1 Warsaw Village Council Meeting Minutes: July 15th, 2015 The regular meeting of the Warsaw Village Council was held on Wednesday July 15th, at 7:00PM. Mayor Ron Davis called the meeting to order, who led the Pledge of Allegiance, and Ed Kent, who lead the prayer. Tammy Pope Fiscal Officer was on Vacation. Special Guests-, Jerry Smith and Chris Munn from Volunteer Energy The Natural Gas Reimbursement check was $ The replacement for the retiring Fred Holmes will be Jerry Smith. The council and the representatives with Volunteer Energy discussed the customer agreements and all that s involved. The council had some concerns with one being the penalty clause. Approval of Minutes A motion to approve the minutes for the June 17 th, 2015 Warsaw Village Council meeting was made by Ed Kent and seconded by Jerry Funk Roll Call; DavisAbsent in May Fischer Y Funk Y Kent Y Ringwalt_ Y Donnell absent May Old Business: The ground breaking for the EMT is still on schedule for September 1 st, The signs that the board has approved are all ordered and will be put up as soon as they come in. This will be a nice addition to the entrance and exit of the village along with the sign in the square. The gazebo has been painted and the new copper roof with the Grant Money and looks very nice. 2 Finance reports were distributed to Warsaw Village Council Members for the month of June Fund Status, Checking & Savings Reconciliations, Payment Register, Receipt Register, Payroll Register, Appropriation Status, and Outstanding Water/Sewer Reports were to the council members. Council Members DavisY Fischer Y Funk Y Kent Y Ringwalt_Y Donnell_Y DEPUTY S REPORT Following list of activities for the month of May 11-complaints 15- assists,,4- accident without injury, 3- county assist, 3-follow up investigation, 11- village assists, 11- warnings,, 1-vacation house check. He had 1103 total miles driven, $270.00/99 gallons fuel used. 21 days/156 hours worked. Z0NING REPORT CEMETERY BOARD Chris Savage submitted his month operations letter to the mayor and council. The month of June included a lot of rain and with that being said this has delayed the weed spraying and work on the grave sites. They have seeded and raked and they intend to revisit all locations dug during the rain in the fall when it s dryer. They have tried mowing in between the rain showers. STREET REPORT Ed Robinette As part of the ongoing Traffic sign retroreflectivity maintenance program they replaced five street signs that were faded and non-compliant with the newly refurbished complaint signs. They have recently spent time evaluating our Village streets for resurfacing program and getting ready for the CDGB resurfacing as well as our resurfacing projects for this year. They have used community service workers mowing and trash pickup at the park. The weed spraying and mowing is in full swing and will continue through the season. The mosquito control equipment has been serviced and seems to be working just fine this season.

3 CDGB GRANT FROM COSHOCTON COUNTY COMMISIONERS OFFICE The pool filtration and disinfection projects will not take place until after the pool season as the various contractors felt there was not sufficient time to complete project. The playground improvement project will start soon. The resurfacing project will be this summer. The pool project will be this year. The Gazebo roof project is complete. The hydrant replacement project is complete. The old fire House will be taken down this summer. WATER AND WASTEWATER REPORTS Ed Robinette The operations are good for the month of June and the Iron and Manganese levels were low. They treated and pumped 2.57 million gallons in the distribution system. That would be an average of 8,000 gallons per/month for each of our 320 customers. They achieved a 94.0% removal of suspended solids and a 97.6% removal of CBOD s which is good for this time of year.. The Sand filters and the Effluent Chlorination System are working fine. The updated system is working fine.. They had one turn on and no turn offs since the last meeting. They are at 320 service connections. As the weather permits they will be doing Hydrant flushing s Thursdays. As part of EPA S asset management program mandate. We have been continuing to update all the village s asset including waste water plant and water plant and village infrastructure. PARK BOARD Jesse Fischer They cancelled the July meeting and will be having the 49 th Annual Chicken Barbeque on August 2 nd. RECREATION BOARD REPORT- No one was in attendance The board received a resignation letter from Chris Kesterson who has been in charge of the Recreation. The will be having Trent Berry and Rob McFarland filling in for the Rally Darr tournament and all the other loose ends. The have been having some difficultly with the fields being taken care of this summer and Nathan Bowman has been working on them and will be getting paid. too help out and finish the season. 4 The Fire Department will hold an open house on June 20 th from 11-3 along with the Walhonding Valley Historical Museum. They had some repairs on truck and mower. They made a motion to pay off the fire truck. They received the 2015 MARCS Grant of $41, and our in the process of getting another grant from the BWC. They had 12 runs for 150 miles. The brick veneer on the side entrance of the station is cracking and they have some issues with the screws not put in property on the roof. They will need to do some repairs. WBA - Brenda Davis no meeting till September. RPC- meeting July 20 th, 2015 at Frontier Power. The council made a motion to enter into EXECUTIVE SESSION at 7;45Pm for personnel Jesse Fischer made the motion and Kris Ringwalt seconded it.
