1 3 rd ARCADIA Annual Conference 2014 The development approach of CEE donors:priorities, actors and frameworks th June, Cluj-Napoca, Romania Guest speakers Anca Stoica Romanian ODA Project Manager, UNDP Bratislava Regional Centre Currently the Romanian ODA Project Manager, Anca Stoica is responsible for the implementation of the New ODA Cooperation Partnership with Romania on behalf of the UNDP Regional Center for Europe and CIS. In this position, she provides overall technical support to the Romanian Ministry of Foreign Affairs in the development assistance project planning, implementation, monitoring and evaluation. Moreover, she provides partnership and project development services in view of supporting Romania s South-South cooperation efforts and its contribution to the global development cooperation scene. During her 7 years of experience in the UNDP, my work has been focused on other thematic areas as well, such as anti-corruption, public administration and electoral assistance. Deputy Director of the Czech Development Agency Martin Náprstek (born 1972 in Prague, Deputy director of the Czech Development Agency, Head of the project identification and monitoring department) is mainly responsible for cooperation with the Civil Society organizations and NGOs and also for identification of project ideas and monitoring of Czech development projects in priority countries of the Czech ODA (in particular: Afghanistan, Cambodia, Palestine). He has twelve years of experience in the field of Development Cooperation. Currently he is also a PhD student at the Charles University in Prague, Faculty of Humanities (focusing on role of NGOs in development cooperation). Martin Náprstek

2 Associate Professor, Corvinus University of Budapest Balazs Szent-Ivanyi (b ) is Associate Professor in International Political Economy at the Department of World Economy at Corvinus University of Budapest (CUB). He received his MA degree from CUB in 2003, and defended his PhD thesis there in Between 2012 and 2013 he was a Marie Curie Fellow at the School ool of Politics and International Balazs Szent-Iványi Studies of the University of Leeds. His main research interest is the political economy of foreign aid, with a focus on aid policy decision making in the new EU member states. His publications on the topic can be read in journals j like the Journal of International Development or the Journal of Common Market Studies. He is the co-author co author of the forth coming Routledge book New Europe s New Development Aid. AidWatch Coordinator, CONCORD Zuzana Sládková is the AidWatch/FfD Coordinator in the European Confederation of Development & Relief NGOs (CONCORD). AidWatch monitors the quality and the quantity of aid provided by the EU member states and the European Commission and holds them to account on their aid commitments. Zuzana worked for three years as the Policy Officer of the Czech Forum for Development Cooperation (FoRS). She obtained PhD. in EU Development Cooperation at the Faculty of International ternational Relations, University of Economics in Bratislava (2008). Zuzana Sládková

3 Associate Professor, Babes-Bolyai Bolyai University, Head of the Political Science Department- Faculty of Political, Administrative and Communication Science Gabriel Bădescu, PhD, Dr.Habil, 45, is Professor and Chair of the Political Science Department at BabesBabes Bolyai University, and the director of the Center for the Study of Democracy. He has a BS in Mathematics, a BA Gabriel Bădescu in Sociology and obtained his PhD in sociology in 2001 and his habilitation in political science in 2013, both at Babes-Bolyai Bolyai University. In addition to his academic research activity, Gabriel Bădescu is frequently involved in policy research. Between 2009 and 2010, Bădescu was the president of the Romanian Agency for Governmental Strategies, an organization working directly under the direction of the Prime Minister, whose core objective is to assist the government in defining and implementing its economic, social, public administration policies. Between tween 2011 and 2013, he was a member of the Romanian National Research Council. ARCADIA President Stefan si currently visiting professor at the MA Program in International tional Development of Babes Babes-Bolyai University, and program development coordinator at the Association for Community Relations Community Foundations Program Programme. His academic interests are in international relations theory and development policy, development aid, international organizations, peacebuilding, ing, global health, and statebuilding with a particular focus on Sub-Saharan Sub Africa. He is focusing in his research on statehood and development in Sub-Saharan Sub Africa. Stefan received a BA in Political Science and a BA in Law Ștefan Cibian after studying at Babes-Bolya Bolyai University; 1st of December 1918 University; University of Salzburg; and University of Ljubljana. Stefan holds an MA in Public Policy and a Ph.D. in Political Science-International International Relations and European Studies from Central European University. Ștefan n has worked for the European Commission in Brussels and Dakar and has been teaching assistant at CEU.

4 Executive Director, FOND Romania Adela Rusu Adela Rusu Adela Rusu is currently the executive director of The Romanian NGDO Platform FOND, a national network of 36 NGOs active in the field of development cooperation. Before starting working for FOND (September 2008), Adela Rusu collaborated with the Polish Embassy in Bucharest. Ms. Rusu has a BA in Political Science and a MA in European Studies, both from the Faculty of Political Science, University of Bucharest." Executive Director, Pro Vobis National Resource Center for Volunteerism, Romania Vice-President, European Volunteer Center ( Cristina is a Political Scientist and has been involved in promotion and development of volunteerism for the past twelve years in Romania and internationally. She is an experienced project manager, trainer and consultant on volunteerism issues, rangingg from volunteer management, volunteer centers development, policies and legal frameworks for volunteering, to research on volunteerism and the potential of volunteerism as a tool for international Cristina Rigman development and humanitarian aid.cristina has been involved in the implementation of two pilot projects towards the EU Aid Volunteers initiative (in partnership with Voluntary Service Overseas) and has participated in the expert workshops on the set up of the EU Aid Volunteers programe organized by DG ECHO.

5 Lecturer, Faculty of Political, Administrative and Communication Sciences- Babeș Bolyai University Bogdan Mihai Radu is lecturer in the Department of Political Science at Babes-Bolyai University in Cluj-Napoca. He received his MA in European Politics from the University of Manchester and his Ph.D. in Political Science from the University of California, Irvine. His research revolves around (re)conceptualizations of political culture in the context of post- He explores communist democracies and their consolidation. how political values and attitudes are formed and how Bogdan Radu attachment to democracy is constructed in East Central Europe. He is also interested in the interactions between political culture and religious identity, education, or different understandings of the political community. More recently, he became interested in the political values at the core of both the nation state and the international level and how citizens integrate these values into one (in) consistent value system. Associate Professor, Vice-Dean, Faculty of Philosophy, University of Bucharest. Viorel Vizureanu (b. 1969) is an. Associate Professor at Faculty of Philosophy at University of Bucharest. He obtained a Ph.D. in Philosophy at the University of Bucharest (2005). He is a Scientific Secretary ( ) and dean (2012-present) at the Faculty of Philosophy at University of Bucharest.He is a founding member of the Romanian Society of Philosophy, the Association of Doctoral Students and Researchers in Philosophy and Romanian-German Society of Philosophy. He has competences in the field of history of philosophy and of history of logic. Viorel Vizureanu

6 Professor, West University of Timisoara - Political Science, Faculty Member Robert D. Reisz is a professor of statistics at the department of political science of the West University in Timisoara, Romania. His main research interest is in the field of higher education policy, but he has also published on education policy in general, migration and other topics. Prof. Reisz is the head of the sociology of education section of the Romanian Society of Sociologists and also served as a member of the German Federal Comitee for Higher Education Statistics. He has also worked as a researcher at the International Center for Robert D. Reisz Higher Education and Research (INCHER) Kassel, Germany, at the Hungarian Institute for Education Research (HIER), Budapest, the Institut for Higher Education Research (HoF), Wittenberg, Germany and was a fellow of the New Europe College (NEC), Bucharest and the Collegium Helveticum in Zürich. He has published 7 books, 43 papers in peer reviewed journals and 26 book chapters and was cited in over 180 scientific publications. Head of IR Department, Faculty of European Studies-UBB, Coordinator of the Romanian Centre of African Studies Sergiu Mişcoiu is an Associate Professor of Political Science at the Faculty of European Studies, Babes-Bolyai University in Cluj-Napoca, Romania, where he chairs the Department of International Relations and American Studies. He obtained his PhD degree (2006) and his habilitation (2010) in Political Science at the University of Paris-Est Marne-la-Vallée (France), as well as his PhD degree in History at the Babes-Bolyai University (2006). His main research interests are the constructivist and the alternative theories applied to the nation building processes, to populism and to the political dynamics of the European public spaces. He authored four books, cointernational volumes and edited fifteen national and authored thirty articles published in Romania, the United Kingdom, France, Belgium and Moldova. Sergiu Miscoiu is also the Director of the Department of International Sergiu Miscoiu Relations, a reviewer for Freedom House s Annual Report Nations in Transit, the Editor-in-Chief of the Academic Journal Studia Europaea.

7 ARCADIA consultant Cosmina Paul is an associate lecturer at Babes Bolyai University, in the Department of Political Science. She has recently completed a postdoctoral research on hyphenated identity of the Romanian Jews and her PhD in the History of Mentalities, focusing extensively on the study of the history of anti-semitism and nationalism in Romania and employing oral history methodology. During her doctoral program, she benefited from a Cosmina Paul 2 years fellowship at Yale University as a visiting assistant in research. She conducted various individual research grants supported by The Holocaust Memorial Museum, Washington, The Rothschild Foundation (Hanadiv) Europe and Romanian Council for Scientific Research and conducted field researches in Romania and Israel. She is also the co-coordinator of the accreditation of the MA Program, Policies for Roma Inclusion, Babes Bolyai University, Cluj Napoca and her teaching relates to ethnopolitics, multiculturalism and social science methodology. Currently, her research interests span from the studies of nationalism to the study of Roma people and micro-finance. FDSC Working in the NGO sector for almost 10 years now, Iuliana Rada has been involved in various initiatives and projects at the local, national and international level. She is specialized in development education, global education and awareness raising for development cooperation, but her expertise includes project management, education and volunteering as well. She has been working on EU- and European NGOs funded projects with Romanian and has been acting as chair of the Development Education Working Group of FOND (the Romanian NGDO platform) for 4 years now. Iuliana Rada

8 Marina Neagu MKBT Marina Neagu has worked in the field of development with both government institutions (Ministry of Regional Development and Tourism and the United Nations Development Program) and in the private sector, as well as worked on technical assistance projects for local governments. She holds a graduate degree from the London School of Economics in urban planning and local economic development and where her work focused on the sustainability of small towns in Romania. She has cofounded CRIDL, the Center for Innovation in Local Development, in 2011 and is currently engaged in developing the broader MakeBetter platform. Simplon Romania Roxana Rugină is a technologist and communication expert engaged in social and disruptive innovation. She is passionate about new technology, remix culture and innovation in education. Her working experience with NGOs, international companies, governmental institutions, agencies and startups brought her to Simplon.co France. Enrolled in the first promo of Simplon.co she has been learning Ruby & Ruby on Rails for 6 months. Today she is managing various web projects and mobile applications. On the long term she believes that everyone should learn how computers work and how we can use technology to build new businesses. Her entrepreneurial drive determined her to move to Cluj, where she co-founded Simplon IT, the Romanian branch of Roxana Rugina the French startup Simplon.coo (simplon.co). After 6 years of experience in web, marketing and communication, she wants to help more people to learn how to code, develop digital & entrepreneurial skills to solve real problems with long term positive impact on societies.

9 Executive Director, PATRIR Andra Tănase Andra Tănase is the Director of PATRIRR and borad member of ARCADIA is an expert consultant on development cooperation, education, conflict transformation, youth and peacebuilding. She works in peace education, strategic programme design, intercultural intelligence, policymaking and civil society development from the perspective of conflict transformation and peacebuilding. She worked as consultant, trainer or adviser with different institutions such as the European Commission, The Romanian Ministry of Foreign Affairs, The Red Cross and Save the Children. Expert, European Institute of Romania Mihai Sebe is currently an expert within the Research and Training in European Affairs Unit, the European Institute of Romania. With a Bachelor's Degree in Political Sciences in French Language and in Law he has obtained a PhD in Political Sciences at the University of Bucharest. His main areas of interest are political sciences, international relations, contemporary history of Europe and Romania, the history of the European idea as well as public law and the area of corporate social responsibility and intelligence, especially legal intelligence.
