1 July 6, 2015 REGULAR MEETING PG.1638 The first meeting of July for the Denver City Council, Bremer County, Iowa was held on Monday July 6, 2015 at the Denver City Hall Council Chambers. Council members present were Dave Larson, Jeremie Peterson, Mark Richmann, Mary Scharnhorst and Joel Wikner. There were eight people in attendance. Jason Walters informed the Council the Playground Committee has raised $198,000 in about 4 weeks. The Playground Build dates are August The Tot Lot will be closest to Discoveries Pre-School. Seegers Truck Line is donating a semi trailer to keep playground materials inside. The Playground Committee would like to have East Franklin Street closed for a week and a half in order to dump the Engineered Wood Mulch, sand and road stone to be used during playground construction. During construction they will have three shifts working, Shift 1 is from 8:00 a.m. to Noon, Shift 2 12:30 p.m. - 5:00 p.m., Shift 3 5:30 p.m. to 8:00 p.m. They have a FACEBOOK Page available to access for the most up-to- date information on the playground and the Playground Committee is now transitioning to recruiting volunteers to help build the playground. They still need 5 Build Captains. Motion Larson, second Scharnhorst to approve the Playground Design the Site Location of the Playground and to close one block East Franklin Street between Discoveries Pre-School and the Denver City Park from August 12-24, AYES: Larson, Peterson, Richmann, Scharnhorst, Wikner. NAYS: None. Jennifer Happel presented the Denver Breakaway Days Schedule of Events for August 13-16, New this year they added Teen Night beginning on Thursday Night. The Carnival will be Open from 7:00-10:00 p.m. and music by Knotaclu. There will also be a Frisbee Golf Tournament at Brandt Park and a Sugar Cookie Decorating Contest. Motion Peterson, second Scharnhorst to approve a Class B Outdoor Service Application for the Denver Breakaway Days to be held on August 14, 15, 16, 2015 at Prestien Park. AYES: Larson, Peterson, Scharnhorst, Wikner. NAYS: None. Engineer Bob Bamsey updated the Council on the construction progress of the Denver Wastewater Treatment Plant. The good news is the South Lift Station Project is completed and operating; the flow meter to the Mobile Home Park has been installed and is operational. DI-MAR Construction continues to

Motion Larson, second Richmann to approve Resolution No Change Order #4 for the South Lift Station and Force Main Project to adjust Final Project Quantities and Programming Pumping Station Controls was a deduct in the amount of $3, ROLL CALL VOTE: AYES: Larson, Peterson, Richmann, Scharnhorst, Wikner. Motion Wikner, second Larson to approve Resolution No Final Pay Request #10 and Project Acceptance of the south Lift Station Project in the amount of $19, ROLL CALL VOTE: AYES: Larson, Peterson, Richmann, Scharnhorst, Wikner. NAYS: None. Motion Peterson, second Scharnhorst to approve Resolution No Change Order #3 for DI-MAR Construction Inc. for the Denver Water Pollution Control Facility Project to Extend the Substantial Completion Date to August 31, 2015 and add Firewall Software to WPCF Controls in the amount of $1, ROLL CALL VOTE: AYES: Larson, Peterson, Richmann, Scharnhorst, Wikner. NAYS: None. Motion Scharnhorst, second Richmann to approve Resolution No for Pay Request #14 for DI- MAR Construction Inc. for work completed on the Denver Water Pollution Control Facility in the amount of $394, ROLL CALL VOTE: AYES: Larson, Peterson, Richmann, Scharnhorst, Wikner. NAYS: None. Motion Wikner, second Scharnhorst to approve Resolution No a Five-Year Biosolids Contract with Nutri-Ject Systems Inc. to remove and dispose of Biosolids from the Denver Wastewater Treatment Plant. ROLL CALL VOTE: AYES: Larson, Peterson, Richmann, Scharnhorst, Wikner. NAYS: None. Motion Richmann, second Peterson to approve Resolution No Approval of Application for a $25,000 Residential Development Grant at 510 Schumacher Blvd. for Michael Moss. ROLL CALL VOTE: AYES: Larson, Peterson, Richmann, Scharnhorst, Wikner. NAYS: None. Motion Scharnhorst, second Richmann to approve Resolution No for Blacktop Service Co. to perform Street Repair and Seal Coat work this summer for in the amount of $49, ROLL CALL VOTE: AYES: Larson, Peterson, Richmann, Scharnhorst, Wikner. NAYS: None. The Council plans on adopting an Ordinance to establish Park Hours from 6:00 a.m. to 11:30 p.m. at its next Council Meeting. Larry Farley presented the all the rates for Building, Electrical, Plumbing and HVAC Permits from the Bremer County Building & Zoning. The Council reviewed the Pledged Securities held at the Denver Savings Bank. Each day the Pledged Securities well exceed the amount of Public Funds the City of Denver has on deposit at the Denver Savings Bank. Motion Larson, second Peterson to approve Kendra Knowles, Scott Rothmeyer and Chris Hovey to the Denver Park & Recreation Board. AYES: Larson, Peterson, Richmann, Scharnhorst, Wikner. NAYS: None.

6 PG.1643 Motion Larson, second Peterson to approve changing the City Council Meeting on Monday September 7, 2015 to Tuesday September 8, 2015 in Observance of the Labor Day Holiday. AYES: Larson, Peterson, Richmann, Scharnhorst, Wikner. NAYS: None. In Other Business Councilman Peterson requested letting the contractor building the Sewer Plant to leave the gate open after they leave so people can dump their Yard Waste and weed eat the detention Basin. Mayor Diercks informed the Council that parking on West Main Street by The Sweet Spot will be signed and painted for Parallel Parking. Mayor Diercks also informed the Council that the Denver Police Department has requested additional Speed Limit Signs to be installed on Prestien Drive and Fayette Street. Councilman Larson requested mowing the weeds at the South end of Schneider Street by the Walking Trail. Motion Larson, second Wikner to adjourn. AYES: Larson, Peterson, Richmann, Scharnhorst, Wikner.
