1 INFORMATION SESSION EUROPEAN UNION EMERGENCY TRUST FUND FOR STABILITY AND ADDRESSING ROOT CAUSES OF IRREGULAR MIGRATION AND DISPLACED PERSONS IN AFRICA INFOPOINT, 17/02/2016
2 Overall Framework
3 Objectives of the Trust Fund To address the crises in the regions Sahel and the Lake Chad, the Horn of Africa, and the North of Africa. To support all aspects of stability and contribute to better migration management as well as addressing the root causes of destabilisation, forced displacement and irregular migration, in particular by promoting resilience, economic and equal opportunities, security and development and addressing human rights abuses.
4 Who benefits from the Trust fund? 23 eligible countries, in 3 operational windows Sahel Region and Lake Chad area Burkina Faso Cameroon Chad Gambia Mali Mauritania Niger Nigeria Senegal Horn of Africa Djibouti Eritrea Ethiopia Kenya Somalia South Sudan Sudan Tanzania Uganda North of Africa Morocco Algeria Tunisia Libya Egypt and the wider neighbourhood, to address cross-regional migration flows.
5 What are the priorities of the Trust Fund? Economic Programmes: Projects that create employment opportunities, especially for young people and women. Resilience: Projects supporting basic services for local populations such as food and nutrition security, health, education and social protection, as well as environmental sustainability. Migration Management: Projects improving migration management, including containing and preventing irregular migration and fighting against the trafficking of human beings and effective return and readmission. Governance: Supporting improvements in overall governance, in particular by promoting conflict prevention and enforcing the rule of law through capacity building in support of security and development as well as law enforcement.

9 The added value of the Trust Fund A EU collective response to the crises; A swift and flexible instrument to deliver immediate and concrete results; A new mutualisation of means and capacities; A platform for reinforced engagement with countries of origin and transit; A more integrated and comprehensive approach based on greater research, data gathering and analysis.
10 The Trust Fund will complement the areas not covered by other instruments or other development partners, including EU MS. How does the Trust Fund articulate with other instruments? 10 billion of EU Development cooperation already contributing towards tackling the root causes of irregular migration. The Trust Fund comes as an additional tool to help the most fragile and affected countries. The Trust Fund will intervene in subsidiarity with other EU instruments and/or donors.

16 How is the Trust Fund governed? The fund is governed at two levels: The Board, chaired by the EU, consisting of representatives of Donors, is responsible for the definition of a general strategy. Non-contributing EU MS invited to act as observers. The Operational Committee, chaired by the EU and constituted of representatives of Donors (>3M ) is deciding on the mobilisation of funds and the approval of projects. National and regional authorities participate to both governance bodies

21 How is the Trust Fund managed? The Commission appointed one Manager by window. The manager, entrusted to the European Commission, is responsible for the daily management of the Trust Fund (i.e. Article 7 of the Constitutive Agreement).

23 Speed and flexibility With the EU's financial decision already taken, the decision process is therefore much shorter The Trust Fund is an emergency Trust Fund: The financial regulation allows the use of the most effective and efficient implementation methods Simplified procedures are applicable for the implementation of the actions
24 Identification and formulation The Trust Fund follows the usual EC identification and formulation methodology. To ensure partners' ownership of EU support, close consultation with the authorities of the partner country are ensured throughout identification and formulation. The EC services are in charge of projects' identification and formulation. In case of projects related to one specific country, this is done by the relevant Delegation.
