWM) in Vienna. Despite this increasing visibility and, with all modesty, excellence of the institute, the record of 2011 has been substantially impaired by the decision of the board of the Ludwig Boltzmann Gesellschaft not to prolong the run time of the institute beyond May The reason for this decision is based exclusively on administrative considerations. 5 clear that Thomas Lindenberger would return to his permanent position at ZZF Potsdam during 2012, possibilities to continue the institute for another 7-year period from June 2012 onwards had been explored, which, unfortunately, were not accepted as viable solutions by the LBG leadership. We deeply regret the premature closing envisioned in May 2013 although we are grateful for the management s commitment to provide sufficient funding also for the remaining 17 months so that the ambitious research program can be continued. In particular we are grateful for the willingness of our colleagues in Malmö and Cluj to remain partners of the institute also during this additional year and thereby help to sustain its impact on the European and international academic sphere. LBI EHP researcher: Thomas Lindenberger European Cold War Cultures Objectives The LBI EHP s future Throughout the year, the director and the research team together with the LBG management sought for possibilities to put up new partnerships which would allow for another 7-year run-time of the institute from 2012 to Thomas Lindenberger will return to his original institute in Potsdam were he holds a permanent position as research director from which he was given leave only for a limited time. Efforts to find an agreement between LBG and Vienna University who was seriously interested in a contract-based cooperation remained fruitless due to formal incompatibilities regarding the position of the future director. In view of the management s definite decision in Main objective /

7 September 2011 not to explore further possibilities of a regular prolongation of the institute, it was agreed upon that during an additional fade-out year from June 2012 to May 2013 the level of activity and visibility of the institute should be fully maintained in order to complete the research and publishing agenda and develop new project ideas and cooperations. During the regular board meeting of the institute, both Malmö University and Babeş-Bolyai university confirmed their willingness to remain LBI EHP partners also during this additional year. J. Selye University decided not to prolong its partnership beyond the contract period, i.e., 31 May Budget The annual contribution of the Ludwig Boltzmann Society for 2011 amounted to 450,000. Additional funds were contributed by University of Malmö, Babeş-Bolyai University Cluj-Napoca (Romania) and J. Selye University Komárno (Slovakia), inkind and/or cash. The first meeting on 07 February was the replacement for the cancelled meeting in December 2010 and was held in the form of a video conference at the University of Vienna. The second board meeting was scheduled for 24 May 2011 and the third meeting took place on 29 November This last board meeting was crucial for the development of the institute. During this meeting, the record was set for the final 18 months of the running of the institute. After a first statement by Thomas Lindenberger on the progress and past events at the institute, the discussion went on to the Board meetings Further development of the institute /

9 procedure of prolongation. LBG confirmed that the additional year will be regulated by a formal extension of the contract. At the same time, LBG guaranteed that the academic work of the institute could be continued as before, agreeing to the same budget as in the previous year. It was also agreed upon that the Scientific Advisory Board (SAB) will be asked to convene for an evaluation, which will take place in March 2012 and should then resume its regular meetings on a bi-annual schedule. To guarantee a smooth transition, Muriel Blaive was introduced to the Board members as Thomas Lindenberger s successor as director of the institute. On the question of future co-operations and joint events of the partners both during the run-time of the institute and later on, Bo Petersson from Malmö University suggested a larger conference on migration to be scheduled at the end of 2012 in Malmö. Also, the question was raised how to continue cooperation between the current institutional partners after the closing of the institute. A network meeting was suggested for all parties involved to discuss further strategies and to identify common interests and new ideas, which will take place at the end of The next Board meeting will take place on 30 March 2012 to discuss the further development of the institute. The Scientific Advisory Board s functions are 1. to advise the partner institutions of the Ludwig Boltzmann Institute, notably the Ludwig Boltzmann Gesellschaft GmbH and the head of the Institute as regards the long-term scientific orientation of research and development activities; 2. to contribute a critical assessment of the subject-specific and scientific output of the Ludwig Boltzmann Institute; 3. to further the co-operation with other research institutions; 4. to offer subject-specific advice prior to decisions when requested to do so. 14 Projects Research field "Communist and Post-Communist Times in Central Europe" Research project Border Communities: Microstudies on Everyday Life, Politics and Memory in European Societies From 1945 to the Present (researcher: Libora Oates-Indruchová Indruchová) The second phase of the project, launched in October 2010, continued in 2011 with the main focus on publishable outputs and tying up the various loose ends of the individual case studies. The highlight of these activities was the organisation of the international conference From the Iron Curtain to the Schengen Area (see point 2 below). Activities accomplished in 2011: 1. Consolidation of the international network of collaborators consisting of LBI key researchers, former contractual researchers and external experts in a project of a special journal issue: a proposal was developed for and accepted by Nationalities Papers (Routledge); a thematic forum was accepted by Contemporary European History (Cambridge). Both blocks of texts are scheduled for publication in late 2012-early Organisation of the From the Iron Curtain to the Schengen Area conference on September The conference was co-organised with the Historical Commission of the Austrian Academy of Sciences (Wolfgang Mueller) and the IWM (Klaus Nellen and János Mátyás Kovács). The three keynote speeches, seven conference panels and a discussion panel brought together over 40 academics and practitioners of border research and migration policy. For more details on the conference see: The daily 'Die Presse' published an announcement of the conference and the daily 'Der Standard' published an extensive article on the proceedings. A conference report was published by Jessie Labov on H-Soz-Kult. Organising a writers workshop of the Border Communities network on 01 October 2011 at LBI EHP with the objective to comment on the draft articles for the Nationalities Papers issue (supported by EurHistXX). 4. Organising a conference panel by Border Communities researchers at the BASEES Annual Conference at Cambridge in April Organising a conference panel for the ESSHC in Glasgow in April 2012 to promote the Nationalities Papers issue and the Contemporary European History thematic forum (announced in the conference programme). 6. Sources research for the final report on the Komárno-Komárom case study completed and the whole report submitted to Erste Stiftung. 7. The utilization for research purposes of the Görlitz/ Zgorzelec LBI archival material negotiated with Katarzyna Stoklosa of the Department of Border Region Studies, University of Southern Denmark. Research project Power and violence over the female body in Czechoslovakia: social and medical practices of birth- giving, as part of the research network on Physical Violence and State Legitimacy in Late Socialism (researcher: Muriel Blaive) The research on birth-giving has been proceeding smoothly, with a one-week research stay at the British Library and the first two conference papers on the topic (one comparing Czechoslovakia and France, the other one comparing Czechoslovakia and the US), which were enthusiastically received. Muriel Blaive took part in the meetings organized in Potsdam (April 2011), in Vienna at LBI EHP (July 2011), and in Florence at the European University Institute (October 2011). 16 Further activities Participation to the EurHistXX international research network meeting in Brussels (June 2011) and in Vienna at LBI EHP (December 2011). Muriel Blaive also organized a research seminar with Prof. Michal Pullmann, Director of the Institute for Economic and Social History at Charles University in Prague, on the theme Communist and Post- Communist Times in Central Europe. For program and further information see 3.2. The first two conference papers on the topic were presented in 2011 (one comparing Czechoslovakia and France in a workshop of the Physical Violence under Late State Socialism network in Florence, Italy, the other one comparing Czechoslovakia and the US in the annual meeting of the Collegium Carolinum in Bad Wiessee, Germany), which were received with much interest by the scholarly community. Participation of o f Barnabas Vajda, J. Selye University Komárno In 2011, Barnabas Vajda has been actively involved in carrying on with the LBI project "Border Communities. Microstudies on Everyday life, politics and memory in European societies from 1945 to the present". His activities involved archival research in Slovakia and in Hungary, publishing a monograph, and lecturing at conferences, all regarding his particular research topic Komárom and Komárno. His most valuable achievement is an edited volume on "Államhatár és identitás Komárom/Komárno" [State Border and Identity - Komárom/Komárno], ed. by Barnabás Vajda, Monographiae Comaromienses 3., University of J. Selye, Komárno, 2011, ISBN This scientific volume is entirely devoted to the theme under research in cooperation with the LBI EHP. Besides Barnabas Vajda s and Muriel Blaive s studies it includes articles of five renowned historians from Slovakia as well as from Hungary. The volume was successfully presented to a wider audience in Komárno on 11 November 2011 by Prof. László Szarka. Further activities J. Selye University

17 Research Field F "Migration and Memory" Lieux de mémoire of migration in urban spaces: the example of Vienna (researcher Christiane Hintermann) Lieux de mémoire of migration in urban spaces is a four-year habilitation project funded by the Austrian Science Fund (FWF) within the Elise Richter programme (a career development programme for female scientists). It was approved in December 2010, started in February 2011 and lasts until 31 January Generally speaking, the project aims to explore, empirically grasp, illustrate and portray sites of remembrance of migration in Vienna and Austria and to analyse their histories of origin, their (change of) meaning for different groups, struggles and conflicts concerning meaning(s) and interpretation(s) and the roles of the involved actors. The study makes use of the concept of lieux de mémoire as it has been introduced by Pierre Nora and adopts it in a way that fills the remembrance gap regarding the Vienna/Austrian migration history that is pertinent to both the national and the urban context. The basic idea of the project is to elaborate a remembrance topography of (im)migration (Erinnerungstopographie der Migration) for Vienna, complemented with lieux de mémoire that are not situated in Vienna itself but are nevertheless relevant and meaningful for Austrian migration history in general. The study consists of three main parts, each one exploiting different sources and demanding a different methodology: Migration history in the urban space: monuments, street names and memorial plaques It will be explored how far migration issues play(ed) a role in the naming of streets etc. in Vienna, departing from the basic hypothesis that the integration of people, associations, places, events etc. connected to the Austrian migration history is still pending. A further aim belonging to this part of the study is to investigate whether Vienna has any concrete memorials or commemorative plaques etc., with a connection to the younger Austrian migration history or whether there have been initiatives to create and install such commemorative objects. One example is the so-called Marcus-Omofuma-Stone. Lieux de mémoire

18 Symbolic places of immigrants in Vienna In order to trace and explore these places, semistructured interviews will be conducted with immigrants from different immigrant communities. The interview partners will in the first stage mainly consist of representatives of immigrant associations and intellectuals (researchers and artists) with a migration background. Grounded in the exploratory nature of the research, a decision about the final number of interviews and the people and immigrant organisations that will be approached to give evidence of their memories and remembrance activities will be taken during the course of the research. Austrian migration history and its sites of remembrance: places, historical events, people and myth In this part of the project the results from the research on textbooks and migration exhibitions will serve as starting and reference points. For example, in the context of Austrian migration history, Lichtermeer is an event that is mentioned and described in most of the current history textbooks designed for upper secondary school use. It is an open question whether these places will turn up as sites of remembrance among the immigrants themselves. Sources for the analysis include an investigation of secondary literature, the profound knowledge of the Austrian migration history of the author as well as the interviews mentioned under the headline Symbolic places of immigrants in Vienna. In accordance with the working programme, the work in 2011 concentrated on the elaboration of the theoretical background and the refinement of the research concept as defined in work package 1 of the work and time plan. The work mainly consisted of a review and critical reading of secondary literature in different fields. One of the outcomes of this theoretical and conceptual work is an article on the relationship of migration and memory in Austria in an anthology to be published in 2012 with the title 'Gedächtnislücke Migration? Betrachtungen über eine nationale Amnesie'. To support the project scientifically throughout the entire working period a scientific advisory board has been installed. The members of the board are:

Additionally a concept for a project website has been drafted which will be realized as soon as the first empirical results are available. The website will not only serve as a communication platform for the scientific community but will also integrate application-oriented tools for a broader public. Migration(s) in Textbooks.. A critical analysis by students, teachers and researchers,, see textbooks/migrations- textbooks (researchers: Christa Markom, Heidi Weinhäupl, Christiane Hintermann) Central to the project Migration(s) in Textbooks ( to ) is the documentation and critical analysis of migration narratives and representations of people with a migrant background in current Austrian textbooks. The main research questions include the following: Which Austrian and European migration histories are narrated in the textbooks?, Which stories are marginalised or even forgotten?, How are people with a migrant background depicted? In this study, the widely varying perspectives of teachers and students alike on the topic of migration and their experiences with textbooks are used both methodologically and analytically. Such collaboration between researchers, teachers and students is not only an innovative and promising approach in textbook research in general, but also reduces the danger of overemphasizing the researcher s view of the topic. In this study, students of eight classes (different school types and age groups) in two Austrian cities (Vienna and Salzburg) will analyse their own textbooks in workshops which are moderated by the researchers. The text analysis and the investigation of visual representations are done in small groups; the results are then reflected in Migration(s) in Textbooks Documentation of migration narratives Students of different schools

20 moderated group discussions. Subsequently, the results of the workshops will be contrasted and brought together with the findings of the researchers. The analysis as such is based on a methodological triangulation which has already been applied by the members of the team in their previous work with textbooks. The triangulation includes qualitative content analysis (Mayring 2007), critical discourse analysis (Jäger 2009), and text/context analysis (Hornscheidt/Göttel 2004). The method will be further developed throughout the research period so that it can be used by teachers and students afterwards without the assistance of researchers for future analyses of textbooks or other media. By gathering and critically analysing migration narratives in selected Austrian textbooks, scientific desiderata in Austrian and international textbook and migration studies are addressed and existing gaps in research can be filled. The analysis and documentation of representations of people with a migrant background in selected Austrian textbooks will take up questions that have only rarely been considered within the scientific community so far. The third main aim of the project is to offer an innovative methodological contribution to the research on textbooks. Between April and June 2011 the project team reviewed literature on specific theoretical questions regarding the main project contents and concentrated on migration history to create an annotated bibliography. Work on the analysis of the textbooks has been taken up by using Atlas TI. The first preparatory meeting (7 June) with the project partners (teachers) in Vienna took place in order to discuss the progress of the project and the next steps of cooperation. Between July and September 2011 the project team developed the concept for the school workshops and discussed it with the teachers of the schools in cooperation. The preparation of the workshops was finalised by considering and integrating specific situations in the different classes. The project team has continually been working on the analysis of the textbooks and finished the annotated bibliography on migration literature. The excerpts were made available online for the cooperation partners. 21 Viennese schools. The workshops were recorded via audio and video documentation. The team is continuously busy working on the written documentation and reflection of the received data. Likewise the analysis of textbooks is to be continued. Simultaneously, the review of the relevant literature on the representation and narration of migration was finalized. The preparations for the workshops in Salzburg which will take place in February and March 2012 were started in December. The team already realized an information meeting with the cooperating teachers there. The second workshop phase of the project (in Salzburg) begins in early February 2012 and ends mid-march Subsequently to this empirical work an extended period of data analysis will follow. On the one hand the school books will be analyzed more detailed and on the other all material and documents collected during the workshops will be analyzed and interpreted as well. In April 2013 a conference for German-speaking experts is planned, to exchange ideas on the subject of migrations in textbooks. Participants will include pupils, teachers, textbook authors and researchers, hopefully also representatives of publishing houses and the Austrian Federal Ministry for Education, Arts and Culture. Researc esearch, carried out by Christina Johansson, Malmö University In preparation of her monograph on "Swedish Museum, Migration and Cultural Diversity", Christina Johansson studied the relevant literature and collected and structured the material. At the end of 2011, she conducted and transcribed several interviews. Furthermore, Christina Johansson already wrote the first parts on the research overview and the various case studies. Field research, carried out by Lavinia Stan, Babeş-Bolyai Bolyai University Cluj-Napoca From July 2011 Lavinia Stan carried out a field research on the border between Romania and Yugoslavia. 22 Research management assistance In her half time position as research management assistant, Sarah Lemmen's main task in 2011 was the coordination of the SFB project group on Beyond Historicizing Transformation in Contemporary Europe. This research group, consisting of about 20 researchers from LBI EHP, University of Vienna, the Austrian Academy of Sciences, the Institute for Human Sciences (IWM), and the Institute for South East European Studies (Regensburg), submitted an application for a Spezialforschungsbereich (SFB), a special research field which measures ca. 25 researchers involved, a run time of eight years, and an overall budget of eight million Euros. In order to achieve a coherent application, various internal workshops as well as some open for an invited public took place, all were organized by Sarah Lemmen. She also coordinated the application process and finalized the application itself, thereby being responsible for various aspects regarding the budget, time frame, and construction of the SFB-scheme, as well as parts of the conceptual work. Further tasks included the preparation of various workshops and meetings, negotiations with partners and funding organizations such as FWF and Zukunftsfonds, and several research tasks for the director of the institute and for staff members. Sarah Lemmen submitted an article to the Jahrbuch für Europäische Geschichte (2012), which she co-authored together with Thomas Lindenberger, on the current research and future developments of LBI EHP. She also submitted one conference report and one book review to H-Soz-Kult. At the same time, Sarah Lemmen was working on her PhD thesis on Representations of the non-european world and the Czech national Society, , pursuing chapters on Czech discourses on civilization and on colonization. She presented parts of her dissertation research at various conferences, with a strong focus on appearing before the Viennese research community.
