Call Meeting to Order The meeting of the Permian Basin MPO Technical Advisory Committee (TAC) was called to order at 8:03 a.m. by TAC Chairman, Cameron Walker. 2. Introductions Evans Kessey, the new Director of Highways and Streets Department for Ector County was introduced to the TAC. Approve Minutes for the February 2, March 2, and March 10, 2017 Meetings A motion was made by David Peck and seconded by Hal Feldman to approve the minutes for the February 2, March 2, and March 10, 2017 meetings. The motion passed unanimously. 4. Approve the draft mobility corridor map Comments from the last TAC meeting were presented to the Policy Board who then directed staff to bring the map before the TAC again with some recommendations. John Speed suggested differentiating corridor importance in the MPO boundary, I-20 would be the most impactful since it is on the National Corridor Freight Network, then the on-system roads that are used the most and impact the region such as the loops, SH 191, FM 1788, SH 158, and then the local significant projects. An updated map was distributed that is different from the map in the packet and Cameron explained the changes made, which includes calling it a system of Regionally Significant Corridors. Gary suggested labeling all the future on-system and off-system roads with route to be determined because they would have to go through the NEPA process. Cameron went through everything that was added after the last TAC meeting and there was discussion on extending certain road limits and removing others. A motion was made by Tom Kerr and seconded by Hal Feldman to approve the draft regionally significant corridor map with the changes suggested. The motion passed unanimously. John Love pointed out that CRC 1250 is an important road to the City of Midland and he wanted to bring it to the TAC s attention since it was not labeled on the draft, Cameron asked if anyone wanted to consider an amendment. A motion was made by Matt Carr and seconded by Tom Kerr to come back to this item and reexamine the map after John Love pointed out that CR 1250 was not labeled. The motion to consider the map amendment passed unanimously. CR 1250 is on the City of Midland s Thoroughfare Plan and funding is shown for a complete interchange at I-20 and the road is also an important Midland north/south connectivity corridor. Jose added that this road almost mirrors Faudree and FM 1788, going north and south at the intersection of 1-20, past BI-20, with a new interchange at Hwy. 191, past Hwy. 158, and then tying in to Craddick Hwy (SH 349). A motion was made by Matt Carr and seconded by Tom Kerr to approve the draft regionally significant corridor map with the changes, including adding CR The motion passed unanimously. Approve the project evaluation score card Staff went through the Federal and State scoring requirements and reminded the TAC that a resolution signed by the Policy Board was sent to TxDOT stating that the MPO is in compliance with those regulations. Cameron presented a spreadsheet that shows the requirement and where it is covered on the score card. There was discussion about needing a definition key for some of the requirements listed such as system security and system resiliency, which staff will put together and have ready for the next meeting. Cameron also mentioned another special meeting was needed because of the time spent on the score card and draft regionally significant corridor map and still needing to begin scoring projects. The TAC then went through the score card to review the changes from the previous meeting. Tom asked if the Policy Board was going to want to approve the score card if more changes are made today. Policy Board member John Love answered that he did not think the Board is required to approve it, but will take TAC s recommendations. Gary suggested presenting it to the Board as an information item so the TAC could get everyone s input and take them into consideration in future meetings. Bill asked when the projects will be scored and Cameron answered a list needs to be delivered to TxDOT by July, meaning action by the Policy Board should happen by June. Cameron then asked the TAC if the May meeting is enough to begin scoring or if a special meeting needs to be scheduled. Gary stated that the definitions could be presented to the Board at the April 17 th meeting, then the TAC could meet on April 20 th as well as the regular May 4 th meeting to score projects and present the draft list to the Board at the May 15 th meeting. Everyone agreed April 20 th would be a good date to meet. The TAC then went through the score card and made some changes in scores and wording to some of the questions for better understanding. A motion was made by David Peck and seconded by Hal Feldman to approve the scoring criteria and score card with the changes made. The motion passed unanimously. 6. Approve a range of funding allocation percentages for mobility corridors This is the third topic the Policy Board has asked the TAC to review, along with the corridor map and score card. The TAC now needs to separate the corridors by funding allocations, staff put suggested percentages and presented the draft recommendations to the group. Along with the percentages, staff shows the HB 20 requirements and the four factors that Decision Lens focuses on; safety, congestion reduction, connectivity, and economic development. Bill suggested calling the allocations targets, rather than goals since it may not hit that number. Tom asked if the scoring criteria reflected the allocations, pointing out that the percentages do not match what the TAC voted for on the score card. Cameron also mentioned he was not clear on if these allocations were to be applied only to the projects in the MTP, or is it a guidance on how the Board wants to apply the funds in general. Chad stated that the allocation to I-20 should be high to show the Transportation Commission the MPO is committed to that corridor. Matt suggested TxDOT and local agencies research to see what they have spent on I-20 to help see where the PERMIAN BASIN MPO TECHNICAL ADVISORY COMMITTEE MEETING MAY 4, 2017 P A G E 4

5 percentage should be. Bill also suggested putting ranges instead of set numbers because we cannot predict how much of each category funds are coming, but when they do come in or some is left over, it can be put it at the bottom range. Cameron mentioned that there is not enough time for all entities staff to go through the history of projects and complete the research Matt suggested, and he would not want to burden everyone with that task. Discussion went on regarding the allocation percentages and the TAC agreed to drop the four requirements with their own percentages to avoid confusion and since these have already been considered in the score card. A motion was made by Hal Feldman and seconded by Matt Carr to approve the range of funding allocation percentages for mobility corridors with the changes. The motion passed unanimously. 7. MPO Staff Reports a) List of potential projects Staff requested all lists be turned in by the special meeting on the 20 th. b) Decision Lens Training Staff has attended training on this new software, Cameron encouraged others to consider it as well. c) UTP Revision Revisions were done March 28 th, one being the interchange at CR 1250 by Schlumberger and the revision to the funding sources for the US 385 and Loop 338 project. d) Discussion re: AADT and TTI s Congestion Index Report Next month, Lorrine will present the most recent traffic volume numbers and discuss how they tie into the congestion index report that TTI put out for the top 1800 congestion locations in the state. Staff will consider putting this off until June s meeting due to project scoring, which is top priority. 8. Agency Reports a. TxDOT Chad: News event today from 1:00 p.m. 3:00 p.m. at the Ector County Coliseum for Work Zone Awareness Week. There will have a mobile set-up with equipment. Cameron added that about a week ago at the Permian Road Safety Coalition there was a video played by UP showing what happens when a train hits an 18-wheeler that he felt was very impactful. He also encouraged everyone to attend their meetings. b. City of Midland Jose: Had a ribbon cutting for Beal Parkway, it opened to a 3-lane configuration but also has bike lanes. Briarwood (from Holiday Hill going west just past Avalon) is moving forward and should be done in May, there will be a ribbon cutting for that also. The Midland Center has been demolished and there will be a lot of traffic detours because they are extending water and utility lines to where the new Midland Center will be built. 6 at other options since Hotel Santa Rita is not happening, but there are some good exciting prospects that will be in conjunction with the convention center. Annexations are going through for 120 acres on Legacy Addition and about 36 acres on Grasslands, which will have a big economic and land use impact. c. Midland County None d. City of Odessa Hal: Contractor is putting in curb and gutter on 87 th St. between West County Rd. and Golder. Contractors begin mill and overlay later this month on 31 st St. between Andrews Hwy. and Maple. University is ongoing. Tom: There will be a groundbreaking event April 18 th for the Marriott Hotel/Convention center from 6:00 p.m. 9:00 p.m. and it is also a celebration of the City s incorporation. It will be taking place downtown by the Ector Theatre. e. Ector County David: Got bids in for the last CERTZ project and the court will award the job on Monday. Evans: Sealcoat project going on and materials are coming in to sealcoat Yukon, Dixie, and Golder by the end of May which will probably be done by contractors. f. Martin County None g. Establish a revised priority project scoring list The TAC has committed to complete the scoring exercise at this meeting in order that the MPO may forward a scored list of projects to the Policy Board for their awareness at the May 15 th meeting. All entities have submitted project score cards; these were forwarded as part of the TAC May 4 th packet. Please plan to score the new projects (red) from the master list. Agenda Item No. 5. MPO Staff Reports a) Travel Demand Model Training Consultants will be at the Permian Basin MPO offices May 23 rd and 24 th for the second Travel Demand Model Training exercise. b) 2017 November TIP Revision Recent actions by the Transportation Commission require an amendment to our FY TIP. These actions include the approval of funding for projects; US 385/ Loop 338 Overpass, the Loop 250/CR 1150/CR 60 Overpass and the IH 20/CR 1250 Interchange,. Any additional projects assigned funding in the August UTP update will also. c) MTP Revision Schedule At the April 6 th TAC meeting members agreed to the following tentative revision timeline. TAC Scoring Projects April 20/May 4 Board Draft List May 15 Board Final List and begin Public Comment Period June 19 Board approve MTP July17 Delivery to TxDOT by end of July Agenda Item No. 6.
