1 Call for Project Management Consultant to support the European Women s Lobby in the design of a Regional Forum on the Istanbul Convention Background: The European Women s Lobby (EWL) is launching a 12-month project on the Regional Forum for the Promotion and Monitoring Progress of the implementation of the Istanbul Convention in six Western Balkan countries and Turkey. This regional forum is part of the UN Women three-year programme Ending Violence against women: Implementing norms, Changing minds. The EWL s participation in this programme will run from - February The EWL is calling for applications for a consultant to act as Project Manager, who will work on the delivery of the project goals in close coordination with the EWL Secretariat and policy officers. Project goals: The EWL will design the Regional Forum for the Promotion and Monitoring the progress of the implementation of the Council of Europe s Convention on Preventing and Combatting Violence against Women and Domestic Violence in six Western Balkan countries and Turkey, that will take place in November The scope of this project comprises the following countries: Albania, Bosnia and Herzegovina, FYR Macedonia, Montenegro, Kosovo 1 and Serbia - and Turkey. The overall objective of the Regional forum is to take stock of the implementation of Istanbul Convention provisions and standards, so as to push this agenda forward by developing concrete proposals for action at national and regional levels. It will also aim to foster spaces for participation and interaction amongst women s civil society organizations and with other concerned institutions at different levels. To achieve these objectives, the EWL project is based in two main pillars which are designed to make recommendations on law reforms and policy reform related to eliminating violence against, and provision of support services in that region. The two pillars are as follows: Develop preparatory analytical work with regards to the implementation of the Istanbul Convention (February 2018-November 2018) Design key aspects of a Regional Forum and propose a list of civil society participants to the Regional Forum. (April February 2019) The EWL project does not include the logistical work required to organise and hold the Regional Forum. Tasks to be conducted by the consultant Here are the activities EWL expects the Project Manager to deliver on the objectives identified: 1 All reference to Kosovo, whether to the territory, institutions or population, in this document shall be understood in full compliance with United Nations Security Council Resolution 1244 and without prejudice to the status of Kosovo.

2 Activities Phase One Mapping of legislation and Policies on violence against women and the implementation of the Istanbul Convention Deliverables Develop a template questionnaire and research methodology for the mapping, ensuring to integrate the recommendations made by the EWL Observatory on Violence against Women and EWL members in the region. that both will be checked with the EWL Observatory on Violence against Women and EWL members in the region. Draft a call for and select consultants in each of the six Western Balkan countries & Turkey to who will be tasked with developing a comparative desk research. Draft guidelines and provide support for the consultants; this can be accomplished through s, webinars or online calls Monitor the progress and the work of the consultants in developing a country-by-country analysis based on literature review, legal and policy analysis and interviews Based on the research and analysis from the specialist consultants, produce a country-bycountry mapping report on legislation and policies on violence against women; assessing the quality of the existing frameworks in comparison to women s organisations vision. Recommendations and key demands from women s organisations regarding the adequate implementation of the Istanbul Convention and CEDAW General Recommendation 35 Provide regular feedback on the progress to EWL team and concretely to the EWL Policy and Campaigns Officer. Analysing and providing feedback to the draft country mapping Analysing the conclusions of the country mapping ensuring feedback is integrated. Develop recommendations for the Regional Forum based on the country analysis within the framework of the Preparatory meeting with women s organisations (see Phase two) Liaise with EWL Communications officer and external service providers to arrange the layout and printing of the mapping reports. Phase Two Design Key Aspects of the Regional Forum Identify a diverse pool of women s organisations within each of the countries specified who will be consulted. This activity must be developed on the basis of the mappings and also of cooperation with EWL member organisations, UN Women partners and other stakeholders in the region. Develop a draft concept paper for the Regional Forum. The concept paper will work alongside the country mapping reports as a basis of discussion for the preparatory meeting of women s organisations. A 1.5-day participatory meeting for women s organisations from the region; this is proposed to take place in June-July A Concept paper for the Regional Forum with a detailed agenda, list of moderators, speakers, rapporteurs and speakers for the individual panel discussions.

3 Activities Prepare and organise a 1.5-day the participatory meeting 2 of women s organisations in the region. The aim of this meeting is to - Set the agenda for the Regional Forum, including identifying the moderators, speakers, rapporteurs, background documentation and presentations. - Develop a list of proposed participants from women s organisations, platforms and networks - Define a set of key messages and a media strategy for women s organisations to be able to raise awareness on violence against women, provisions of the Istanbul Convention and the UN Women project. Deliverables List of proposed participants from civil society with specific emphasis in participants from Women s platform, networks and organisations. List will include a detailed justification for attendance and an outline of their projected input to the Regional Forum. A conclusion report on the Regional Forum based on the inputs from the speakers, rapporteurs and overall panel discussions. Cooperate with logistics officer at UN Women who will be managing the logistical organisation of the Regional Forum in November. Adjust concept note and list of participants as and when necessary Draft an Action Kit for the awareness raising strategy for Women s organisations including the key messages and media strategy developed during the women s organisation s meeting/workshop. Draft a report of the conference based on the inputs from the different speakers, rapporteurs and panel discussions Horizontal Activities: Cooperation with UN Women and Reporting Requirements Communication and coordination with EWL Policy and Campaigns Officer, EWL Members, EWL Observatory experts, UN Partners and women s organisations in the region is imperative. Delivery of quarterly Narrative and Financial reports Liaising with UN Women, specifically the person(s) in charge of the logistics of the Regional Forum and relationships with national governments. Regular communication is a priority. Manage the financial and narrative reporting requirements for the project. Ensuring regular communication with the EWL Finance Officer and EWL Policy Officer for this purpose. Essential Requirements/profile of the consultant Proven experience managing projects with multiple stakeholders in different locations Strong coordination and oversight skills Experience of transnational civil society networks especially operating in Europe and/or the Western Balkans 2 Note: the budgetary requirements for the participatory meeting including all logistical costs such as travel will be additional and not included in the proposal as per the application below

4 Clear understanding of intersectionality and ability to engage with the diversity of women s organisations in the region Excellent analytical skills and experience in developing research/mapping methods and tools Workshop design, agenda setting and facilitation skills Strong experience in financial management and excellent budget literacy Detail-oriented, focused and efficient with very good time management and organisational skills Knowledge of and experience in issues relating to violence against women and specifically remarkable knowledge of the provisions of the Istanbul Convention. Demonstrable commitment to gender equality and women s rights is essential Excellent report writing skills (in English). Availability and flexibility to work in this project between February 2018 and February Desired Skills Technical skills on digital and communication platforms Communication and advocacy skills an advantage. This piece of work is linked to the EWL work on Violence Against Women, therefore applicants must be familiarized and in agreement with the EWL position on male-violence against women Towards a Europe Free from All Forms of Male Violence against Women and the EWL charter of principles on violence against women. Location of Work It can be home-based. The consultant may be required to travel to Brussels for meetings with European Women s Lobby staff there and also for the participatory meeting with women organisations from the region. Some other travel may be needed, but it is expected that most of the coordination and interaction will happen virtually. The Project manager will also need to attend the Regional Forum in November The cost of these travels will be covered by the EWL and shouldn t be part of the Project manager consultant proposal.
