2 Introduction More than one year into the project, IOM has assessed implementation modalities and decided to emphasize capacity building in a number of priority areas. Increasingly project tuned to assist Georgian authorities in meeting VLAP Phase II benchmarks Steady increase in number of project beneficiaries and numerous capacity building activities completed and scheduled. The website is the key visibility vehicle, supported by updates on Facebook, YouTube.

4 Component 1 Integrated Border Management Beneficiary: Ministry of Internal Affairs Capacity building activities: Workshop for MIA s Patrol Police and Migration Department on interviewing skills Study tour to Poland related to border risk analysis management Specialized computer training courses for individual Operational-Technical Department staff members preceding procurement of technical equipment for management of secure green borders. March 2015 IOM provides Keesing Fight Fraud licences to MIA Academy, Forensic Main Division and 3 border posts including Tbilisi International Airport
5 Green border security enhancement December 2014 January 2015: IOM green border assessments at Sarpi & Kirnati, Adjara and Vale, Samtskhe-Javakheti, ahead of procurement by EU of technical equipment for strengthening of these sections of the green border with Turkey. 13 January 2015 IOM visit to Red Bridge border checkpoint to assess MIA/RS risk analysis coordination February 2015 IOM reviews 3.2 million Euros equipment list provided by MIA s OTD and provides clarifications to EU in advance of procurement commencing 11 March 2015 IOM engages Synergy company to begin assessment/report of/on Human Resources police development in the Border Police
6 Beneficiary: Revenue Service Capacity building activities: Rules-of-origin training for Revenue Service officers Instructional Techniques training for selected Revenue Service officers Study tour to UK concerning Risk Analysis (scheduled)
7 Project Component 2 Capacity Building in combating irregular migration Capacity building activities: Three local IT experts assigned to support Georgian MFA in finalizing Consular Services Portal Cooperation Agreement signed with Ministry of Internal Affairs on Assisted Voluntary Return, including from the newly established Temporary Migrant Accommodation Centre run by the Ministry s Migration Department. IOM s ongoing Assisted Voluntary Return ex. Georgia and Reintegration Programme currently accommodated under the More for More project 13 migrants from African and Asian continents currently assisted. Total tally of AVRR assisted migrants from to date: 190.
8 Evolving priorities in capacity building Fraudulent document detection: analysis of initial training courses has learned that general skill level of front-line officers requires improvement. Twinning arrangement with the Netherlands under development for advanced training of group of key document experts in MIA. Support key offices in the MIA and PSDA to gain access to international document repositories. Smuggling of migrants: this crime is under-investigated and not properly understood across the law enforcement spectrum.
9 Mobility Centre information dissemination to potential migrants 51 outreach meetings with 1,995 potential migrants conducted in Samegrelo, Ajara, Samtskhe- Javakheti, Shida Kartli, Kvemo Kartli, Kakheti, Imereti, Racha-Lechkhumi (in close coordination with the MRA, MoJ and NGO Migration Centre ). F-M ratio: 59% 41% 1,921 individual consultations (968 phone, 819 face-to-face in MC, 134 electronic Top subjects of inquiry: work abroad (29 %), study abroad/au-pair (19%), assistance for relative/friend who is abroad (17%), visa procedures (13%), emigration (9%), asylum procedures abroad (8%)
10 Project Component 3 - Promote sustainable reintegration of Georgian returnees Mobility Centres established in Tbilisi (in the premises of the Ministry of IDPs from the Occupied Territories, Accommodation and Refugees) as well as in Batumi, Kutaisi and Telavi. Support to the operation of the Working Group of Reintegration under the State Commission on Migration Issues. Outreach to Georgian government bodies and interlocutors in EU MS (Belgium, Germany, Netherlands, Poland) for purpose of referral of individual returnees/returned migrants to the Mobility Centres, especially those with special needs.
11 Mobility Centre reintegration Visits to the Mobility Centre in Tbilisi by government delegations from Belgium, Greece, Lithuania, the Netherlands, Poland, Romania and Tunisia. Brochures on the services offered by the Mobility Centre kindly disseminated by the Patrol Police Department of the Ministry of Internal Affairs to readmitted persons on their return to Georgia at Tbilisi Airport. MRA has secured access to electronic readmission management system, thus enabling them to facilitate access to reintegration assistance for readmitted citizens of Georgia. To date, only 12 readmitted persons have approached the Mobility Centre with requests for assistance, of which 6 persons have received assistance.
12 Mobility Centre statistics Total number of returnees addressing Mobility Centre: 1,117 Reintegration projects for 431 registered beneficiaries are in varying stages of planning and implementation F-M ratio among direct beneficiaries: 51-49% Most often requested forms of reintegration assistance: small business development (262 expressions of interest, 116 projects funded), vocational education (72 interested, 29 assigned), medical assistance (36 persons) Top 5 countries where migrants who addressed the MCs returned from: Greece (442), Germany (114), Russia (81), Belgium (62), Ukraine (56) Top 5 countries where beneficiaries returned from: Greece (187), Germany (46), Cyprus (25), Ukraine (23) and Belgium (22)
13 Project component 4 Development of the Inter- Ministerial Migration Data Management System Technical support to the Office of the State Minister on Diaspora Issues for the development of the Diaspora web portal/social network completed. Information campaign for the popularization of this portal scheduled.
