7 HIGHLIGHTS \ + From 1988 to 1998, the number of burglary arrests declined 27.1 percentfrom 76,270 in 1988 to 55,595 in (Table 1 and 8) + The burglary arrest rate per 100, 000 total population declined 34 percentfrom in 1988 to in (Tables 1,3,5 & 7) + From 1997 to 1998, burglary arrests declined 6.0 percent, from 59,148 to 55,595. (Table 1) + From 1988 to 1998, the number of males arrested for burglary declinedfrom 65,266 in 1988 to 44,039 in In contrast, the number of females arrested increased from 11,004 in 1988 to 11,556 in (Table 2) 4

8 I + More men were arrested than women for burglary each year (79.2 percent of the total in 1998); however, the percentage of women arrested increased from 14.4 percent of the total in 1988 to 20.8 percent of the total in (Table 2) + From 1988 to 1998, the burglary arrest rate declined for all four race/ethnic groups: White, Hispanic, Black and Other. Blacks declined the most (42. 7%), from arrests per 100,000 in 1988 to arrests per 100,000 in (Table 5) + When age groups were combined, the data show that the percentage of year olds arrested for burglary decreased from 65.3 percent of the total in 1988 to in 1998, while the percentage of juveniles plus individuals over 40 arrested for burglary increased from 34.6 percent of the total in 1988 to 45.4 in (Table 7 and Figure 4) 5

9 Report on Arrests for Burglary in California, 1998 Introduction This report contains information about persons arrested for the crime of burglary. The purpose of this report is to provide policy makers and the public with accurate and complete criminal statistical information by organizing and displaying 1998 arrest data and multi-year arrest data for burglary. Statewide totals of burglary arrests are displayed by gender, race, and age. Data by county and by cities with population over 1 00,000 are also available in the Appendices. \ The number of reported burglary crimes declined 34 percent from 407,555 in 1988 to 268,847 in The number of burglary arrests and the rate per 100,000 also declined steadily over the last 10 years (see Table 1 ). The reasons for the decline are not readily known and this report does not speculate on the causal factors that may be responsible because there is no way to definitively measure the impact of those factors. However, it is suspected that the underlying factors include, but are not limited to demographics, increased law enforcement personnel, crime prevention techniques such as neighborhood watch programs and burglar alarm systems, community oriented policing and stricter penalties such as the 11 three-strikes 11 law. Data concerning the number and nature of burglary arrests in the state of California are collected through the Uniform Crime Reporting (UCR) Program. Local city police departments, county sheriff offices, the California Highway Patrol, and other law enforcement agencies report on a monthly basis. ARRESTSFORBURGLARY Arrests for violations of the following California Penal Code Sections are the basis for this report: Burglary - 459, 460, and 461 Burglary is defined as the unlawful entry of a structure to commit a felony or a theft. Looting during emergency (a) Burglary with acetylene torch, etc., or explosives Attempted burglary - 664/459, and 664/460 The arrest totals shown should not be interpreted as the actual number of individuals arrested for burglary offenses because it is possible that some individuals may have been arrested for burglary on more than one occasion. 1 Crime data are available from the Department of Justice, Criminal Justice Statistics Center. 6

11 Burglazy Arrests by Gender Approximately 83 percent of the burglary arrests during the 10-year period of were arrests of males. However, in the 10-year period, arrests of males for burglary, as a percent of the total, declined, while arrests of females for burglary, as a percent of the total, increased. 13 Bundary Arrests by Race From 1988 to 1998 the rate of arrest per 100,000 total population declined for all four of the race/ethnic groups:white, Hispanic, Black and Other. However, while the number of arrrests declined for Whites, Blacks and Hispanics, the number of arrests of Others increased from 3,758 in 1988 to 4,243 in (Tables 4 & 5) As a percentage of the total arrests, the race/ethnic groups of White and Black decreased while the race/ethnic groups of Hispanic and Other increased. These changes are similar to the shifts in population among the race/ethnic groups. 15 From 1988 to 1998 the total nwnber ofburglary arrests for adults and juveniles declined. {Table 6) \ Adults made up 64.2 percent of the burglary arrests in 1998, a decline from 70.9 percent of the total in Juveniles, defined as those persons under the age of 18, made up 35.8 percent of the total nwnber of arrests in 1998, an increase from 29.1 percent in From 1988 to 1998 the numbers of arrests and rates per 100,000 population decreased for juveniles and year olds. There was a 10.4 percent decrease in the number of juveniles arrested for burglary and a 34.0 percent decrease in the number of adults arrested, however, the number of arrests increased for all age groups above 40. \.
