March Quebec Policing Issues Conference The Quebec Association of First Nations Chiefs of Police hosted a conference on policing issues in native communities from March 20-22, 2000 in Quebec City The conference was entitled "A Review to Set the Path Ahead", and the theme of the event was "Looking back on what we have done and looking towards the future". B.C. 71ripartite Community Policing Workshop The Community Policing Conference will be held in Prince George, B.C. from May 5-7, New Assistant Deputy Solicitor General, Corrections and Aboriginal Policing Branch Solicitor General Canada is pleased to welcome Kristine Burr, who joined the Department of the Solicitor General as Assistant Deputy Solicitor General, Corrections and Aboriginal Policing Branch on March 1, Previously, Ms. Burr was Director General, Surface Transportation Policy at Transport Canada where she was responsible for economic policies pertaining to rail, motor carriers, intelligent transportation systems and highways. Prior to joining Transport Canada, Mrs. BU1T held several positions within the Privy Council Office, most recently as Director of Operations in the Economic and Regional Development Policy Secretariat from 1993 to She has also worked in a number of other federal departments over the years, including the Treasury Board Secretariat, the Department of Energy, Mines and Resources, the Departrnent of the Environment and the Department of Agriculture. Mrs. BLUT is a graduate of Carleton University and the University of Western Ontario. Among the many qualifications and enthusiasm that Mrs. Burr brings to the portfolio, she also looks forward to building on the strong partnerships which have been established with First Nations and provincial partners. gro 4

Kristen Meguinis, Tsuu rina Nation Princess TSEMIN POLICE SERVICE ASSISTS SUMMER CAMP FOR ABORIGINAL YOUTH 10/ esl'a Jae» In the spirit of innovation and partnership, the Tsewultun Police Service, with National Defence's Maritime Forces Pacific (MARPAC) Naval Construction Troop (Nd), built summer-camp facilities for Abonginal youth on Valdes Island near Ladysmith, B.C. The goal of the camp was to provide a place where community youth could visit with the police in a culturally significant environment. The land once served as a small, remote settlement which was vacated in the early 1990s. Since it had been abandoned, the land was over-grown and littered with garbage, requiring a great deal of dedication and hard work to rebuild. Bob Aitken, Chief of the Tsewultun Police Service, approached Chief Rick Thomas of the Lyackson First Nation, who gave the police service permission to use the land. Cliff Turner, a health inspector from Health Canada, surveyed the land to determine safety and health standards. The Royal Canadian Mounted Police We4come Bienvenue (RCMP) Marine Section assisted by taking workers to examine the site. National Defence's Pacific Naval Construction Troop, a deployable group of military engineers based out of Canadian Forces Base Esquimalt, were instrumental in helping to rebuild the area. Deploying by ship, they spent a week at the site building showers and outdoor latrine facilities, re-roofing classrooms, and conducting site preparation for a future tent city. Through donations of equipment, labour and expertise, the Troop also built a water supply and distribution system for the camp. Friday evening. Judge Tony Mandamin, keynote speaker for Saturday's lunch, shared his views on police governance, emphasizing the importance of community involvement and crime prevention. Delegates found the discussion topics to be highly informative and pragmatic, thus reinforcing a sense of community in dealing with shared policing issues. The workshop was deemed a tremendous success by all. First Nations Emergency Services (FNES) assisted in obtaining a contractor, Saltair Marine Services, to help the police and the Pacific Naval Construction Troop in garbage clean-up. Together they removed eight abandoned vehicles and twenty tonnes of garbage for recycling and disposal. Chief Aitken anticipates that the camp will provide an opportunity for Aboriginal youth to develop a mentoring relationship with the police, and will help youth to view the police as approachable role models. Cpt. Ken Brooks of the Pacific Naval Construction Troop said that the Troop, who were recently deployed to East Timor, viewed the experience as a deployed exercise that would increase their skills, as well as provide an end result which would benefit Aboriginal children. Cpt. Brooks states that the Troop was pleased with their ability to contribute, and that "a great deal of pride was involved with the people that worked on it". The challenge for the Force is to meet that commitment. In November, Depot Division will begin training a troop of 24 cadets young men and women who have met the stringent recruiting standards of the Force and are preparing for a career in the RCMP. While this is hardly unusual, this particular troop may turn some heads as they march across the parade square or assemble in the cafeteria, because every one of them will be aboriginal. "The need for aboriffinal members is more acute than ever," explains Sgt Lawrence Aimoe of the National Aboriginal Policing Branch in Ottawa. "The federal government has signed agreements with provincial partners to provide aborigirial police officers in certain communities. This push for more aboriginal members will ensure that we can meet the requirement of the First Nations Policing Policy by fulfi lling our obligation to the federal and provinciakerritorial governments, and to the conununities affected." The policy, introduced in April 1992, provides First Nations and Inuit communities with control over their policing services. Each of these communities can negotiate tripartite agreements with the federal and provincial/territorial governments to select the best possible policing option for their people. These agreements are between three to five years in duration and come in two options: a self-administered police service where police personnel operate independently from other police services, or an existing police organization, such as the RCMP, as the communities' primary police service. Under the RCMP administered option, all the officers assigned to a particular community must be aboriginal. The challenge for the RCMP is to find enough experienced aboriginal officers to fill the mandate, hence the urgent need to recruit from Canada's aboriginal peoples. "To satisfy these obligations, we have to have people who are familiar with the conununities," says Sgt Russ Mirasty of "F" Division's aboriginal policing services, "so we have to recruit Saskatchewan First Nations people." There are 27 community tripartite policing agreements in Saskatchewan, for example, which involve federal, provincial and community govenunents in 40 First Nations communities, according to Mirasty. All the mem- POLICE GOYERNING AUTHORITIES (PGA) TRAINING IN QUEBEC ea«vee Further to the Annual Conference on Police Services for the Quebec First Nations Communities held on February 22nd to 24th, 1999, Community Representatives responsible for policing in the native communities of Quebec expressed an imtnediate need for training on the roles and responsibilities of Public Security Committees in the First Nations communities. In March 1999, the Association of First Nations Chiefs of Police of Quebec submitted a funding proposal to the federal Department of the Solicitor General and the Ministère de la Sécurité publique du Québec. The purpose of the proposal was to examine the situation and to respond to the concerns expressed by First Nations Communities. The project's objective was to set-up and co-ordinate the work of a Steering Conunittee, with a specific mandate to identify and implement solutions and actions required to continued on page 5 ma address the issue. The Chief Constables, Police Chiefs and Directors also had a strategic role in working with the Steering Committee to develop training initiatives for the Public Security Committees. The Steering Committee was comprised of individuals with varied interests in policing, public security and First Nations communities. They contributed to the project by sharing their knowledge and expertise for the development and implementation of a training program for Public Security Committees. The main mandates of the Steering Committee consisted of: Developing training strategies to respond to the specific requirements of First Nations communities, and accordingly, adapting a training curriculum for the Band Councils and VAL-D'OR IRAIIVING SESSION 1st row: Warren Lahache, John Shem, Danny Condo, Peter Terrance, Harry Snowboy. When they graduate, they will have the same mobility as any regular member of the Force, he stresses, but their initial posting will be in "F" Division, and most of the cadets who will make up the troop want to remain in "F" Division. The RCMP is making efforts to increase the number of aboriginal members because "we will face job losses" if communities consider looking elsewhere for the aboriginal policing services they want, warns Aimoe. Evaluating the training program. The Steering Committee adopted the "Train the Trainer" approach; an approach of training key people in First Nation communities as instructors. These people would then be available to deliver the training program to tlneir respective communities. By training instructors, it ensures that training will be available on a regular basis. This was deemed necessary because of the potential turnover in Public Security members sitting on committees. The Steeling Committee developed, with the help of the consultation services of Kenneth Hilt and Associates Limited, a roles and responsibilities document. The development of this document was based on several criteria, including: Accessible and efficient; Easy to read; Interesting; Flexible to each community; Reflective of the vision and values of the communities; Global in its approach; : Respective of First Nation languages; Independent from political influences. The Steering Committee created a Reference Guide which included the Police Act, the Code of Ethics of Québec police officers, the First Nations Policing Policy and the Canadian Charter of Rights and Freedoms. In order to recruit key people as instructors, seven characteristics were identified as required for the selection process of individuals from the communities: Credibility; Knowledge of native languages; Ability in policing and public security; Availability; Communication skills; Teaching slçills and coaching skills. could be lost down the road. The RCMP must therefore promote itself as the best possible option for these communities." "We're less than half of where we should be," notes Mirasty. In "F" Division, for example, 14 to 15 percent of the general population is aboriginal, while only 7.8 percent of the Force in that division are aboriginal members. This, paired with a relatively high attrition rate for aboriginal members in the Force, presents a challenge for recruiters and managers who want to improve these statistics. With many provinces about to enter into tripartite agreements for the policing of their aboriginal regions, this challenge takes on a certain urgency. Framework agreements exist in contract provinces, and Newfoundland is currently negotiating for a similar arrangement, says Aimoe. "We need to convey the fact that there is not only a need for aboriginal members, but a contractual obligation that we are committed to. It's recruiting based on actual needs." An excellent roster of candidates was received from the Communities. The English session of the training program was delivered on October 28 and 29, 1999 in Val-d'Or. Thirteen instructors were trained. The French session of the training program was delivered on November 18 and 19, 1999 in Quebec City. Fifteen instructors were trained. In addition to the traditional training methodology, the program also utilized scenarios as a training tool, in which the instructors were active participants in the problems identified. The participants' overall evaluation rating was excellent. The Instructors will now be approaching Public Security Committees and Band Council members to promote and train Public Security Cotnmittees. The number of training sessions delivered and the number of Public Security Conunittees implemented will measure the longterm success of the project. A follow-up report will be available at the next Annual Conference on Police Services in

7 RECRIIITINGABONGtNAL CANDIDAT ES P y >tfaewh 2"us "There are over 30,000 aboriginals in post-secondary institutions in Canada," says Insp Len Busch, OIC Aboriginal Policing at Headquarters. These highly educated people should be the focus of RCMP recruiting efforts, and currently-serving aboriginal members must become aware of their importance as role models for prospective recruits from their communities. "Career days and posters are not enough," Busch stresses. We have to mentor people through the application process, and that takes effort." APD s Regional Offices Many of Canada's aboriginal peoples live in isolated areas, such as the Arctic Circle, where it is difficult for them to acquire the basic requirements to meet entrance requirements like the RCMP Police Aptitude Test. Between 1995 and 1999, Human Resources Development Canada has funded the Aboriginal Cadet Development Program to help young people with this disadvantage so that they can become qualified for police training. The program is designed to upgrade their academic shortfalls and to teach them other necessary skills such as driving and first aid; training which is not normally available in their communities. Once they have become proficient in these areas, they can apply to take the RCMP Police Aptitude Test, the first of many more steps along a road that may one day lead them to Depot. There may be concerns that special standards make it easier for aboriginal applicants to enter the force. "That's just not true," says National Aboriginal Policing Branch's Sgt Lawrence Aimoe. Aboriginal candidates will have been recruited and screened according to the Force's national standards for prospective RCMP cadets, and every course and activity they experience will be exactly the same as for any other troop going through Depot.
