1 Executive Summary Sudan ES & NFI Sector Monthly Update # 4 April 2013 During April the NFI Common Pipeline for Darfur provided emergency shelter and non-food items to 8,366 households (approximately 50,196 people), of which 8,051 households (96.2%) were newly displaced, 295 households (3.5%) were disaster affected (by fire), 20 households (0.23%) were returnees. ICRC provided ES & NFIs to a total of 7,029 IDP households in Saraf Omra and Garah Zawia, North Darfur. Tearfund provided NFIs to 591 IDP households in Muhajeria and Labado in South Darfur. During the same period, emergency shelter and non-food items from the RoS Contingency Stockpile were provided to 3,375 households (20,250 beneficiaries) in the Rest of Sudan through partner SRCS: 1000 households in Karkaraya, Alfangalo, Albukhas in South Kordofan State and 2375 households in Ar rahad, North Kordofan State. Japan Volunteer Center (JVC) provided ES & NFIs to a total of 819 households in Kadugli, South Kordofan. Sector Overview NFI & ES SECTOR HWP PROJECTS AND FUNDING The table to the right lists all projects in the 2013 UN & Partners Work Plan for the NFI & ES Sector in Sudan and shows the CHF funding recommendations. Details on any other funding received will be added as information becomes available via OCHA s Financial Tracking System. ES-NFI project requested all partners to provide information on funds secured to the Sector Lead on a regular basis in order to maintain an accurate overall sector perspective and effective advocating for additional funding as opportunities arise. CHF 2012 Monitoring and Reporting All Sector partners that received CHF funding in 2012 were requested to complete a monitoring and reporting template circulated by OCHA, showing project outputs and beneficiaries reached through 2012 CHF funds. OCHA will compile the data provided to analyse overall progress of the Sectors, and prepare the annual CHF report. CHF st Round CHF first round disbursements began in April, and Sector partners were able to begin ES & NFI activities as planned in their HWP project sheets. Humanitarian Response Site In April, OCHA began preparations for the launch of the Humanitarian Response Site (HRS) for Sudan. Sectors nominated a focal point and a back-up for the HRS who were trained on the use of the website, and uploading information. The Sudan HRS will be launched in May. Page 1 of 5

2 ES NFI Project and UNHCR Protection Unit Training for partners In view of the reduced caseload planned for renewal distributions in 2013 within the move to reduce aid dependency, the ESNFI project is putting in place more stringent criteria for selection of beneficiaries to ensure that the most vulnerable households are served. Discussions are on-going with UNHCR protection unit, on their vulnerability criteria for PWSNs. All implementing partners in El Fasher, El Geneina, Zallingi, Nyala and EdDaein will be oriented on the use of the selection criteria in May and June. M&E Exercise in ND During April, the ESNFI Project completed the M&E exercise in North Darfur. Similar M & E exercises were conducted in West and south Darfur in March. The results of the visits are being compiled and a report will be presented once the analysis of the data is completed. Darfur NFI Common Pipeline NFI COMMON PIPELINE UPDATE During the reporting period, a number of clashes throughout Darfur caused large displacements. A total of 8,366 households (approximately 50,196 people) were supported with non-food items and emergency shelter from the NFI Common Pipeline in Darfur, of which 8,051 households (96.2%) were newly displaced, 295 households (3.5%) were disaster affected (by fire), 20 households (0.23%) were returnees. In North Darfur, assessments and verifications of households affected by the Jabel Aamir conflict continued into April. An inter- Agency mission to Saraf Omra and El Serif found no gaps in NFI needs as ICRC continued to assist IDPs in the area as well as in Garah Zawia. Several groups of IDPs arrived into Zamzam in April; these included a group from Kalimando locality who were affected by Inter-tribal conflict in February. Following verification, 2,558 households were assisted with NFIs. In West and Central Darfur, Over 1,000 IDP families from the Jabel Amir conflict in North Darfur were reported to have arrived in camps near Zalingi. An inter-agency assessment comprising OCHA, NCA, ACTED and UNHCR, verified 127 IDP households in camps in the Zallingi area, who were assisted with NFIs through partner NCA. In South Darfur, following armed clashes between the Misseriya and Salamat tribes on 3 April, 50,000 IDPs were reported to have fled to Um Dukhun town, whilst some 5,000 Salaamat were reported to have fled into Chad and CAR. On April 6, fighting between Sudanese Armed Forces (SAF) and the Sudan Liberation Army-Minni Minawi (SLA-MM) in Muhajeria and Labado resulted in the displacement of approximately 40,000 civilians in East Darfur. Further clashes were reported on 13 April between Salamat and Taisha tribes resident in Rehaid El Birdi town. Sector partners were engaged in responding to the needs of affected populations in south Darfur as a result of the above incidents throughout April. ES & NFIs from the Common Pipeline were provided for 7762 households for distribution by implementing partners. GFO provided NFIs to verified IDPs and WVI provided NFI assistance to 812 HH in Al Huda and Rahead Al BIrdi. IDPs in Tullus, Bulbul Tombosco and Messie camp were verified / registered by partners and ES & NFI items were provided for 1,025 verified HHs. RDN provided NFIs to 924 HH and emergency shelter materials (plastic sheet/sticks/ropes) to 400 HH in Al Salam camp, displaced from Katila and Ed El Fursan earlier in March/April. The table above only includes information received by ES/NFI project directly from partners Rest of Sudan Activities CERF APPEAL FOR BLUE NILE STATE In March 2013, access was permitted (after 18 months) for a joint interagency rapid needs assessment in Blue Nile State. Teams comprising WFP, UNDSS, Humanitarian Aid Commission (HAC) and cooperating national partners including the Sudanese Red Crescent Society (SRCS) and Mubadiroon conducted assessments across all localities in Blue Nile State including Kurmuk, Geissan, Bau, Tadamon, and Rosieris. Findings indicated that vulnerable population groups in these locations who were directly affected by the fighting still remain displaced, without any household assets. Many families that returned to Blue Nile State had no household assets and were in need of emergency shelter and non-food items. During the assessment mission, Sector implementing partner SRCS, identified some (11,000 households), approximately 55,000 people in the following locations in Bau, Tadamon & Kurmuk as being in dire need of NFI & ES assistance. A CERF appeal for USD 15 million was submitted in April to support urgent response through the FSL (Food and Livelihoods), Health and Non-Food Items and Emergency Shelter sectors. The Sector received US$ 600,000 for procurement of ES & NFIs for the Common Pipeline. SOUTH KORDOFAN STATE Japan Volunteer Center (JVC) provided NFIs to a total of 819 households; 190 HH affected by fire in Al Goz and Habila/Abu Jubeha localities and 629 HH affected by the fighting between SAF-SPLA-N in Dandur area and shelling in Kadugli by SPLM-N in April. NORTH KORDOFAN STATE On 14 th April fighting between the SAF and the SPLA-N broke out in the Dandur area (45km NE of Kadugli town), displacing approximately 2,000 people into Kadugli town and 15,000 people within El Rashad locality. SRCS provided NFIs to 4,125 household in El Rashad locality. Page 3 of 5

This was later expanded to include the provision of transitional shelter assistance to returnees and protracted IDPs in Ed El Fursan, Kass, Kubun, and Um Labasa. In April, large displacements into Al Salam camp in South Darfur as a result of the conflict in Muhajeria and Labado, stretched the resources of the humanitarian actors in the area. The NFI Common Pipeline provided NFIs and plastic sheeting (as emergency shelter) but the IDPs were unable to set up the shelters as they had no materials for the frame to support the plastic sheet. Following discussion with the Sector, it was agreed that material to build a frame would be proved in areas where this is unavailable. In light of this, GFO procured additional items (Bamboo, wood, ropes, and wood sticks) utilising CHF funds to assist 334 verified newly displaced households with improved emergency shelters. Additional improved shelter materials will be provided as required for newly verified households. In some cases, grass mats were provided, but this is not recommended by the Sector. In addition, in line with the Sector policy to reduce aid dependency and encourage self-reliance, GFO is implementing a transitional shelter project using SSBs for the construction of the shelters. The transitional shelters (SSB) will be provided to 150 returnees, and vulnerable households in Kubun and S. Kass together with community training in the preparation of the SSBs and the construction of the shelters. Gender balance Page 4 of 5

5 is maintained with at least 50% of the trainees being female. Community members are an intrinsic part of the project, and will assist each other to build their shelters.
