1 Breda City Council Meeting Minutes September 9, 2013 The Breda City Council met on Monday, September 9, 2013 at 5:30 p.m. at the Breda City Hall. The meeting was called to order by Mayor Bruce Boes. The Mayor led the group in the Pledge of Allegiance. Council members present were Brian Steinkamp, Dan Snyder, Chad McDermott, and Anne Bierman. Absent was Mike Schwabe. Also present were Dick Steinkamp, Devin Pudenz and Becky Vonnahme. Motion by McDermott and seconded by Snyder to approve the Consent Agenda. The Consent Agenda includes the agenda for the meeting, list of bills to be paid and the minutes of the previous meeting. On a roll call vote, all voted aye with Schwabe absent. Motion carried. Motion by Steinkamp and seconded by McDermott to approve the building permits for Jeremy Ewoldt for a utility shed and Ray Huegerich for planting a tree. On a roll call vote, all voted aye with Schwabe absent. Motion carried. As Christ Young was not present, there was not a Fire Department update. Becky Vonnahme went over the website design. She would like to get a picture of City Council members. She would also like to put a zoning map on the website, along with the areas that have TIF or tax abatement. She would also like to put the utility rates on the website, along with meeting agendas and minutes for Dick presented the department updates. Wells are staying pretty stable at this time. Pool is all set up for filling water tanks, and we will use that water to water our trees. Municipal Pipe and Tool will be in to do our annual maintenance contract. The street crew is supposed to be in Tuesday to begin work on sealcoating some streets. Motion by McDermott and seconded by Steinkamp to allow a variance in the Tiefenthaler Subdivision. On a roll call vote, all voted aye with Schwabe absent. Motion carried. Motion by Snyder and seconded by Bierman to go ahead and order the pool lift and the pool supplies needed. On a roll call vote, all voted aye with Schwabe absent. Motion carried. We will be ordering a new safety float and new ropes

2 with floats on it. This will be paid for with a grant that Madi Schettler received. The lift will be paid for with the grant that the City received. Clerk handed out the draft Personnel Policy and asked that the Council members take a look at it and come back to the next meeting with information and any questions. Clerk informed the Council about the paperwork that she would be sending out for Obamacare and the deadline of October 1 st. Interviews will be held for three firms for interest in the water tower project on Monday, September 30 beginning at 5:30 p.m. The City has some pop, water and Gatorade for sale. It will be sold at cost. If you are interested, please contact City Hall. The Clerk informed the Council that the City of Carroll charges a 75 administrative fee for any nuisances. And then they contract out the work that needs to be done. Motion by Bierman and seconded by McDermott to adjourn the meeting. On a roll call vote, all voted aye with Schwabe absent. Motion carried. The purpose of the meeting was to interview engineering firms for our water tower project. The meeting was called to order by Mayor Bruce Boes. The Mayor led the group in the Pledge of Allegiance. Council members present were Dan Snyder, Mike Schwabe, Brian Steinkamp and Chad McDermott. Absent was Anne Bierman. Also present was Haley Boes and Devin Pudenz. Clerk discussed that we are short approximately 23 load management switches for residences and all of the businesses. The Clerk is checking to see if we can order some more, what the cost would be and also if the grant would help pay for part of them. Motion by McDermott and seconded by Steinkamp to approve building permits for Mike Steinkamp to replace the driveway and Jerry Schumacher to replace a tree. On a roll call vote, all voted aye with Bierman absent. Motion carried. The concern over the curb at Steinkamps was also discussed. Motion by Schwabe and seconded by Snyder to approve Resolution # A Resolution to Approve Revised Electric Utility Inspection Plan. On a roll call vote, all voted aye with Bierman absent. Motion carried. Motion by McDermott and seconded by Steinkamp to approve Resolution # A Resolution of the City of Breda Adopting the Carroll County Multi-

5 Jurisdictional Hazard Mitigation Plan. On a roll call vote, all voted aye with Bierman absent. Motion carried. Motion by Schwabe and seconded by Snyder to approve Resolution # A Resolution to Approve the Street Financial Report. On a roll call vote, all voted aye with Bierman absent. Motion carried. Interviews were held the following engineering firms: Veenstra & Kimm, Sundquist and JEO. Motion by Steinkamp and seconded by Schwabe to engage Veenstra & Kimm for our water treatment project if they can get the preliminary study done by the date of the CDBG application and get preliminary costs to us by that time also. On a roll call vote, the following votes were tallied. Yes: Steinkamp, Schwabe, McDermott. No: Snyder Absent: Bierman Motion carried. Discussion was held regarding the Personnel Policy Manual, and McDermott and Schwabe will sit on the committee to go through the draft manual. Discussion was held regarding putting handicap accessible park spots by the shelterhouse and on Main Street by the Legion. Motion by Schwabe and seconded by Steinkamp that these spots be designated as handicap accessible. They would be on on each side of the driveway for the shelterhouse and one in front of the Legion Hall. On a roll call vote, all voted aye with Bierman absent. Motion carried.
