2 Situation Overview and Humanitarian Needs: Rainy season (June September) continues to take its toll on Sudan s most vulnerable communities. Heavy rains and consequent flash floods have so far affected more than 142,000 people, damaging households and livelihoods in 14 out of Sudan s 18 states; West Khordofan, Kassala and Gedaref being the hardest hit, said the country s Humanitarian Aid Commission (HAC) in an ad-hoc meeting of the country s Floods Taskforce Steering Committee. Response is ongoing and emergency shelter and household supplies, mobile clinics, surveillance, hygiene and health promotion, vector control, and water chlorination are being provided. In August, heavy rains caused localised flash flooding and affected wide areas in Blue Nile, Central Darfur, North Darfur, North Kordofan, and West Kordofan states. In Central Darfur state, local authorities reported heavy rains on 24 August in Umdukhun area with flooding affecting 141 households in three suburbs in the town in addition to the main market, and one koranic school. An inter-agency joint assessment mission under the leadership of the state Humanitarian Aid Commission (HAC) is planned in early September. Overall, support to tackle the impact of floods in terms of latrine construction, temporary shelters, household kits, school rehabilitation, hygiene and health promotion, vector control and water chlorination are needed in all the affected states. The situation of the recent Acute Watery Diarrhoea (AWD) outbreak in Central Darfur and West Darfur states, which started on 2nd June and 17th July in both states respectively is coming under control. Since the beginning of the outbreak, a total number of 134 cases of AWD have been reported, 26 in West Darfur, and 108 in Central Darfur, all of whom were admitted and treated in both states with one reported death in Central Darfur. The AWD taskforce has been set up and led by the State Ministry of Health (SMOH), Environmental Health Department, UNICEF and other health partners. Regular daily meetings have been ongoing to follow up on the response, and to provide epidemiological updates. The situation has improved with the number of new reported cases reduced to 1-2 cases every three days in Central Darfur and with no new reported case since 16 August in West Darfur. UNICEF and partners, including the African Development Bank (AFDB), UNDP and WFP are conducting a rapid assessment on the impact of the economic crisis on the urban population in Khartoum state. The assessment will provide vital information for Government and UN to help target the most vulnerable families. On 18 July, the Commission on Social Safety Net and Poverty Reduction (CSSPR) held an inception workshop in Khartoum, with UNICEF and UNDP support, to review and agree on the methodology and tools for the survey. The CSSPR received official clearance for the survey on 13 August and the field work started on 28 August in Khartoum state. WFP trained the field enumerators and supervisors on the administration of the questionnaires. UNICEF is also receiving support from the MENA Regional Office to conduct a scoping study on the feasibility of setting up real-time monitoring of the impact of the economic crisis on children and families. In August, Sudan received an allocation of US$20 million from the Central Emergency Response Fund (CERF) - Under Funded Emergencies (UFE II) window. An integrated multi-sectoral approach has been designed to tackle food insecurity and malnutrition, which is complemented by education, health, protection and WASH interventions. UNICEF-led sectors received approximately US$ 8.2 million from the allocation. Humanitarian Strategy: The UNICEF Sudan humanitarian strategy targets 2.48 million people for assistance, including 1.13 million children 9. UNICEF has adopted an integrated approach to programme delivery and has prioritised assistance based on vulnerability criteria, rather than the status of people (IDP, refugee, returnee or host community). UNICEF continues to prioritize life-saving humanitarian assistance while strengthening programmes for advancing sustainable results in a cost-effective manner. 3 are in line with upholding International Humanitarian Law, especially the Convention on the Rights of the Child (CRC), and humanitarian principles including humanity, neutrality, impartiality and operational independence. UNICEF continues to advocate for the rights of the most vulnerable children in the conflict-affected areas of Blue Nile and the Nuba Mountains as well as some parts of Jebel Marra in Darfur, that has witnessed significant improvement over the last two years. Summary Analysis of Programme Response Child Protection: In August, UNICEF and partners continued to deliver psychosocial support services (PSS) through Child Friendly Spaces (CFSs), mobile teams and home visits to 21,674 children (9,310 boys, 12,364 girls), totalling 72,322 (35,779 Boys, 36,543 girls) displaced, refugees and host community children since the beginning of The caseload in August included 2,137 South Sudanese children (844 boys, 1,293 girls), as well as an additional 13,700 children (5,480 boys, and 8,220 girls) from flood-affected areas in Al-Nuhood locality, West Kordofan state. During the reporting period, 98 (93 boys, 5 girls) unaccompanied and separated children (UASC) were provide with identification, documentation, tracing and reunification (IDTR) services of which 18 children (9 boys, 9 girls) were reunified with their parents, and 4 children (2 boys, 2 girls) were placed in alternative family care. A total of 93 out of the 98 (89 boys, 4 girls) are South Sudanese. Social workers from UNICEF s partners - NGOs, State Council of Child Welfare (SCCW) and Ministry of Social Welfare (MoSW)- provide regular follow-up to UASC to ensure that they are being cared for and protected within their extended or foster family. This includes South Sudanese children in North Darfur, East Darfur, South Darfur, West Kordofan, South Kordofan and White Nile states. Education: In August, flash floods in many parts of the country damaged classrooms, teaching and learning materials, latrines and school fences. Nearly 33,000 students (19,000 girls) in 95 schools were reported to have been affected by the floods. Education supplies including teaching and learning materials and tarpaulins for the damaged roofs were provided in response to the emergency education needs of 23 schools severely affected by floods in West Kordofan and North Darfur, benefitting 11,270 children (5,973 boys, 5,297 girls). This helped students to resume their education within a short period of time. Plans are underway to rehabilitate/construct 33 semi-permanent classrooms in the affected schools to provide a longer-term solution. In addition, community-based enrolment campaigns were conducted to enrol out of school children for the new academic year in 40 communities in conflict affected areas in Blue Nile, White Nile, Sinnar and Central Darfur states. During the enrolment campaign, essential education supplies, including uniforms, blackboards, water tanks, and teachers recreational and educational kits were provided to support and improve the education of 18,720 children (9984 boys, 8736 girls) in 15 schools. The large-scale migration of populations to informal settlements in cities, as a result of conflict in South Sudan, chronic poverty and underdevelopment continues to be a challenge in Sudan. This increases the vulnerability and deprivation of children, as they struggle to access quality basic services, including education. A total of 10 recreational kits, 10 school lower grades kits, six adolescents kits, and 500 schools uniforms were supplied to 1,250 children were provided to children and adolescents in these informal settlements to respond to their educational UNICEF-Al Nuhood-West Kordofan August 2018 In July 2018, Tanzil Tariq, and her family lost all their belongings due to flooding in Al-Nuhood, in West Kordofan state. Tanzil is an active member of the PSS activities in one of the open areas in Al Nuhood. Now that I have lost everything of mine during the floods, I have been given some clothes by other people and school materials by UNICEF, so I can go to school during the morning and join the open space in the evening to play with my friends and listen to stories being told by the social workers; they tell us stories, and we sing Uniforms and School Boxes distributed to refugees communities in Naivasha settlement in Khartoum August 2018 Child Survival and Development (CSD) Programme Component Health and Nutrition: In August, a total of 33,356 children under the age of one received measles vaccinations, 24,639 children under-five accessed the Integrated Management of Childhood Illnesses (IMCI) services, 8,618 children were treated for Severe Acute Malnutrition (SAM), 34,372 mothers and care givers were provided with guidance on recommended Infant and Young Child Feeding (IYCF) practices. In North Darfur, UNICEF supported the State Ministry of Health (SMoH) and NGO partners working in Naivasha, Shadad, and Abbasi IDP camps, and Alsiref and Kebkabiya localities, with seven Primary Health Care (PHC) kits to meet the needs of 70,000 people. 3

4 Among the IDPs in Sortoni and Tawila and South Sudanese Refugees in Allait, a total of 12,758 children under-five were screened for malnutrition, identifying 427 children suffering from SAM and 1,096 with Moderate Acute Malnutrition (MAM), all of whom were admitted for treatment under the Community Based Management of Acute Malnutrition (CMAM) programme. In South Darfur, the EPI-supported polio and vitamin A supplementation campaign reached a total of 726,763 children under-five with polio vaccine and 670,699 with Vit.A (95% of the target). UNICEF also supported the SMoH to conduct a peer training for 100 volunteers from refugee areas (Buram, Alradoum and Belil). The participants were equipped with the knowledge and skills needed for interpersonal and behavioural change communication related to HIV and STI (Sexual Transmitted Infections) transmission prevention. To improve the quality of PHC services in Central Darfur, UNICEF supported the SMoH to train twenty-five village midwives in basic maternal and new-born care and twenty-four community volunteers in IMCI/community component. In response to the rainy season emergencies in North and West Kordofan states, UNICEF provided affected households with 5,500 Long-Lasting Insecticide-Treated Nets (LLITNs) and supported the SMoH with essential health supplies (PHC kits, IMCI kits, and Midwifery Kits) sufficient to meet the needs of 10,000 people. Among South Sudanese refugees children in White Nile state, 16,652 were screened for acute malnutrition identifying 1,091 MAM and 341 SAM children, all of whom were admitted into the CMAM programme, while 261 children received measles vaccination and 267 pregnant mothers received iron folate. Water, Sanitation and Hygiene (WASH): In August, UNICEF continued its lifesaving water, sanitation and hygiene promotion interventions for the severe flood-affected population of Al-Nuhood area of West Kordofan State and Kassala area of Kassala state. UNICEF supported the provision of a basic water supply for around 207,600 flood-affected people (101,724 males, 105,876 females) including 105,876 children through the disinfection of their domestic water supply at its source, as well as water transportation. Water supply interventions were combined with emergency basic sanitation facilities and hygiene promotion through the distribution of handwashing soaps and hygienic water transportation/storage jerrycans for the most affected population. UNICEF also improved the supply of basic water for some 10,000 AWD affected and at risk populations in West Jebel Merra (Nertity) of Central Darfur state(around 4,800 males, 5,200 females, including 5,100 children) through the disinfection of their domestic water supply at water source, water transportation means and household levels UNICEF (in partnership with Water Environment and Sanitation (WES) and NGOs) effectively supported the provision and the continuity of basic water supply services to AWD affected and/or at-risk areas, IDPs and SSRs for around 908,825 affected people (around 449,592 males, 459,233 females out of which 463,500 are children), including 175,725 SSRs with operation and maintenance and/or water chlorination services for their existing water sources, water transportation means and household water storage. The assisted population were from Central, West, East, North and South Darfur, Blue and White Nile, Kassala, Gedarif, Red Sea, and West Kordofan States. Also, around 10,000 affected population (around 4,850 males, 5,505 females and out of which 5,100 are children) including 5,000 SSRs in South Darfur State gained sustainable reestablished access to basic water services through the rehabilitation of their non-functioning water sources. UNICEF overall emergency hygiene promotion interventions outreaching new AWD/floods affected/at risk population, IDPs and SSRs (around 13,531 males, 14,719 females and out of which 14,400 are children) including 1,167 SSRs with effective hygiene promotion messages with focus on AWD prevention, handwashing and water safety. The hygiene messages were combined with the overall distribution of 12,958 handwashing soap bars and 4,911 hygienic water transportation/storage jerry cans. This population was from Central and North Darfur, West Kordofan, White Nile, Kassala and Gedarif. Also, 2,100 affected people (1,041 males, 1,059 females out of which 1,070 are children) gained access to emergency basic sanitation facilities in Kassala, South Darfur and West Kordofan states through the construction of 48 communal and 190 households latrines. Communication for Development (C4D): In August, UNICEF Kassala supported health and hygiene promotion activities aimed to sensitize communities affected by floods in Kassala state in North Delta, Halfa and Adbrah River localities. 3,622 individuals engaged in 12 mobile cinema sessions and 24 group discussions (including mothers) organized by the State Health Promotion Directorate to promote use of latrines, handwashing, LLITNs usage, and safe water handling. 100 printed posters on proper latrines use were distributed in support of the campaign. 4

5 Communication and Advocacy: In August, the visit of UNICEF MENA Regional Director, Geert Cappelaere, received widespread national and regional media coverage, including an in-depth interview about the situation for children in Sudan on Sky News Arabia. Mr. Cappelaere spent time at a refugee camp for South Sudanese, which provided an opportunity to advocate for the right to education for children in the camps. Following this advocacy, UNICEF supported, in partnership with the Ministry of Education (MoE) and Students Organization for Literacy (SOL), the provision of supplies to students and schools as part of the first support to the Naivasha SSR settlement in Khartoum. Advocacy and communication around the visit contributed, among others, to strengthening partnerships and to mobilize support for Sudanese children. Funding: UNICEF s 2018 Humanitarian Action for Children (HAC) appeal for Sudan currently amounts to US$ million with a 62 per cent funding gap. This funding gap of US$71 million has a significant, negative impact on UNICEF s ability to provide lifesaving response to 2.6 million crisis-affected children. Without adequate and timely funding, UNICEF is not able to respond to the ongoing nutrition crisis or to reach the most vulnerable children in need of education, health, child protection and WASH services. UNICEF s urgent funding gap threatens the provision of critical life-saving supplies and preparedness and response activities for AWD and the ongoing rainy season. UNICEF Sudan would like to express its continued, sincere appreciation to all donors that support the humanitarian response in Sudan. UNICEF Sudan is thankful for the recent contributions from the EU, as well as the Governments of the UK and the US (Office of U.S. Foreign Disaster Assistance and the Bureau of Population, Refugees, and Migration).
