System of Arrangement Records that are responsive to this FOIA request were found in the Quayle Vice Presidential Records: Staff and Office Files. As policy, Staff and Office Files are processed at the folder level, that is, individual documents are not selected and removed from a folder for processing. While this method maintains folder integrity, it frequently results in the incidental processing of documents that are not wholly responsive to the subject area. 1

2 Scope and Content The materials in S are the documents maintained by Vice President Quayle s National Security Affairs Office. These records consist of correspondences, briefing books, lists, press releases, printed material, remarks, reports, and schedules. Correspondence between VP Quayle and congressmen, private organizations, and private citizens discusses topics such as Central America, foreign aid, the Gulf Crisis, heath care, human rights, immigration, labor issues, the Soviet Union, and trade. Internal OVP correspondence arranges meetings, travel and scheduling, and provides background information and suggested themes for speeches. Briefing books contain travel schedules, meeting and travel arrangements, speeches and statements by VP Quayle, press guidance and press releases, and briefing papers on international topics such as trade, development assistance, intellectual property rights, foreign aid, and US investment in foreign countries. Press releases, printed material, reports, and speeches by VP Quayle and others address issues such as national security, international relations, human rights, immigration, trade, foreign aid, the Persian Gulf War, and US economic relations with foreign countries. These records are divided into ten series: 1. Clark, Nancy and Glassman, Jon, Files--Chron File contains correspondence, printed material, and speeches filed chronologically. 4 boxes 2. Correspondence Files are divided by year, then arranged alphabetically by sender. 14 boxes 3. Country Files consist of correspondence, press releases, printed material, and reports organized alphabetically. 9 boxes 4. Desert Storm Files include correspondence, printed material, and reports from the public, the Congress, and other various Federal agencies. 2 boxes 5. Foreign Travel Files consist of correspondence and briefing books related to VP Quayle s international travel organized chronologically. 28 boxes 6. Hilty, Joanne, Files Speech Files contain correspondence, printed material, and speeches arranged in reverse chronological order. 5 boxes 7. Lord, Cary, Files and Jackson, Karl, Files--Working Files include schedule proposals, appointments requests, and information for meetings. 2 boxes 8. Meeting Files consist of correspondences, lists, printed material, remarks, reports, and schedules filed chronologically. 19 boxes 9. OVP Control and Destruction Logs include lists of document control numbers and declassified routing and control receipts organized chronologically. 2 boxes 10.
