2 Thematic month of January EUROPE IN THE WORLD

3 The European Union is present and active in most countries in the world. 139 EU Delegations, spread around the globe, are the EU's invaluable eyes and ears on the ground. Every day, they contribute to building solid and lasting partnerships. EU development aid goes to around 150 countries in the world, ranging from Afghanistan to Zimbabwe. The EU is the largest donor.

4 Informing the European taxpayers EuroBarometer 2014 on EU citizens expectations 67% believe Europe should increase its aid 85% believe helping is important 2/3 think that tackling poverty in developing countries should be one of the main priorities of the EU

5 The European Commission is committed to guarantee full transparency regarding how we fund our beneficiaries Art. 35 of the Financial Regulation - Publishing Calls for proposals: equal opportunities - Obligations to communicate results report to OECD and IATI (International Aid Transparency Initiative)

10 Priorities Based on Mid-term evaluation of the strategy paper focussing on people dependent on the informal economy - rights at work, adapting national policies - increasing employability, productivity, people participation - social protection and social dialogue

11 Conclusions of the external evaluation of 2009 call - definition of target groups - integrating people's empowerment component - contributing to a decent "regulated" informality - ensuring sustainability and multiplier effects: linking existing national structures/policies - multicomponents in the project design - building links between projects: networks, seminars

13 Specific elements of the call Financial allocation: minimum 1.5, maximum 5 M Eligibility: -public sector, private companies -EU + EEA or partner countries -OECD members for LDC -at least one local (partner country) coapplicant, or affiliated entity or associate (if the applicant's nationality is different from the action location)

14 Specific elements Financial support to third parties: max 60,000 per third party strongly encouraged as "added value" element One application per applicant, but a co-applicant can be an applicant and viceversa Submission by only

15 Restricted call first phase concept notes 25 Feb 2014: deadline for Concept Notes 1516 Concept Notes submitted, a number administrative assistants recruited 1303 Concept Notes evaluated by 8 external assessors, 100 EU Delegations and some colleagues at HQ

16 Selection criteria Administrative Eligibility Evaluation for relevance and design of the action

17 Second phase: full applications 32 concept notes invited to submit the full application - deadline: 21 August 2014 totalling 88,930,000 (at least the double of the available amount) 28 full applications evaluated after administrative and eligibility checks

18 And the winners are. 17 projects selected for a total of 45 million from various regions, organisations to cover all sectors and priorities of the call projects transferred to EU Delegations all grant contracts signed before end 2014
