2 Strand 2: Democratic engagement and civic participation 2.2: Network of Towns YOU ARE WELCOME: European Network for Integration of Refugees at Local Level and Combating Hate Speech Start date: 01/03/2017 End date: 28/02/2019 YOU ARE WELCOME arose from identification of the dangers of xenophobia, intolerance and discrimination arising in Europe, and brings together 10 countries and 13 partners committed to support migrant and refugee integration, community development and promoting evidence based policy making in the area of migration. The aim of WELCOME is to deconstruct the process of migrants stigmatization, help communities involved overcome stereotypes and develop counter narratives for more accurate perceptions of migrants and refugees stemming in participating countries, especially in the UK, Central Europe and countries along the Balkanroute. Through project activities, in the "How We View Each Other" research phase, WELCOME will assess how hate speech and propaganda arise on fertile ground of economic and security fears in selected communities, and how they contribute to radicalized behaviors both from the indigenous communities and new arrivals. Then, working with representatives of the most affected communities (including third-country nationals legally residing in the EU) during the "Otherness Dialogue" workshop, we will adapt the workshop content and give them skills to record educational videos and conduct "You and I - We Are Not So Different" workshops, and encourage dissemination of learning through social action. Finally, at the Final Conference, we will strengthen the foundations for continued intercultural dialogue and increase of mutual understanding. The legacy of WELCOME will be a European transnational network of young activists, emerging leaders in their organizations, communities, municipalities, with ambitions to actively combat stigmatization of "immigrants" and build counter narratives to hate speech. It will provide tools like the Educational Videos and a Guidebook to foster intercultural dialogue, mutual understanding and civic participation of third-country nationals, to continue beyond the life of the project, and to connect to a wider European community. 2

4 Encourage democratic and civic participation of citizens at Union level, by developing citizens' understanding of the Union policy making-process and promoting opportunities for societal and intercultural engagement and volunteering at Union level. 5 Deliverables: WELCOME envisages the production of 2 sets of videos: i) one set will target EU citizens and seek to promote tolerance, respect of common values and promote through counter narratives a more accurate perception of third-country nationals; ii) the other set will target refugee audiences in an effort to assist them in understanding cultural differences, navigating Western society norms and explaining ways of successful integration into European societies. Both sets of educational videos will also contribute to citizens' understanding of the Union, its history and diversity and will promote to reflection upon the ideas of European citizenship, civic participation and democratic ownership at both local and Union level. Research Phase dubbed How We View Each Other : the survey questions will be formulated in a way that raising awareness of remembrance, common history and values and reinforcing the aims of the Union to promote peace and the well-being of its peoples will be reflected. Transnational and local workshops, dubbed Otherness Dialogue and You and I - We Are Not So Different - the project workshops will actively seek ways to foster civic participation of third-country nationals legally residing in the EU, for example through encouraging them to join the local and transnational #refugeeswelcome campaigns and engaging them in civil society organizations as volunteers. Guidebook developed based on workshop content will encourage democratic and civic participation of citizens at Union level, by developing citizens' understanding of the Union policy making-process and promoting opportunities for societal and intercultural engagement and volunteering at Union level. Management Phase - Kick-off Meeting and appointment of the Coordination Team (transnational Event No 1, Dresden, Germany, April 2017) 2. Project Launch Phase - World Café and Educational Exhibition (Event No 1) 3. Research Phase 1 - How We View Each Other survey and assessment - development of the questionnaire, gathering the opinion of citizens and refugees (conducted locally by each partner btw March and September 2017) 4. Research Phase 2 - Otherness Dialogue - transnational workshop, analysis and sharing of 5

6 the results of the Survey, interactive theater (performance lecture), study visit to HU/SR border, Refugees Are Welcome campaign (transnational Event No 2, Budapest, Hungary, September 2017 ) 5. Research Phase 3 - You and I - We Are Not So Different - local workshops, video production preparation stage (locally by each partner btw October 2017 and March 2018) 6. Output Development Phase 1 - Video Production (preparation, script writing, recording, editing, finalizing, subtitling, etc.) (locally by each partner btw October 2017 and August 2018) 7. Management Phase - Project Close, preparation of the Final report, adoption of plan to sustain and operate the WELCOME Network after the life of the grant (Dec 2018) Dissemination tools: 1. Key milestones in the dissemination plan are the following: Workshops, World Cafés and the Final Conference. The workshops will be a) Transnational Otherness Dialogue and b) Local You and I - We Are Not So Different 2. The Final Conference will bring together partners, experts, academics and other stakeholders to present the results and transfer them to a wider audience. It will also serve as a forum for the consortium to agree on a common framework and launch the Guidebook online and agree on a dissemination and legacy strategy for the project after its conclusion 3. The Reject Hate Speech Film Festival will present all the videos produced by the consortium partners and other like-minded films. As third-country languages and the national languages of the beneficiary countries will all be featured in these videos, subtitling will allow access by a wider audience beyond those directly involved in the project activities. 4. Publication - the "Guidebook" will create a multiplier effect beyond the life of the grant and among a wider audience beyond those directly involved in the project activities 5. The Educational videos - tailored to the partners own websites, language and particular role. This ensures information is accessible to a wide range of stakeholders in a number of European languages used by the partners. 6. Report on Survey results 6

7 For visibility the following media tools will be employed: 1. Press, print and online newspapers - press conference will be held and news releases will be submitted to news agencies and outlets whenever deemed necessary (EURONEWS, europarltv.eu, DPA, MTI, SITA, BETA, etc.) - summary of WELCOME will be publicized on the EC's "Share Experience" and EVE platforms - interviews will be given to local and national TV and radio outlets 2. DVD - distributed among participants and members of the press (containing the educational videos and the digital version of the Guidebook with links to online tools) 3. Online tools - website created for WELCOME (welcome2016.eu) will serve as the main dissemination tool among the partners and participants; it will act as a repository for all WELCOME related reports, news articles, photos, videos, publications, blog entries, etc. and posts - links to the main platform will be displayed on the social network and official websites of partners: jkpev.de, etc. - reports summarizing discussed problems, activities and feedback of participants; reports will be downloadable from the main platform - publication of videos on YouTube with link backs to participant websites - use of social networks (e.g. Facebook, Twitter, Tumblr) for sharing pictures, videos, and links to the platform and reports; - use of hashtags #refugeeswelcome, #migrationeu, and #EUnarrative to communicate the results and other current matters of the project mainly through and relevant stakeholders such as the President of EC, President of the EP, etc. making sure that local voices are heard in Brussels and there is an added European dimension. International events of the project: 1) Kick-off Meeting and 1 st international event: world cafe, art exhibition, study visit, campaign, 07-10/04/ Dresden, Germany i) identifying the communities to work with during the project (communities of refugees will span religious, ethnic, socio-economic, or racial backgrounds) data collection ii) developing an advocacy strategy iii) developing a monitoring and evaluation plan iv) crafting action plans, including the setting of timelines for key phases and milestones that will frame and guide the next 24 months of activity v) validation of the methodology 7

8 vi) fine-tuning of activities Further activities: World Café and and Educational Art Exhibition by refugee and migrant artists 2) 2 nd international event: workshop, interactive theater (performance lecture), study visit, campaign, 22-25/09/ Budapest, Hungary The 2 nd international event is right in the middle of the Research Phase 2. After completing the conducting of the "How We View Each Other" Survey, the Otherness Dialogue workshop will call for the analysis and sharing of the results. Based on the Survey Report the Project will move on to the implementation of "You and I - We Are Not So Different" local workshops, which will set the stage for the preparation of the video production. i. Survey Report - an assessment of how Europeans and refugees view each other ii. Ideas for the content of the Educational Videos iii. Action Plan for the "You and I -We Are Not So Different" local workshops The "Otherness Dialogue" workshop will have a performance lecture component which will feature an interactive theater play with third-country national refugees legally residing in the EU will act and tell their stories. Event No 2 also plans for a study visit to Röszke at the Hungarian-Serbian border where there are several transit refugee camps. P5 will coordinate the activities from the Serbian side. The "Refugees Are Welcome" campaign will also humanize refugees. 3) 3 rd international event: Workshop & Study-visit, 23-26/03/ Serres, Greece The 3 rd international event is also a milestone in the Output Development Phase of the project. With most of the Educational Videos already produced, the workshop on intercultural dialogue will be tasked to review and take stock of the outputs, share best practice and provide insight on how to proceed to the last 3 Phases of the project. A study visit to the recently resettled Yazidi Kurdish community in Serres will also provide opportunities to further the participants understanding of how starting a new life in a European context looks like, hear more life stories and collect more ideas for content development regarding the Guidebook. 4) 4 th International Event: Film festival, final conference, World Café, 21-24/09/2018 Dresden, Germany The "Reject Hate Speech" Film Festival will feature a selection of the Educational Videos in two sections: Videos Made by Refugees for Refugees and Videos Made by Refugees for Europeans. A documentary meant to capture behind the scenes episodes of the Educational Videos production process will also be shown. 8
