3 MEETING MINUTES Des Moines Area Metropolitan Planning Organization (MPO) (FRT) 3:00 p.m., Thursday, May 20, 2015 Des Moines Area MPO Large Conference Room The MPO (FRT) held a meeting at 3:00 p.m., on May 20, 2015, at the Des Moines Area Metropolitan Planning Organization s Burnham Conference Room. Call to Order Chair John Wahlert called the May 20, 2015, meeting to order at 3:02 p.m. 2. Welcome and Introductions The group introduced themselves to one another. 3. Approval of Agenda No issues were reported with the May 20, 2015 agenda. 4. Approval of Minutes No issues were reported with the March 18, 2015 meeting minutes. 5. Report: Des Moines Rail Port Transload Facility Update Rita Conner, with the City of Des Moines, provided the roundtable with an updated status of the Des Moines Rail Port Transload Facility. 6. Report: Shipping Container Coordination John Wahlert, Tim Woods, and Andrew Collings provided an update on the Shipping Container Coordination Project and the collaboration with CyBIZ Lab. 3 FY 2010 Des Moines Area Metropolitan Planning Organization. 4 7. Report: Truck Driver Shortage Andrew Collings lead a discussion on the impacts of the national truck driver shortage on the Des Moines Metro. 8. Report: Freight Network Optimization Study Craig Markley from the DOT presented the Iowa DOT s findings from the Freight Optimization Study. 9. Report: Fiscal Year 2016 Schedule Andrew Collings discussed the upcoming FY 2016 scheduled meetings with those in attendance. 10. Other Non-Action Items of Interest None. 11. 5 Item No. 5 ISSUE: Des Moines Rail Port Transload Facility Update REPORT: Update on the City of Des Moines progress on developing the Rail Port site. The City of Des Moines staff finalized the draft Rail Port RFQ and RFP, and presented the draft documents to the council at their May 4, 2015, meeting. The council unanimously voted in favor of distributing the RFQ and RFP. Both documents will included the priority matrix that was develop with input from the Rail Port committee as well as a copy of the Des Moines Rail Port Feasibility Study. The City of Des Moines distributed the RFQ the week of May 18, 2015, with a June 22, 2015, deadline. The City received four responses to the RFQ. The City is in the process of scheduling a committee meeting to review the RFQ s, and select which operators to invite to complete the RFP. The operators will have four to six weeks to complete the RFP. Staff will provide the Roundtable with a full update at the July 16, 2015, meeting. None. Report and discussion only. 6 Item No. 6 ISSUE: Shipping Container Coordination REPORT: Update on the CyBiz Lab shipping container coordination project. The first phase of this project began when ISU started the summer session. At the end of the summer, the students will provide a report on their findings. This report will be used to determine if the second phase will be pursued this fall. Several conference calls and meetings have been held with the CyBIZ Lab students and faculty. An update will be provided on the status of the project. None. Report and discussion only. 7 Item No. 7 ISSUE: Greater Des Moines Partnership and the Brookings Institute Report and discussion of the Greater Des Moines Partnership s collaboration with the Brookings Institute. The Brookings Institute recently selected the Greater Des Moines Partnership as collaborative partner in researching and promoting foreign direct investment in Iowa. A recent example of foreign direct investment is the $1.8 billion fertilizer plant in Wever, Iowa by the Egyptian company Orascom. The Partnership is projecting that the project will add 240 permanent jobs and 1,900 construction jobs. Ryan Carroll, Project & International Trade Manager, will be here from the Greater Des Moines Partnership to provide an overview of the project and their partnership with the Brookings Institute. 8 Item No. 8 ISSUE: MPO Congestion Management Policy Report and discussion of the MPO s proposed Congestion Management Policy. MPOs with a population over 200,000 are required to develop a Congestion Management Process (CMP) to define the process by which the region will monitor and manage congestion. The MPO last updated its CMP in July 2013 to comply with federal regulations. However, the CMP must be updated to align with Mobilizing Tomorrow. Since the July 2013 CMP s development, Federal guidance has been released placing more emphasis on travel time reliability and delay versus traditional level of service when evaluating congestion issues. As a result, the MPO has access to more sophisticated congestion information, such as INRIX. MPO staff intends to work with the Engineering and Planning Subcommittees, as well as groups like the Traffic Management Advisory Committee, to develop the CMP update. Included, immediately following, is a document outlining the parameters for identifying congested roadways. None. Report and discussion only. 9 Proposed Des Moines Area MPO Congestion Management Metrics and Thresholds Level 1 To determine potential congestion, roadways will be reviewed to determine their Peak Hour Level of Service (LOS) and Speed as a Percentage of Free Flow Speed. If LOS is below D or the Percent of Free Flow Speed is below 40% then the analysis will move on to the second level. If neither one of those two criterion is met, then the road is determined to not be congested. Using the tables below, if a roadway has a combine 8 points or more, then it is considered congested. If it receives 7 points or less then it will be considered not congested. 10 Item No. 9 ISSUE: Best Practice Series Complete Communities REPORT: Discussion regarding the next best practice series related to site design and its relationship to freight transportation. The MPO Staff is preparing to being the next best practices series. The forthcoming series will focus best practices creating complete communities. The plan is to provide a presentation and a 1-2 page report on each of the main topics selected. Included, immediately following, is a summary of the potential topics to cover under this best practices series. The proceeding best practice series focused on complete streets. The plan for this series is to look at various site design practices that help to crate complete communities. Staff requests that the Planning Subcommittee review the list of potential topics, provide feedback, and determine which categories to prioritize.
