(319) Fax (319) Press Releases FEBRUARY 2014 On Saturday, February 01, 2014 at approximately 3:55 pm, Buchanan County Sheriff s Deputies responded to several 911 reports of a motor vehicle accident in the 1900 blk Washburn Avenue (Hwy 187) north of Hwy 20. A John Deere skid loader operated by Loras Manternach of Lamont was pushing snow in his driveway in the 1900 blk Washburn Avenue when he pulled out into the path of a 2013 Peterbuilt semi operated by Michael Olmstead of East Dubuque, IL. The semi s trailer struck the front end of the skid loader as it went by, spinning the skid loader around and tipping it onto its side. The semi-tractor and trailer continued southbound before stopping with the trailer partially in the ditch. Manternach was removed from the skid loader with assistance of emergency personnel and transported by air ambulance to Covenant Medical Center in Waterloo with serious injuries. Olmstead was not injured. The Buchanan County Sheriff s Office was assisted at the scene by the Lamont Fire Department, Winthrop Fire Department, Area Ambulance Service and AirCare. On Saturday, February 01, 2014, Buchanan County Sheriff s Deputies arrested Kyle Jo Hunt, 18, of Waterloo. Hunt was arrested on an active arrest warrant out of Buchanan County for an original charge of fourth degree Theft (serious misdemeanor). Hunt was transported to the Buchanan County Sheriff s Office and held. The Fayette County Sheriff s Office and the West Union Police Department assisted in this arrest. On Sunday, February 02, 2014, Buchanan County Sheriff s Deputies arrested Beau Andrew Hutchinson, 22, of Manchester. Hutchinson was arrested and charged with Driving While License Barred (aggravated misdemeanor) and Failure to File SR Insurance (simple misdemeanor). Hutchinson was also issued a citation for Operating a Non-Registered Vehicle. This arrest was made following a traffic stop in the 500 blk North Second Street in Quasqueton. On Sunday, February 02, 2014, Buchanan County Sheriff s Deputies arrested Richard Clancy Main, 37, of Independence. Main was arrested and charged with Public Intoxication (simple misdemeanor). This arrest was made following an incident in the 100 blk South Main Street in Hazleton. On Tuesday, February 04, 2014 at approximately 5:00 pm, Buchanan County Sheriff s Deputies executed a search warrant at 1302 Quonset Avenue south of Aurora. During the search warrant, deputies seized a total of 26 marijuana plants as well as drug paraphernalia items. Justin Lawrence Newman, 29, of Aurora was arrested and charged with Manufacturing a Controlled Substance with Intent to Deliver Marijuana (class D felony), second offense Possession of Controlled Substance Marijuana (aggravated misdemeanor), Failure to Affix Iowa Drug Tax A criminal charge is merely an accusation and the defendant is presumed innocent until and unless proven guilty in a court of law.
2 Stamp (class D felony) and Possession of Drug Paraphernalia (simple misdemeanor). Newman was transported to the Buchanan County Sheriff s Office where he was held pending appearance before a Magistrate. Afterwards, he will be released to the Fayette County Sheriff s Office on an active arrest warrant out of Fayette County for an original charge of Possession of Firearms by a Felon (class D felony). On Wednesday, February 05, 2014, Buchanan County Sheriff s Deputies arrested Alexander Andrew Corker, 26, of Independence. Corker was arrested on an active arrest warrant out of Bremer County for Failure to Appear. This arrest was made in the 1300 blk Third Street NE in Independence. On Wednesday, February 05, 2014, Buchanan County Sheriff s Deputies arrested Jason Eugene Short, 35, of Hazleton. Short was arrested and charged with first offense Operating While Intoxicated (serious misdemeanor). This arrest stems from an investigation into an incident on 01/20/2014 near the intersection of 150th Street and Fairbank-Amish Blvd. On Wednesday, February 05, 2014, Buchanan County Sheriff s Deputies arrested Jennefer Ann Westendorf, 37, of Oelwein. Westendorf was arrested and charged with second offense Operating While Intoxicated (aggravated misdemeanor). Westendorf was also issued citations for Failure to Carry Proof of Insurance, Open Container, Operation without Registration and Expired Driver License. This arrest was made following a traffic stop near the intersection of S Madison Street and E Sufficool Street in Hazleton. On Friday, February 07, 2014, Buchanan County Sheriff s Deputies arrested Mitchell Alan Devlin, 29, of Lamont. Devlin was arrested and charged with third offense Operating While Intoxicated (class D felony). This arrest was made following a traffic stop near the intersection of 120th Street and York Avenue. On Friday, February 07, 2014, Buchanan County Sheriff s Deputies arrested Linda Marie Lau, 41, of Independence. Lau was arrested on an active arrest warrant out of Buchanan County for Probation Violation. This arrest was made in the 900 blk Third Avenue SE in Independence. On Friday, February 07, 2014, Buchanan County Sheriff s Deputies arrested Norma Rae Quario, 26, of Hazleton. Qaurio was arrested on an active arrest warrant out of Buchanan County for Failure to Appear. This arrest was made in the 200 blk E Hayes Street in Hazleton. On Saturday, February 08, 2014 at approximately 11:30 am, Buchanan County Sheriff s Deputies responded to a report of multiple motor vehicle accidents on Hwy 20 near the 245 mile marker. Initially, a 1997 Ford F350 wrecker truck operated by Joe Bagby of Independence was in the process of removing a vehicle from the median of Hwy 20 at the 245 mile marker. A 2004 Ford Taurus operated by Molly Finkenbinder of Darlington, WI was traveling east on Hwy 20 when Finkenbinder lost control of her vehicle and collided with Bagby s wrecker along the side of the road. No injuries were reported. At the same time, a 2008 Chevrolet Impala operated by Sherri Johnson of Luana was traveling east on Hwy 20 near the 245 mile marker and lost control of her vehicle, entering the south ditch. A 2005 Ford Focus operated by Taylor Mundschenk of Dubuque was also traveling eastbound when he lost control of his vehicle and entered the south ditch, striking the Johnson vehicle. No injuries were reported. The roadways were snow and ice Page 2
3 covered at the time of these accidents. On Saturday, February 08, 2014 at approximately 9:50 am, Buchanan County Sheriff s Deputies responded to a report of a motor vehicle accident on Washburn Avenue (Hwy 187) near 220th Street. A 2001 Chevrolet Suburban operated by Kristin Schutte of Jesup was traveling north on Washburn Avenue. A 2009 Toyota Venza operated by Marc Snavely of Manchester was traveling south on Washburn Avenue. Due to blowing snow, Snavely wasn t able to see the Shutte vehicle and attempted a left turn, turning in front of the Shutte vehicle. Both vehicles collided in the intersection. No injuries were reported. On Wednesday, February 12, 2014, Buchanan County Sheriff's Deputies arrested Brandon Avery Samual Proctor, 32, of Aurora. Proctor was arrested and charged with first offense Operating While Intoxicated (serious misdemeanor). This arrest was made following the conclusion of an investigation into an incident that occurred on November 20, On Wednesday, February 12, 2014, Buchanan County Sheriff's Deputies arrested Stacia Marie Fruechte, 36, of Walker. Fruechte was arrested and charged with Possession of Controlled Substance Marijuana (serious misdemeanor), Possession of Drug Paraphernalia (simple misdemeanor). Fruechte was also issued a citation for Failure to Maintain Control. This arrest was made following a report of a vehicle that had struck a mailbox in the 800 blk E Linn Street in Quasqueton. On Wednesday, February 12, 2014 at approximately 8:00 pm, Buchanan County Sheriff s Deputies responded to a report of a vehicle that struck a mailbox in the 800 blk E Linn Street in Quasqueton. A 2002 Chevrolet Impala operated by Stacia Fruechte of Walker was traveling west on E Linn Street when she lost control of her vehicle, left the roadway and struck a mailbox. No injuries were reported. Fruechte was issued a citation for Failure to Maintain Control. Damage was estimated at $1,200 to the Fruechte vehicle. The accident remains under investigation and further charges are pending. On Wednesday, February 12, 2014 at approximately 2:30 pm, Buchanan County Sheriff s Deputies responded to a two-vehicle accident in the 2800 blk Jamestown Avenue (Hwy 150). A 2003 Chevrolet Silverado operated by Shawn Corkery of Rowley was traveling north on Jamestown Avenue when he attempted to make a left turn into a residential driveway, turning into the path of a 2008 Chrysler Town & Country driven by Robert Hoskins of Independence. Both vehicles collided in the roadway. No injuries were reported. Damage estimates were $9,000 to the Corkery vehicle and $7,500 to the Hoskins vehicle. The Buchanan County Sheriff s Office was assisted at the scene by the Iowa State Patrol and Iowa Commercial Vehicle Enforcement. On Wednesday, February 12, 2014 at approximately 10:45 am, Buchanan County Sheriff s Deputies responded to a report of a motor vehicle accident on Baxter Avenue north of 160th Street. A 2012 Ford F150 operated by Troy Pint of Jesup was traveling north on Baxter Avenue when a southbound 2000 International school bus operated by Steven Meyer of Oelwein crossed over the center line, causing both vehicles to sideswiped. There were students on board the Jesup Community School District bus at the time of the accident however, no injuries were reported. Damage estimates were $2,000 to the school bus and $800 to the Pint vehicle. Page 3
4 On Wednesday, February 12, 2014 at approximately 8:55 am, Buchanan County Sheriff s Deputies responded to a report of a motor vehicle accident on 290th Street west of Rowley. A 1997 Toyota Camry operated by Mitchell Platte of Rowley was traveling west on 290th Street when he lost control of his vehicle and rolled in the north ditch. No injuries were reported. Damage was estimated at $2,000. On Wednesday, February 12, 2014 at approximately 7:40 am, Buchanan County Sheriff s Deputies responded to a report of a motor vehicle accident on Hwy 20 near the 260 mile marker. A Iowa DOT snowplow, a 2013 International 7000, operated by Corey Thumma of Independence, was traveling west on Hwy 20 near the 260 mile marker. A 2005 Chevrolet Impala operated by Dexter Paris of Masonville was also traveling west on Hwy 20. While passing several vehicles, Dexter collided with the rear of the snowplow. No injuries were reported. Damage was estimated at $1,000 to the Paris vehicle. The DOT snow plow was undamaged. On Thursday, February 13, 2014, Buchanan County Sheriff's Deputies arrested Sheronda Dell Jean Scherrer, 37m of Aurora. Scherrer was arrested on an active arrest warrant out of Buchanan County for fourth degree Theft (serious misdemeanor). This arrest was made in the 300 blk Woodruff Street in Aurora. On Thursday, February 13, 2014, Buchanan County Sheriff's Deputies arrested Ryan Pearce Southworth, 18, of Winthrop, Ashley Nichole Weipert, 18, of Greeley, and Robert Gerome Wilkinson, 18, of Manchester. Southworth was arrested and charged with Possession of Controlled Substance Marijuana (serious misdemeanor), Driving While License Suspended (simple misdemeanor) and Failure to File SR22 Insurance (simple misdemeanor). Weipert was arrested and charged with Possession of Controlled Substance Marijuana (serious misdemeanor) and Possession of Drug Paraphernalia (simple misdemeanor). Wilkinson was arrested and charged with Possession of Controlled Substance Marijuana (serious misdemeanor). These arrests were made after a Sheriff s Deputy stopped to check on a vehicle that was parked along the shoulder of the roadway near 220th Street and Buffalo Creek Blvd east of Winthrop. On Friday, February 14, 2014, Buchanan County Sheriff's Deputies arrested Randolph Lee Blume, 57, of Hazleton. Blume was arrested and charged with second offense Operating While Intoxicated (aggravated misdemeanor). This arrest was made following the conclusion of an investigation into an incident that occurred on January 16, On Friday, February 14, 2014 at approximately 7:20 pm, Buchanan County Sheriff s Deputies responded to a report of a motor vehicle accident at near the 245 mile marker of Hwy 20. A 2009 Lincoln MKS operated by Melvin Weber of Jesup was traveling east on Hwy 20 when he attempted to merge left onto the Jesup exit. He missed the turn and entered the ditch, striking a road sign. No injuries were reported. Damage was estimated at $3,500 to the Weber vehicle. On Saturday, February 15, 2014, Buchanan County Sheriff's Deputies arrested Terry Dale Clayton, 54, of Margarettsville, NC. Clayton was arrested on an active arrest warrant out of Buchanan County for Failure to Appear. Adams was transported to the Buchanan County Sheriff's Office and held. The Des Moines Police Department assisted in this arrest. Page 4
5 On Saturday, February 15, 2014 at approximately 12:20 pm, Buchanan County Sheriff s Deputies responded to a motor vehicle accident on Hwy 20 near Henley Avenue. A 2001 Mitsubishi Galant operated by Erin Curley of Platteville, WI was traveling west on Hwy 20 when Curley lost control of the vehicle and entered the north ditch, striking a road sign. No injuries were reported. Damage was estimated at $2,000 to the Curly vehicle On Sunday, February 16, 2014, Buchanan County Sheriff's Deputies arrested James Stanford Adams, Jr., 21, of Waterloo. Adams was arrested on an active arrest warrant out of Buchanan County for Failure to Appear. Adams was transported to the Buchanan County Sheriff's Office and held. On Sunday, February 16, 2014, Buchanan County Sheriff's Deputies arrested Troy Wayne Riggs, 45, of Alburnett. Riggs was arrested and charged with Driving While License Revoked (serious misdemeanor) and Failure to File SR22 Insurance (simple misdemeanor). This arrest was made following snowmobile accident in the 2100 blk Carter Avenue east of Jesup. The Buchanan County Sheriff's Office was assisted at the scene by the Jesup Fire Department and Jesup Ambulance Service. On Monday, February 17, 2014, Buchanan County Sheriff's Deputies arrested Kyle Justin Rausch, 26, of Cedar Falls. Rausch was arrested and charged with second offense Operating While Intoxicated (aggravated misdemeanor). This arrest was made after a Sheriff's Deputy stopped to check on a vehicle that was parked near the 261 mile marker of Hwy 20. On Monday, February 17, 2014, Buchanan County Sheriff's Deputies arrested Joseph Patrick Jacoby, 32, of Jesup. Jacoby was arrested and charged with first offense Operating While Intoxicated (serious misdemeanor). This arrest was made following the conclusion of an investigation into an incident that occurred on January 11, On Monday, February 17, 2014, Buchanan County Sheriff's Deputies arrested Eric Richard Wolf, 48, of Jesup. Wolf was arrested and charged with first offense Operating While Intoxicated (serious misdemeanor) and Open Container (simple misdemeanor). This arrest was made after a Sheriff s Deputy stopped to assist a vehicle stuck in snow in the 300 blk Seventh Street in Jesup. During the arrest, Wolf became violent and was subsequently charged with Assault on Police Officer with Injury (class D felony), three counts of Assault on Police Officer without Injury (serious misdemeanor), Disorderly Conduct (simple misdemeanor), Interference with Official Acts (simple misdemeanor) and first degree Harassment (aggravated misdemeanor). Wolf was transported to the Buchanan County Sheriff's Office and held. On Tuesday, February 18, 2014, Buchanan County Sheriff s Deputies arrested Jeffrey Jackson Scherrer, 39, of Aurora. Scherrer was arrested and charged with Assault causing Injury (serious misdemeanor). This arrest was made following an incident in the 300 blk Woodruff Street in Aurora. On Thursday, February 20, 2014 at approximately 7:30 am, the Buchanan County Sheriff s Office received several 911 reports of a structure fire near Jamestown Avenue (Hwy 150) and 240th Street. A large commercial warehouse located at 2393 Jamestown Avenue had caught fire and Page 5
6 was engulfed very quickly. There were reports of explosions from inside the warehouse. The building is operated out of by S&M Logistics. Along with Sheriff s Deputies, Fire Departments from Independence, Jesup, Rowley and Winthrop as well as Area Ambulance Service responded and remained on scene until approximately 12:45 pm. No injuries have been reported. The cause of the fire is under investigation. On Friday, February 21, 2014, Buchanan County Sheriff s Deputies arrested Wyatt Lee Meyer, 34, of Ankeny. Meyer was wanted by the Iowa Department of Corrections as an escapee from work release. This arrest was made in the 500 blk South Street in Lamont. On Friday, February 21, 2014, Buchanan County Sheriff s Deputies arrested Dillon Floyd Grimm, 23, of Walker. Grimm was arrested and charged with Interference with Official Acts (simple misdemeanor). This arrest was made in the 3200 blk Quasqueton Blvd. This arrest stems from an investigation into an underage drinking party. On Saturday, February 22, 2014, Buchanan County Sheriff s Deputies arrested Russell Howard Horn, 50, of Independence. Horn was arrested on two active arrest warrants out of Buchanan County. One warrant was for original charges of third degree Sexual Abuse (class D felony) and False Imprisonment (serious misdemeanor). The second warrant was for Probation Violation. This arrest stems from an investigation into a sexual assault in the 2000 blk Wapsie Access Blvd north of Independence. On Sunday, February 23, 2014, Buchanan County Sheriff s Deputies arrested Charles Jason Arnold, 42, of Independence. Arnold was arrested and charged with first offense Operating While Intoxicated (serious misdemeanor). Arnold was also issued a citation for Failure to Carry Proof of Insurance. This arrest was made following a traffic stop in the 200 blk Third Avenue SE in Independence. On Sunday, February 23, 2014, Buchanan County Sheriff s Deputies arrested Jessica Marie Pirtle, 18, of Lamont. Pirtle was arrested on an active arrest warrant out of Buchanan County for Violation of Pre-Trial Release. This arrest was made in the 800 blk Prospect Street in Lamont. On Sunday, February 23, 2014, Buchanan County Sheriff s Deputies arrested Troy Randall Kennon, 37, of Independence. Kennon was arrested and charged with Domestic Abuse Assault causing Injury (serious misdemeanor), Assault (simple misdemeanor), Disorderly Conduct (simple misdemeanor) and four counts of Child Endangerment (aggravated misdemeanor). This arrest stems from an investigation into an incident that occurred in the 2300 blk Grant Avenue west of Independence. On Thursday, February 27, 2014, Buchanan County Sheriff s Deputies arrested Jose Virgilio Paz, 58, of Hazleton. Paz was arrested on an active arrest warrant out of Buchanan County for Failure to Serve Jail Time. This arrest was made in the 100 blk S Madison Street in Hazleton. On Thursday, February 27, 2014, Buchanan County Sheriff s Deputies arrested Brian Linn Rhines, 32, of Hazleton. Rhines was arrested and charged with fifth degree Theft (simple Page 6
