He has served as Senate president since 1987, making him the longest serving president in state history as well as the longest serving senate president in the country. Miller is a graduate of the University of Maryland School of Law and has been in private practice for 40 years. Saitta also chairs the Nevada Court Improvement Program, which seeks improvements in services to children and families in the child welfare system. She is a 2009 Toll Fellow.
