1 SUDAN Humanitarian Situation Report Date: 30 September 2013 Period covered: September 2013 Highlights The Government of Sudan issued a decree on 22 September 2013 partially lifting fuel and wheat subsidies. Protests, seemingly spontaneous and mainly consisting of young people, broke out throughout the country Emergency relief operations continued to assist the flood affected population throughout the Country Fighting in South Kordofan and Blue Nile continued to result in deaths and displacements of people into South Sudan The situation in Abyei Administrative Area remained fragile, with the deadline of October Referendum approaching As at end of September, s 2013 Humanitarian Work Plan requirements are 51% funded, the funding gap is USD32,502,533 Situation Overview and Humanitarian Needs The Government of Sudan issued a decree on 22 September 2013 partially lifting fuel and wheat subsidies. The market price for fuel and cooking gas doubled as a result; the price of other commodities including food staples and public transportation were increasing by the day, adding to the already very high inflation affecting the income of Sudanese people considerably, particularly the most vulnerable. Protests, seemingly spontaneous and consisting mainly of young people, broke out throughout the country since September 23 rd.. Protests unfolded in relatively small groups (up to people); on some occasions serious vandalism occurred with burning of fuel stations, local markets, government buildings, ATM machines, cars, etc. Criminal gangs took advantage of the situation in certain areas to loot. Some sources hint that the looting and the violence may have been staged. The response of the government has been very strong with massive presence of military and security forces throughout the major towns and in Khartoum. Crowds were dispersed violently; live bullets used on many occasions with clear evidence of targeting the protesters directly rather than shooting in the air to disperse the crowds. Following increased rainfall in the second half of September, particularly in Khartoum, the number of people affected by floods in Sudan increased to an estimated 500,000 people (99,980 families) 1. The flooding caused 78 deaths and destroyed a total of 36,020 houses; while 49,365 houses were partially destroyed. In addition, 480 schools, 39,155 home latrines, 94 public latrines, 51 health centres and 21 water points were also affected. Despite efforts to support movement of South Sudanese from Khartoum to South Sudan, the humanitarian community estimates that an estimated 200,000 South Sudanese remained in the Khartoum area. In addition, there are approximately 50,000 South Sudanese in Darfur states, 30,000 in the Eastern states, 3,500 in Kosti and 65,000 in other states. 2 approximately 348,500 South Sudanese are in Sudan and need to be relocated. IOM worked closely with UNHCR,, UNFPA, WHO and OCHA to develop a plan and mobilize resources to support the airlifting of the estimated 39,000 Extremely Vulnerable Individuals (EVI). plans to support family tracing and reunification and ensure that severely malnourished children on treatment will travel with a two-week supply of therapeutic food and a referral note for continuation of treatment on arrival at destination. In Abyei, the situation remained fragile. The Ngok Dinka community recently stepped up the campaign to conduct a Referendum - as per the African Union Peace and Security Council (AUPSC) resolution which proposed a referendum to be held October On 20 September 2013, there was a peaceful demonstration of approximately 800 Ngok Dinka people in Abyei in support of the Referendum. Inter-Agency Collaboration and Partnerships Under the leadership of OCHA, the 2014 Humanitarian Work Plan is currently being developed. A workshop is planned for 9 October to draft the Sector Response Plans (SRPs) strategic objectives and indicators to be followed by a Humanitarian Country Team (HCT) workshop in late October. Discussions are in progress within the Humanitarian Country Team (HCT) in an effort to finalize the Operational Guidance on Humanitarian Action in South Kordofan and Blue Nile. At its last meeting, the HCT tasked the ISCG to review the draft guidance to make it more operational. The document is intended to outline the broad principles, basic requirements and operational guidelines to ensure that humanitarian assistance in this area is based on agreed standards. Under the leadership of the Humanitarian Aid Commission (HAC), the National Flood Task Force was activated in August 2013 to strengthen coordination between Government and humanitarian community in the response to recent flood emergency. All sector coordinators participate in the Task Force. Recently, HAC expressed interest in converting the Task Force into a standing committee for the coordination of emergency preparedness and response. Two thousand two hundred and four (2,204) breast feeding mothers made use of these private spaces to feed their children. Two thousand one hundred and thirty-nine (2,139) children were screened in Blue Nile following the floods and 27 children were referred for treatment of severe acute malnutrition and 149 were found to have moderate malnutrition. One thousand nine hundred and fifty-nine 1,959 (children) received emergency food appropriate for infants to prevent malnutrition. In Khartoum, 50 health staff and volunteers were trained on breast feeding counselling and are working in areas affected by floods. However, needs to provide additional support to ensure that this network is working more efficiently. Thirteen thousand six hundred and fifty-three (13,653) children have received emergency food rations in Darfur, the majority of these were newly displaced due to the conflict and some in El Fasher town that were affected by the floods. 6 Over 50,000 children have been screened for malnutrition and referred in the following locations: Zam Zam camp new arrivals; new arrivals in South and East Darfur; and flood affected populations in El Fasher town and the Jebel Amir area. In Central Darfur, s team continued to negotiate with the authorities and communities in East Jebel Mara to open mobile outpatient therapeutic feeding programmes (OTPs) in these areas and training has been completed for community members who will be implementing the activities. The mobile OTPs should begin once is able to airlift supplies into Zalingie. These are being set up due to the high death rates in Zalingie and Nertiti hospital which seems to be due to the very late arrival of patients from these areas. Nutrition Sector The number of children treated for severe acute malnutrition increased overall for the whole country, owing in part to the opening of new centres and establishment of mobile clinics. Blue Nile saw the biggest increase and other states remained more or less static. Performance quality indicators continued to be problematic in South Kordofan, Red Sea and Gedaref states and this was mainly due to the poor geographic coverage and insecurity in South Kordofan. North Kordofan and South Darfur performance quality indicators have fallen below the international standards in June. This is due to the insecurity in these areas, meaning that work has been suspended in many centres and has led to defaulting. 5 Not applicable emergency, number as required by situation throughout the year 6 Five flood assessments were carried out in North Darfur (El Fasher town, Malha, Tawila, Shangil Tobi and Kuma). 3

Implementation of activities related to the Central Emergency Response Fund (CERF) request for displaced populations in Darfur are mentioned below. Small Scale Funding Agreement (SSFA) with Rural Community Development Organization (RCDO) has been developed and signed. Activities implemented by RCDO: a) Rehabilitated one mini water yard in Dorti IDP camp (Darfur). b) Rehabilitated five hand pumps in Dorti camp c) Conducted training course on water quality in Dorti IDP camp d) Distributed solid waste management tools. e) Established hand pumps spare part sale centre. released funding per agreements to programme partners in West and Central Darfur states. WES supported operation and maintenance of seven water yards in Mornie IDP camp, the largest IDP camp in West Darfur State. 5

6 WASH Sector Water The emergency response to the floods continued. Khartoum was the focus of WASH activities because it is the most affected state and the lack of WASH implementing partners. In Khartoum, 77 affected boreholes were repaired and 250 hand pumps rehabilitated in all affected locations. Newly conducted assessments by Sudanese Red Crescent (SRC) indicated additional water source damages, especially in states without partner presence. Water trucking continued in most affected areas, in Khartoum and Blue Nile states, approximately 7,000 and 100,000 people were assisted. Intensive chlorination and chlorine distribution is on-going with operational support by, federal and state Ministry of Health (MoH) and SRC. The main responders are WES and MoH, with the support of and WHO at the national level. Non-governmental organizations (NGOs) 8 have provided support especially in Kordofan, Darfur and Blue Nile. Sanitation Disinfection of latrines was the main activity by FMoH and sector partners. Construction of approximately 800 household latrines, including 24 communal latrines, by NGOs, continued (main partners being CRS, CIS, Oxfam America and WES), primarily in Darfur, Kordofan and Blue Nile. and WES assisted in the emergency response with the provision of latrine slabs and tools for latrine rehabilitation. aimed to provide a critical intervention through the construction of 100 communal latrines and support for the rehabilitation of 5,000 household latrines, providing sanitation to 30,000 affected people in the most critical areas while general repairs and reconstruction continued. Hygiene promotion One hundred and twenty volunteers from NGOs and civil society were trained by the Ministry of Health to conduct hygiene promotion activities in Khartoum, with support from WES and. On 8 September, the 120 hygiene promoters launched a 30 day hygiene campaign in Khartoum and distributed hygiene kits for 1,000 families. Clean-up campaigns and hygiene promotion activities were identified as especially important for the IDP camps (these affected population are subject to the double vulnerability of displacement and flood) to conduct preventive interventions of disease outbreaks in the aftermath of floods. Distribution of hygiene kits, soap, and information, education and communication materials was conducted in Darfur and South Kordofan; other areas still need to be covered. Sector partners reported 35,000 household visits (covering more than half of the affected population), especially in Khartoum, Blue Nile, and North Darfur. Waste Management and Clean-up Campaigns Clean-up campaigns continued in Blue Nile State where WES, MoH and IRW conducted 22 clean-up campaigns (approximately 20,000 beneficiaries). Clean-up campaigns in camps were conducted with the support of NGO partners. IRW distributed 1,000 hygiene kits to assist 1,000 families in Khartoum s Sharg Elniil locality. 8 The NGOs include: SRC, MCS, CIS, OA, MSF, IRW, Plan Sudan and NCA. 6

7 Other: Identification of Strategy Working Group members, composed of government, national and international NGOs, was concluded. The Group will work on the identification and discussion of strategic sector issues to improve coordination at the national and state level. Implementation of Gender and Environment mainstreaming workshop in North Darfur. Establishment of links for inclusion of Arab and Islamic organizations in the coordination mechanisms of the sector. (The organizations have been active in Sudan but most of them are not currently sector partners.) 8 and partners programming conducted a joint training on the Child Protection Rapid Assessment tool kit for partners in the Darfur region. Thirty-seven participants from West, North, Central and South Darfur states attended the training held in El Fasher. The tool, which is used globally, will help partners in collecting uniform data during assessments. Child Protection Sub-Sector conducted and co-chaired the monthly subsector meeting with Plan Sudan. The National Council for Child Welfare s (NCCW) floods assessment report was discussed. Partners were requested to update the subsector on the floods response in and out of Khartoum. was part of the protection sector team 9 engaged in discussing the plan to airlift South Sudanese from Sudan to South Sudan. The proposed concept note by IOM was reviewed and the vulnerability criteria agreed. The protection sector raised the need to engage with the counterparts in South Sudan to determine the conditions in the areas of return. The needs prioritization process was conducted and a draft protection heat map 10, with input from the field, was submitted to OCHA. Data for the sector will be available within the next two months and partners programming Progress toward reaching targets is on track and some targets have been exceeded. Several partnership agreements with national and international NGOs, as well as the strong commitment from the Ministry of Education, have resulted in higher achievements of targets than expected. 9 emergency-affected localities where the enrolment rate is lower than the national or state average. Additionally, and its partners have been focusing on the estimated 140,000 primary school aged children that have been affected by flooding across the country, as well as 41,000 primary school aged children that have recently been displaced in Darfur, North Kordofan and South Kordofan states. CERF and other emergency funding have contributed to s response, with focus on restoration of access to education through temporary learning spaces and emergency repairs to classrooms, provision of teaching and learning materials, and WASH interventions in schools. Education Sector Since the beginning of the flooding in early August 2013, Education sector partners have actively assisted the federal and state Ministries of Education in undertaking needs analyses at Khartoum and state levels. Partners active participation in assessments and response has been noteworthy, with particularly high levels of participation seen among national NGO members. Sector partners are currently focusing on: 1) building back better at the school level, 2) distributing emergency teaching and learning materials, 3) undertaking emergency WASH in schools interventions, and 4) undertaking teacher and parent teacher association training on Education in Emergencies. Major implementation challenges for sector partners in recent months included the delay of finalization of technical agreements, issues related to access, and insufficient or delayed disbursement of key humanitarian funds. Communication for Development Khartoum State Ministry of Health Health Promotion Directorate (KSMOH/HPD) and Water, Environment and Sanitation Project (WES) with the support of Communication for Development (C4D) and WASH sections continued to engage volunteers from selected civil society organizations (CSOs) to reach flood-affected communities in Khartoum State. In addition, a series of one-day orientation workshops were held for 108 participants from the partners CSOs. The C4D Section facilitated sessions on Community Mobilization and Communication Skills to enhance the skills of these volunteers. The volunteers provided Hygiene kits, chlorination tabs and disseminated key health promotion messages on safe drinking water, food hygiene, control of house flies, personal hygiene, and disposal of solid and human waste during house to house visits. The C4D section supported KSMOH/HPD by paying the honoraria for 54 volunteers from selected CSOs to 1) facilitate health promotion activities in the flood-affected localities in Khartoum State: Bahri, Khartoum North, Jabal Aulia, Kassala and Um Bada; and 2) conduct house to house visits, group discussions and community sessions. KSMoH-HPD was provided with 17,000 fact sheets on Managing Diarrhea in Children, Preventing Illness through Hygiene, Prevention of Malaria and additional 20,000 various IEC print materials on essential family practices including posters and stickers to be used in places of high frequency. A monitoring plan was put in place to ensure all activities are implemented as agreed. 9
