1 CALL FOR PROPOSALS Advancing Youth and Women s Participation and Leadership in Public Life The UN Entity for Gender Equality and Empowerment of Women-Cambodia Country Office (UN Women- Cambodia) is calling for proposals by Civil Society and/or Non-Government Organizations (CSOs/NGOs) to: (1) conduct a training and mentor youth leaders on advancing youth and women s participation and leadership in national and subnational decision making; and (2) hold a nationwide essay contest among youth on the Impacts of Climate Change to the Lives of Cambodian Women. What is the format for the proposal? GUIDELINES FOR THE SUBMISSION OF PROPOSALS Guided by the attached Terms of Reference, the proposal should contain, at a minimum: (1) a narrative proposal; and (2) a budget proposal which will constitute 80 and 20 percent of the evaluation criteria, respectively. The contents of the narrative proposal are as follows: a) Context and Problem Analysis A brief summary of the situation of youth leadership and participation in civic life, including in political activities, which should highlight the progress, barriers, gaps and challenges. The analysis should be evidence-based and pay close attention to the situation of young women and marginalized youth, such as LGBTI persons and youth living with HIV. Cite statistics and references. (Maximum length: 1 page) b) Justification: Analysis of why it is important to advance youth and women s leadership and participation in civic life. Also present a justification on why your organization is best suited to conduct the above mentioned training/mentorship and essay contest. (Maximum length: 1.5 pages) c) Expected Results: What are the expected outputs and outcomes that will be attained through this project? Note that the selected CSO/NGO will be fully accountable to UN Women-Cambodia for the delivery of the expected outputs. With regard to the outcomes, the proposal design should clearly show how the outcomes would be attained beyond the duration of the project. (Maximum length: 1.5 pages). d) Project Design: Description of strategies and approaches that your organization proposes to address the gaps and how the proposed strategies and activities will contribute to the advancement of youth and women s leadership and participation in public life in the country. In addition, the proposal should address how the organization intends to deliver the specific results as described in the attached Terms of Reference (TOR). (Maximum length: 2 pages) e) Log Frame and Implementation Work Plan: 1
2 Description of expected results (outcomes, outputs) and corresponding activities and work plan to conduct the activities. Please use the attached format. f) Partnerships: Include a description of the partners and resource persons needed to successfully implement the project and their roles, experience and capacities. Describe their track record in related undertakings and the nature of your organization s previous partnerships with them. (Maximum length: 1.5 pages) g) Institutional Profile: Brief description of the organization, including its registration details and relevant experiences in training and working with women, youth and marginalized sectors, and in undertaking large scale youth competitions. Provide/attach evidences showing the organization s qualifications to undertake the project. (Maximum length: 1 page) h) Risk management: Brief description of the organization s assessment of potential risks and how to manage and mitigate the risks that may affect the project s implementation. (Maximum length: 1 page) i) Sustainability: Brief description of the organization s sustainability strategies after project implementation. (Maximum length: 1 page) The budget proposal, which comprises 20 percent of the evaluation criteria, should contain a summary of the major expenditures that are needed to implement the work plan. The figures should be consistent with and actually derived from the work plan which is attached as Annex C. The requirements for a budget proposal are as follows: a) It should be output based (i.e. it means that the budget should show how much is required to achieve each output). b) The administrative overhead cost must not exceed 10% of the total budget. Any budget proposal that does not comply with this requirement may be disqualified. Applicants may include Annexes (supporting documents) such as: organizational brochure, previous annual report, audit reports, organizational chart, citations or recognition received in the field related to the project, and certificate of registration. Who can apply? Proposal can be submitted by an organization, or jointly by two or more organizations of any of the following categories: (a) Civil Society Organization/s; and (b) Non governmental Organization/s. The applying organization must be legally registered and must be operating in Cambodia. Evidence of registration must be attached to the application. What criteria will be used for the selection of the proposal? As mentioned above, proposal will be selected on the basis of technical (80%) and financial (20%) assessments. The technical assessment will review the following: 2
3 a) Extent to which the proposal fulfills the requirements of the Call for Proposals (5%); b) Clarity of the situation analysis and problem identification (15%); c) Soundness of strategy, proposed activities and expected results against the problem analysis (25%); d) Application of a participatory process to bring together various strategic partners (10%); e) Realistic work plan to complete the activities (10%); and f) Applicants institutional capacity and relevant experience (15%). Please take note that the selection criteria strictly require proposals to take a human rights-based and genderresponsive approach, including consideration of marginalized groups such as LGBTI persons and youth living with HIV. 4 TERMS OF REFERENCE Advancing Youth Participation and Leadership in Public Life Background Cambodia has one of the largest youth populations in South East Asia. According to Cambodia s National Institute of Statistics, females aged 29 years and under comprise a staggering 32.18% of the total population of 13, 395, 682 people 1. In other words, approximately one out of every three people in Cambodia is a female aged 29 years and under. It is significant to note that about 10% of Cambodian population is believed to be composed of LGBTI persons, according to CamASEAN Youth Future s data. Concerning LGBTI in Cambodia, there is no law and enforcement practices regarding same sex activity. Homosexuality is neither criminalized nor protected in Cambodia. There has been a sign of support to LGBTI people mentioned by the late King Father Norodom Sihanouk in 2004 and Prime Minister Hun Sen in Some support was shown through recognition of lesbian, bi-sexual and transgendered individuals in the National Action Plan to End Violence Against Women (NAP VAW) of MoWA ( ) and SOGI in the media training curriculum of the National AIDs Authority. Technically, LGBTI persons are entitled to all of the rights provided in Cambodian laws and in international human rights. However, the absence of SOGI in these legal instruments leaves out the ground for the prohibition of discrimination. 2 Cambodia is a party to a wide range of international human rights instruments and mechanisms that have been adopted to protect and promote the rights of women, and including women s rights to participate in democratic processes. Article 7 of the Convention on the Elimination of All Forms of Discrimination against Women (CEDAW), which was ratified by the Royal Government of Cambodia in 1992, reiterates the importance of women s representation in the political life of their countries, affirming that Governments have a responsibility to ensure to women, on equal terms with men, the rights: (a) to vote in all elections and public referenda and to be eligible for election to all publicly elected bodies; and (b) to participate in the formulation of government policy and the implementation thereof and hold public office and perform all public functions at all levels of government. 3 The role of women in democratic processes is also emphasized in the 2011 General Assembly resolution on women s political participation (A/RES/66/130), which reaffirms that the active participation of women, on equal terms with men, at all levels of decision-making is essential to the achievement of equality, sustainable development, peace and democracy. The youth, including young women and the marginalized, constitute a valuable human resource asset of Cambodia whose talents and energies are vital to sustainable development. 5 important social, cultural and economic force whose perspectives are crucial to a brighter future for the next generation. Nevertheless, their participation and voice in democratic processes remain limited. In the sector of environment, for example, which is particularly important given that Cambodia is highly vulnerable to the impacts of climate change and women are likely to be disproportionately affected, strong cultural and societal norms continue to limit women s voices and restrict their capacity to engage in political processes. In a context where a variety of barriers operate to obstruct collaborative action and advocacy, young women represent a critical entry point for facilitating transformed relationships between Government and citizens and between and among political parties. They also serve as an effective means of fostering the enabling conditions for increasing women s civic engagement and participation in leadership and decision-making. Such transformative change can function as a catalyst for the achievement of increased pluralism, and in turn, has the capacity to foster strengthened democratic governance and an environment in which gender equality and women s empowerment can be realized. UN Women operates in Cambodia to support the government, NGOs and civil society to work for the advancement of women, including youth, young women, and the most marginalized sectors of the population. UN Women-Cambodia uses a governance framework for its programming and as a primary focus area in Cambodia. Working with key partners, UN Women is contributing to national priorities to promote gender equality and women s empowerment through increasing accountability and women s participation is central to its work with both duty bearers and rights holders. By closely working with government, civil society, NGOs, UN agencies and other Development Partners, UN Women seeks to strengthen the capacity of female leaders and increase women s voice in public sphere and decision making to support national priorities on advancing gender equality and women s empowerment. UN Women-Cambodia has long recognized the need to work with and for young women. During , a range of initiatives have been undertaken, focused on increasing the capacity of young women leaders from diverse backgrounds to advocate for gender equality and women s human rights, and supporting the creation of new spaces for dialogues and the collaboration of young women to effectively influence change and have greater role in decision making. This Call for Proposal will add more value to the above interventions by strengthening the capacity of youth to advance women and youth s participation and leadership in civic life through training, youth-led initiatives, and the creation of a dynamic platform for their voices to be heard on national issues including policies and the impacts of climate change to women s lives. Objectives and Outputs of the Project a) Objectives: To strengthen the capacity of youth in advancing their participation and leadership in civic life, with attention to young women and the most marginalized; and To raise the level of awareness of Cambodian youth on the impacts of climate change to Cambodian women s lives. b) Outputs: At least 35 young women and men with capacity to undertake advocacy campaigns and activities that will increase the leadership and participation of women and youth in national and local decision making; 5
6 At least five (5) joint initiatives led by the training participants (such as debates, echo-trainings, production and dissemination of information materials and social media exchanges) to increase women and youth leadership and participation in civil life; and A summarized report on the Impacts of Climate Change on Cambodian Women s Life and Corresponding Recommendations from the Youth Sector. Possible Milestone Activities a) Training for at least 35 youth leaders on advancing youth leadership for increased participation of women and youth, including the most marginalized, in national and local decision making; b) Provision of seed grant for the trained youth (participants) and mentoring/coaching them to undertake initiatives to increase women and youth leadership and participation in civic life; and c) Launching of a nationwide essay contest among youth on the topic of Impacts of Climate Change to Cambodian Women and validation of synthesized ideas from the essays to prepare the report and recommendations on how to address the identified negative impacts.
