33 TUDCN in DEAR Conclusions TUDCN General Meeting in 2015 Development education and awareness raising (DEAR) We will work on strengthening the role of trade unions as DEAR actors by raising the visibility of trade unions in DEAR. In this sense a brochure on trade unions as DEAR actors will be elaborated and published and we will follow-up on other opportunities to participate in DEAR spaces, especially at EU level TUDCN engagement in DEAR since the 2015 GM: Participation in the EU DEAR Stakeholder Conference TUDCN as part of the EU DEAR Multi-Stakeholder Group Contributions to the EU DEAR Call for Proposals Guidelines DEAR Brochure Participation in the DEAR Call for Proposals 33

35 Call for Proposals Guidelines Deadline: 1st of June Budget Lot 1: 45,030,00 Size of grants: min. 3M, max. 7M Eligible costs: 90% Duration: months Location: minimum of 10 EU member states Lot 1: Global Learning education and campaigning and advocacy projects led by a CSO or an association of CSO from EU member states Option 2 Campaigning and advocacy Specific objective: to provide support for and promote quality development education and awareness raising among the European public. Projects must foster a growing awareness and critical understanding of the role, responsibility and lifestyles of the public in relation to an interdependent world. It should motivate their effective involvement in local and global Actions in support of the social, economic, and environmental dimensions of sustainable development. 35
36 Call for Proposals Guidelines Priorities: Contribute to the pursuit of one or more of the SDGs. Facilitate the contribution of the European public to development work in line with the universality principle defined in the SDG's. Focus on interdependencies between developing countries and the EU, and build public understanding of global public goods and challenges (such as sustainable energy, food security, human development, and sustainable agriculture,). A particular emphasis is expected on issues related to migration, climate change, and gender equality. 36
37 Call for Proposals Guidelines Expected results: Increased public awareness of global interdependencies between the European Union and developing countries; Increased public awareness of the global agenda on development, including the Sustainable Development Goals, the Paris Agreement and Habitat III. Increased public awareness of the role of EU development cooperation; changing attitudes and improved public understanding of issues and difficulties facing developing countries and their peoples, in particular migration; increased active engagement of the European public in major development debates and attempts to eradicate global poverty, promote justice, human rights, gender equality and sustainable ways of living; higher level of engagement to promote coherence for development; 37

39 OBJECTIVES & RESULTS SPECIFIC OBJECTIVE: To engage workers, employers and national governments in the full implementation of Decent Work in the framework of Agenda 2030 for Sustainable Development, with a specific focus on gender equality, migration, and industrial transformation and green jobs. RESULTS: Result 1: Increased awareness on the need for solidarity amongst workers in the EU and workers in the global south to face common challenges. Result 2: Contribution to an increased respect for labour rights at international level that are at the core of sustainable development. Result 3: The compliance of member states and the EU s development policies with the Agenda 2030 targets and indicators on Decent Work has been monitored. Result 4: The inclusion of Decent Work in development policies of donor governments and the EU has been promoted. 39
40 ACTIVITIES EUROPEAN LEVEL: Awareness raising and campaigns: Pan-European campaigns and mobilisation; seminars and conferences; exchanges with unions from the South; Advocacy: research; annual report on decent work promotion in the development policies of EU and MS). NATIONAL LEVEL: Awareness raising and campaigns: seminars and conferences; awareness raising materials; Training: training of workers representatives to engage employers Advocacy: research; monitoring and promotion of development policies on DW; policy statements; governmental negotiations on development policies; building alliances. 48 Budget National Actions Plans (estimation) = total of 4 million for 3 years. European Level coordination/operations (estimation) = 1,5 million for 3 years Own contribution from participating organisations: 8% of the total budget received Financial resources will be channelled to each individual organisation taking part to the programme. The budget amount will be determined considering its consistent with: a) Quality and scope of national action plans; b) Size of the country in terms of population/potential impact c) Representativeness of national organisations (affiliation fees) Different TU centres should work in strong cooperation at national level to ensure maximum coherence in advocacy and awareness raising strategies. 48
49 Programme architecture & governance National Level: Steering group: In charge of the elaboration of the national action plan Composed by min 1 representative from each organisation involved. Responsible for monitoring and reporting on results achieved and activities implementation throughout the whole duration of the programme. European Level: Programme committee: In charge of providing contents support for planning (2 meeting a year) and monitoring the implementation throughout the whole duration of the programme. Composition: ETUC + TUDCN secretariats + 1 national representative per country. 49
50 National Action Plans National Action Plans include a description of results, activities methodologies (including financial estimations) they would like to implement at national level under this programme. An ad hoc working group (volunteering representatives of participating organisations + secretariats) will assess the NAPs and will support the drafting of the concept note Next steps: Draft and send National Action Plans, by May 9; Communicate the willingness to take part to the ad hoc working group, by May 2 50
