1 TERMS OF REFERENCE D EVALUATION OF THE PROJECT DEVELOPMENT OF SOCIAL POLICIES AND A MIGRANT LABORER NETWORK IN ORDER TO PROMOTE POLICY ADVOCACY ACY OF THE HUE UNIVERSITY OF SCIENCES CIENCES, FUNDED BY ROSA LUXEMBURG STIFTUNG ABOUT THE ROSA LUXEMBURG STIFTUNG The Rosa Luxemburg Stiftung (RLS; originated from the registered association "Social Analysis and Political Education" founded in Berlin in In 1996, it was recognised by the Party of Democratic Socialism (PDS) as its close political education institution. The Party of Democratic Socialism transformed itself into PDS/Linkspartei, later renamed itself into Linkspartei (Left Party) which is one of two parties in Germany that formed the new party Die LINKE ( The Left ) in RLS has become a provider of civic education and a centre for progressive social research in both Germany and throughout the world. As one of six party-affiliated political foundations in Germany it supports partners in developing countries striving for social justice, strengthened public participation and economic development. In February 2009, the People's Aid Coordinating Committee (PACCOM) granted the licence for the representative office for Vietnam in Hanoi. In Vietnam, RLS ( embraces the mission of assisting Vietnam s transition to a market economy with socialist orientation. Currently, it is cooperating with approximately 20 partners (e.g. Hanoi University of Social Sciences and Humanities; Vietnam Union of Friendship Organizations; School of Law under Vietnam National University) by funding 20 projects (including one in Cambodia) on different topics like sustainable development, environment, social justice, political dialogue and more. 1

2 ABOUT HUS AND THE PROJECT BACKGROUND HUS HUS The Hue University of Sciences (HUS) is belonging to the Hue University, established in HUS has 14 faculties and four research institutes. The project team cooperating with RLS is formed by a group of researchers and professors from different fields of academia like: sociology, anthropology, history, and community development. PROJECT BACKGROUND In March 2009, RLS signed a Project Agreement with HUS to work on a project about migrant laborers. The original plan has been to conduct a research about migrant laborers in three provinces of migrants origin (Ha Tinh, Quang Tri, Thua Thien Hue) and two arrival locations (Ho Chi Minh City, South Vietnam and Savannakhet, Laos). The project lasted from January 2009 to December 2010, divided into two phases: During Phase I (January to December 2009) HUS conducted a research about the situation of migrant laborers in Central Vietnam and provided an analysis of effects of migration on economics, politics, culture and society in the place of migration origin and the arrival places of migrant laborers. In Phase II (January to December 2010), the project set up a Social Policy and Migration Research Network (POMINET). The Network is supposed to strengthen links between different universities, research institutes, governmental and non-governmental organizations in the three countries Vietnam, Laos and Cambodia. The research has led to a change in the perception and understanding of local authorities on migration issues. It helped to improve local policies in order to ensure and protect the legal rights for migrant laborers in the places of origin and arrival. In 2011, RLS supported the project to continue its activities in Cambodia and to connect the work with the local policy makers by providing evidence about the real situation of migrant laborers. This evidence was based on the research result of the project and helped local decision-makers to review and supplement their policies related to migrant laborers in their areas and regions. The project also kept the objective to raise the awareness among migrant laborers and local authorities on Safety and Social protection for migrant laborers by launching two communication campaigns in Laos and Cambodia. 2

3 RESEARCH OBJECTIVES The main objective of this consultancy is to evaluate the effectiveness of the cooperation between RLS and HUS. More specifically, this includes: To evaluate the relevance of the implemented project in respect to RLS s strategic aims and vision; To evaluate the project in terms of efficiency and appropriateness of its vision and strategy, management model, monitoring system, sustainability, needs of the target groups and relevant stakeholders, participation, gender aspects etc.; To develop recommendations for HUS and POMINET s future engagement and organizational development; To make recommendations for RLS based on the evaluation for how to improve or change RLS s approach and partnership model in regard to other partnerships and/or potential new partnerships. EXPECTED OUTPUTS The expected outputs of this evaluation are as follows: An evaluation impact assessment report (no longer than 40 pages; in both electronic and hard copies) in English which will be submitted to RLS within the scheduled timeframe including up to two revised versions based on the requirements of RLS; Specific recommendations for RLS s operation and the partner s project management and implementation. SCOPE AND REQUIREMENT OF THE CONSULTANCY The consultant is tasked with the entire process of evaluating four project sites. More specifically, this includes: Preparing necessary logistics for the research: hotel and transportation arrangements, stationaries, printing documents, etc.; Designing the research tools like interview guidelines and questionnaires; 3

4 Working together with the staff of HUS and RLS Hanoi; Conducting fieldwork to collect data in the selected sites of Hue, Quang Tri, Savannakhet (Laos) and Phnom Penh (Cambodia) if it s necessary for the evaluation. Contact and involve other relevant organizations and stakeholders of the cooperation in Laos, Cambodia and Vietnamese organizations in other provinces (if found necessary) in written form or via phone calls; Writing and presenting the final report in English. It is required that a participatory approach will be applied through the entire evaluation process. Voices of all stakeholders like local partners, local government, and local community, including women, will be included in the evaluation, ensuring equal representation of all. DESIRED QUALIFICATIONS OF THE CONSULTANT ONSULTANT(S) RLS requires the consultant(s) will possess the following qualifications: Having an advanced degree in related fields (e.g. anthropology, social sciences, development economics, public administration) from internationally recognized universities; Having thorough understanding of the socio-political sector and issues related to migration in Vietnam and in the South East Asian region; Having experiences in designing and conducting similar researches; Fluency in spoken and written Vietnamese and English. 4

RLS will reimburse the consultant on a lump sum base including evaluationrelated expenditures, such as accommodation, per diem and transportation.
