4 Component 5 (Readmission and Reintegration): Overview The Component aims to strengthen the capacities of central and regional state and non-governmental actors in Azerbaijan to implement sustainable reintegration of returned nationals (voluntary returnees and readmitted irregular migrants) Assessment of needs Proposal of reintegration framework Piloting of specific reintegration measures

5 Analysis Report: Readmission and reintegration The purpose of the report is to: 1. understand the situation of readmitted returnees to Azerbaijan from Europe (assessment of needs); 2. analyse main challenges faced by authorities and returnees; 3. give recommendations for how to improve successful reintegration of returnees (proposal for reintegration framework).

6 Methodology of the Report Case studies (the most specific cases of returned migrants according to their particular needs) prepared by the State Migration Service and ICMPD; Analysis of rights and social services available for general population measured against returnees possibilities (or challenges) to use these services and exercise these rights; Field visit (Nov 2016) to one of the regions of Azerbaijan on to interview local government representatives and to understand current support mechanisms in place; Focus Group meeting (Nov 2016): Joint discussion and analysis of challenges and lessons learnt by all relevant state authorities, EU MS, ICMPD and the Maastricht University experts.

7 Challenges of return/reintegration discussed in the Report: February 2014 December 2016: 193 persons readmitted, majority from Germany and Sweden. 1. Issues related to medical situation and/or disability (31+1); 2. Possible violations of human rights before and/or during readmission from the EU MS to Azerbaijan (10); 3. Access and reintegration into national labour market (11); 4. Issues related to education (including language education, and vocational training) (6); 5. Possibility for support in temporary accommodation for persons without relatives in Azerbaijan (21); 6. ID/registration issues.

8 Recommendations (I): Coordination in Azerbaijan Establishment of Focal Points (units) in each Ministry/ relevant body to have more efficient lines of communication and problem solving Establishment of an Interagency Working Group for the Focal Points regular meetings at the State Migration Service (established upon this recommendation in February 2017) Referral of returnees and further development of the reintegration framework

9 Recommendations (II): Information sharing Establishment of working contacts or specific focal points with each EU MS, in particular, Germany and Sweden as top countries who return the highest number of Azerbaijani citizens Get as much information about returnees in advance as possible (readmission request contains more information than readmission notice) Development of information brochure(s) for returnees containing relevant information about how to access different services including ID/registrations, medical care, employment, disability issues, education, heath, information about ASAN services, etc. Organisation of study visits on best or good practices of the EU MS with regard to how to deal with readmission and reintegration.

11 Implementation of recommendations The Interagency Working Group on reintegration issues was established led by SMS and comprised of all relevant ministries and state bodies and ICMPD representatives that is responsible for the further development of the reintegration framework in Azerbaijan. The first meeting of the working group took place in February 2017; Information brochure What do you need to know after residing abroad and returning back to Azerbaijan. The leaflet will be produced and will be available for distribution among returnees before/during and after return.
