2 MACRO FACTORS (1) SOCIO-ECONOMIC CONTEXT GREECE 1. Greece is experiencing an exceptionally deep recession since The country s unemployment rate has more than tripled since the beginning of the crisis reaching 25% and even 55,6% among young people (under 25 years old- the highest in EU27). 3. Productivity growth is far below Eurozone average. 4. The competitiveness of the Greek economy is weak. 5. Greece will need to focus on reforms enhancing competitiveness, boost potential high growth sectors and the creation of sustainable jobs, leveraging private resources. 6. A key country specific challenges in Greece is the growth enhancing public expenditure 7. Disparities within and among Greek regions remain pronounced 8. Decreasing levels of public expenditure on education (2,75% of GDP in 2011)

3 MACRO FACTORS (1) SOCIO-ECONOMIC CONTEXT GREECE 1.The main challenges are: Unsustainable economic model that lacks competitiveness- Competitiveness & Public R&D investment are very low in Greece. High unemployment, in particular of young people and increasing social exclusion and poverty - At risk of poverty rate of the overall population in Greece is higher than the EU-27 average and with particularly low social protection's efficiency and effectiveness in reducing poverty. Also the decreasing levels of public expenditure on education need to be addressed. Insufficient key infrastructure networks to promote growth and jobs- key road, rail, port and airport, infrastructure networks are not yet completed, road safety remains alarming in Greece, lacks adequate energy networks

4 continued MACRO FACTORS (1) SOCIO-ECONOMIC CONTEXT GREECE 1.The main challenges are: Inefficient use of natural resources/climate change small renewable resources, serious problems of air quality exist in large urban areas etc Inefficient public administration hindering the development perspective of the country -Implementation of policies and reforms is a major weakness, lack of coordination & continuity in the public sector.

6 MACRO FACTORS TRUST ON INSTITUTION- GREECE Public trust in Greek institutions An overall decline of trust in political institutions is observed. It is interesting to observe that political trust altogether diminishes in Greece for government and is (practically) non-existent for political parties at the height of the crisis in As for the courts, the exposed failure to implement the law or hold political figures accountable and responsible for the country s predicament can be the reason behind the drop in trust.
