Mayor Ben Lawrence called the meeting to order. 2. Roll Call City Council Members present were Troy Tabor, Sheri Geisler, Clark Nelson, Caroline Hale, and Kris Estes. Council Member Byron Stout IV was absent. Staff: Police Chief Michael Keller, Chief Financial Officer Donna Davis, Fire Chief Chad Russell, Assistant City Administrator Jennifer McCausland, City Attorney JT Klaus, Public Works & Community Development Director Les Mangus, City Clerk Susan Renner, and City Administrator Sasha Stiles. A/V: Cindy Barrett 0:01 3. Invocation was given by Police Chaplain Greg Perkins. 0:02 4. Pledge of Allegiance was led by Mayor Ben Lawrence. 5. Public Forum Danielle Stumphauser, 323 E. Tall Tree, Derby, Kansas, asked the Council for permission to hold her wedding ceremony in the grassy area west of Lake George in Central Park on September 19, The Council had no issue with the request. 0:04 6. Acceptance of Agenda Mayor Ben Lawrence requested an addendum of a contract with Rice Foster for the CVB and an executive session be added to the end of the agenda. Page 1 of 6

2 Council Member Caroline Hale requested the addition of an executive session prior to agenda item number 10. Both executive sessions are for discussions of attorney-client privileged information. A motion was made by Council Member Clark Nelson, seconded by Council Member Sheri Geisler to accept the agenda as modified. Motion carried 5/0. 0:06 7. Presentations a. Police Chief Keller introduced four new Police Department Chaplains, three of which were in attendance; Brad Tuggle, East Evangelical Free Church; Daniel Ivey, Anchor Baptist Church; and Todd Griffin, Eastside Community Church. Pastor Patrick Barber, East Point Church of Christ, was unable to attend. Police Chief Keller noted that although the churches are located in Wichita all of the pastors are Andover residents. 0:09 b. Martha Farrell, First Generation Video, presented a seventeen minute video, the Welcome to the Andover Channel commissioned by the CVB. Ms. Farrell briefly explained her and the company s backgrounds. She added the video, when completed, will be approximately twenty minutes in length and will play on Andover Cox channel 7 at the top and bottom of each hour. 3 Kandace Hunt, Planning & Zoning part-time administrative assistant, at an hourly rate of $15.00, effective November 4, Ms. Hunt previously held this position and has been brought in to assist the department during the absence of Daynna DuFriend who was seriously injured in a car accident while on vacation. e. Approval of employee service awards for 2014 Five year awards of $100 each Police Department: Justin Phillips; Buck Buchanan; Braxton Hill Court: Juanita Botkin Park Department: Robert Mayer Street Department: Vern Tripp Twenty-five year award of $500 Administration: Les Mangus IT: Bill Duggan f. Approval of check request for CVB funds to the Andover Days Inn for vouchers from September 29 through October 30 in the amount of $1,520. g. Approval of Cereal Malt Beverage license renewals for 2015 i. City of Andover, 1607 E. Central ii. Presto #1614, 2035 N. Andover Rd. iii. Presto #1619, 105 W. Central Avenue A motion was made by Council Member Clark Nelson, seconded by Council Member Kris Estes to approve the consent agenda as presented. Motion carried 5/0. 0:31 9. Westar Energy charge order # for electric at the 21 st Street monument in the amount of $7, Les Mangus explained the monument plans include electrical service for lighting the monument and potentially irrigation and this is for underground service. A motion was made by Council Member Clark Nelson, seconded by Council Member Sheri Geisler to approve the change order as presented. Motion carried 5/0. Page 3 of 6

4 0:32 Add-on Executive session attorney-client privileged information A motion was made by Council Member Caroline Hale, seconded by Council Member Sheri Geisler to go into executive session for approximately five minutes and to include the Governing Body, City Administrator and City Attorney. Motion carried 5/0. 0:49 A motion was made by Council Member Troy Tabor, seconded by Council Member Sheri Geisler to come out of executive session. Motion carried 5/0. No action was taken as a result of the executive session. 10. Municipalities Continuing Disclosure Cooperative Initiative Questionnaire Sasha Stiles explained this document has been prepared by City Attorney Klaus and outlines the City s official statements regarding continuing self-reporting disclosure with the SEC. A motion was made by Council Member Troy Tabor, seconded by Council Member Sheri Geisler to approve the document as presented. Motion carried 4/1. Council Member Clark Nelson opposed. 0:50 Add-on Rice-Foster agreement addendum Mayor Ben Lawrence explained this addendum is to the Phase III services agreement for the study of the proposed Amphitheater in Central Park. He added at the most recent CVB meeting in an effort to make it easier to fund raise for the project it was decided to revise the cost estimate to reflect a phased in implementation of the project. The cost of the revisions are being paid from CVB funds in an amount not to exceed $655. A motion was made by Council Member Clark Nelson, seconded by Council Member Kris Estes to approve the addendum and authorize the Mayor to sign. A motion was made by Council Member Kris Estes, seconded by Council Member Troy Tabor to go into executive session for approximately five minutes and to include the Governing Body, City Administrator and City Attorney. 5 1:00 A motion was made by Council Member Sheri Geisler, seconded by Council Member Caroline Hale to come out of executive session. No action was taken as a result of the executive session. 11. Member Items Council Member Troy Tabor had none. Council Member Sheri Geisler Asked for prayers for a speedy and infection free recovery for City employee Daynna Dufriend. Council Member Clark Nelson Also commented on Daynna s recovery. Council Member Caroline Hale Asked for clarification of the road closing by KDOT to tear down the bridge on Sante Fe Lake Road. o Mr. Mangus will get clarification. o Fire Chief Chad Russell stated the notice read that the road would be closed during the night hours of 8pm to 8am each of the three days. Council Member Kris Estes Commented on Daynna s recovery. Thanked the Veterans for their services and also thanked the Andover Fire Department for performing honor guard at Butler Community College Veterans Day ceremony. (Kris is also a veteran) Mayor Ben Lawrence referred to the Chamber of Commerce Annual Banquet flyer on the bench and asked if any of the Council members were planning to attend. As a Chamber Member he is planning on attending and asked if any other Council Members would like to get a table. Sasha Stiles confirmed the Council Members, not the City, would be paying for the tickets to the event. (it was determined after the meeting that the City receives 12 tickets as part of their Chamber membership) A motion was made by Council Member Troy Tabor, seconded by Council Member Sheri Geisler to adjourn.
