1 INTA PRESENTS International Seminar on Migrants & Refugees City Development Policy for Inclusion Provisional Scope Malmö / 31 August

2 WHAT / WHO / WHEN What? The 2015 refugee and migrant crisis kicked off a global debate on the issue of migration. Among social agencies and the civil society, cities are at the frontier of integrating newcomers into the host-countries society. What are the city s policy for inclusion of a sudden population growth of migrants & refugees? This central question shall be discussed during an international seminar on migrants & refugees through the case studies of six different projects. Central to the discussion are different approaches from an urban, economic, social/cultural or educational perspective. Who? The International Urban development Association (INTA) will held in cooperation with the City of Malmö, the Nordic City Network and Van Alen Institute a seminar during the Opportunity Space Festival in Malmö. INTA is a global membership association where public and private policy makers and urban practitioners come together to share knowledge, experience and performing tools for integrated urban development. The Opportunity Space Festival is organized by the Van Alen Institute in collaboration with the City of Malmö, White Arkitekter, Skanska, Individuell Människohjälp (IM) and Sveriges Arkitekter. Together with government agencies, businesses, and NGOs and at the side of more than 25 other organizations INTA will contribute to the festivals program. When? The Opportunity Space Festival will be held in the period of the 22nd August 2nd September 2017 in Malmö. The International seminar on migrants and refugees will be held in two separate parts on two days. The first 6-hour part is on the 30th of August and introduces all the different cases in 2-hour sessions. The second part will be a 2-hour conclusion session with an expert panel and a public discussion on the 31st of August. A moderator will guide the discussion through raising key question on the central approaches. INTA host this event in partnership with: INTA Seminar on Migration /

3 Program - Day 1 S.1: Dimension Time: Facing demographic shifts and brain drains (2h) Local governments have to address contemporary issues and problems in a proactive way. The dimension Time focuses therefore on integration approaches with short, medium and long-term objectives. For instance, short-term measures are applied as a response to an emergency situation. Medium-term refers to measures that are applied in the period of a political mandate and concentrate in general on a transitional phase. In the long-term one has to think the kind of challenges resulting for example from demographic shifts and/or fading populations. Short and long terms initiatives (Humanitarian camp for refugees and inclusion policy in the city) S.2: Dimension People: Facilitating a mutual understanding of cultures (2h) Cities are hubs for economic activity, job opportunities and education possibilities. As such they attract a broad range of people, which have all different needs and demands. The second dimension People shall focus on how cities can support a mutual understanding of cultures to create a sustainable community on the basis of equal chances for everybody. For instance, projects that try to increase the social awareness of residents or provide language courses for refugees fall under this category. It is in this sense that refugees and migrants must have access for instance to the labour market and public spaces. The last dimension Space shall highlight projects and practices that connect migrants and refugees directly to the place and support them to establish a long-term relationship with the place in order to become a full member of society.
