1 CITY OF MONONA Regular Council Meeting August 1, 2016 The Monona, Iowa, City Council met in regular session Monday, August 1, 2016 at 6:00 P.M. at Monona City Hall. Mayor Barb Collins presided with Randee Koenig, Dan Havlicek, Andrew Meyer and Doug Bachman present. John Elledge was absent. Guests Present: Randy Evanson (Public Works Director), Lori Brockway (UERPC), Dave Smith (Fire Chief), Nolan Porter (The Outlook) and Audrey Posten (North Iowa Times). 1) Approve Consent Agenda Randy Evanson briefly talked to council about additional Slurry Street Patch work in amount of $1,500 that should be done when Kluesner Construction is doing work in Monona on or about August 15 th. Evanson also mentioned need to install a lift handle water hydrant at RV Dump Site at Gateway Park. Price quotes would be obtained for review at next meeting. Moved by Blietz, seconded by Bachman, to approve consent agenda as submitted. Carried Unanimously. Smith mentioned recent truck repair that was needed at cost of $3,300. The ECM (computer) was not functioning and required services of a Ziegler Caterpillar mechanic. 4) CDBG Owner Occupied Housing Grant Award Lori Brockway of Upper Explorerland Regional Planning Commission (UERPC) confirmed Monona was awarded a CDBG housing grant in amount of $235,440 for owner occupied housing improvements to be made in northeast quadrant of Monona in 2016 and Brockway stated six (6) properties would be selected for house upgrades based upon individual applications for funding. She also mentioned that a local housing committee of four (4) people would need to be established as part of the grant program. At conclusion of comments the following Resolutions were adopted by council as required. Adopt Resolution Requesting Administrative Assistance Moved by Koenig, seconded by Meyer to Adopt Resolution No Requesting Assistance of the Staff of the Upper Explorerland Regional Planning Commission. Roll Call Vote: Ayes Four. Nays- None. Resolution was adopted. Adopt Resolution Requesting Technical Assistance 3

4 Moved by Havlicek, seconded by Koenig, to Adopt Resolution No Requesting the Technical Assistance of the Staff of the Upper Explorerland Regional Planning Commission. Roll Call Vote: Ayes Four. Nays- None. Resolution was adopted. Adopt Resolution Adopting Policies Compliant w/ 2016 CDBG Grant Moved by Koenig, seconded by Bachman, to Adopt Resolution No Adopting Policies Compliant to the 2016 CDBG Grant for the Owner Occupied Housing Rehabilitation. Roll Call Vote: Ayes Four. Nays- None. Resolution was adopted. 5) Adopt Resolution Approving Construction Contract and Performance and/or Payment Bonds for Bulldog Boulevard Permeable Paver Improvement Project Upon recommendation of Jon Biederman of Fehr Graham Engineering, it was moved by Meyer, seconded by Havlicek, Approving Construction Contract and Performance and/or Payment Bonds for Bulldog Boulevard Permeable Paver Improvement Project Carried Unanimously. Roll Call Vote: Ayes Four. Nays- None. Resolution was adopted. Construction is slated to begin August 29 th with pre-construction meeting to be held prior to start up. 6) Approve Pay Request No. 11 from Brenton Buildings, LLC for Improvements Associated with Murphy-Helwig Library Addition & Renovation Project Upon recommendation of FEH architect Christy Monk, it was moved by Blietz, seconded by Bachman, Approving Pay Request No.11 from Brenton Buildings, LLC in amount of $5, for final payment of retainage monies in conjunction with Murphy Helwig Library Expansion and Renovation Project that is fully completed. Carried Unanimously. 7) Authorize Submission of 2017 REAP Grant Application for Proposed City Park Improvements Administrator Canton distributed the Narrative for a REAP Application describing proposed improvements for Monona City Park. Photographs, diagrams, drawings, elevations and cost estimates were included in the application materials. Central Monona Trail Head Kiosk, new handicapped accessible restrooms, shade trees, native plantings, rain garden, ADA picnic tables, waste /recycling receptacles, additional sidewalks to access park shelters and other misc. items were identified along with Payment-In-Kind work. Moved by Meyer, seconded by Blietz, to approve submission of REAP Grant Application requesting maximum funding amount of $75,000 if needed. Carried Unanimously. 8) City Park Bandstand Repairs Administrator informed council that a crack in center of concrete floor of the Bandstand has been repaired. He also acknowledged that large maple tree adjacent to southwest corner of North Park Shelter is in fact a safety hazard and would be removed this fall. It was noted that proposed REAP Grant Application includes several new shade tree plantings as part of the project although Bandstand repairs are not eligible for funding. Other needed Bandstand improvements include new roof shingles and repairs to concrete block foundation. Cost estimates for these items are expected to be available by next meeting along with options for repairing block foundation. Grant funding was also discussed. 4

5 9) Review City General Fund Budget for Period Ending June 30, 2016 Administrator provided a comparison report for the General Fund (GF) Budget vs Actual Revenues/Expense Numbers for period ending June 30, He stated that revenues exceeded expenditures during FY2016 by $36, and explained the reasons for increase in Fund Balance. He also noted that a portion of the GF revenue increase was from the sale of a lot in the Monona Commercial Park. Suggestion was made to consider transferring some monies from GF to another capital project fund where needed. After brief discussion it was decided consider again at subsequent meeting. 10) Project Update ~ Phase II Sanitary Sewer Improvements An from Marc Ruden dated July 27, 2016 was provided for council review. Ruden mentioned some of the issues associated with Contract A that have arisen based on the cleaning and televising work that was recently completed by Municipal Pipe Tool (MPT). Decisions need to be made before the pipe lining process begins and that time is of the essence with impending project completion date of October 2, A summary of what was discussed in recent project committee meeting was itemized in the . Nature of work involves certain sewer manhole structures and related CIPP sewer pipe lining that is needed straight through the manholes but is not possible without some structure modifications. Ruden has been communicating with Eastern Iowa Excavating for related construction work and MPT for CIPP lining. A final determination as to what could be done to resolve the issues would be made after closer inspection of sewer structures/mains by project contractors and consultation with city reps. 12) Approve Appointment of Barbara Collins as New Deputy Clerk Administrator Canton stated that after review of fifteen (15) applications and conducting four (4) job interviews, it is the unanimous recommendation of the hiring committee to appoint Barbara Collins as the new Deputy Clerk. After brief discussion, it was moved by Meyer, seconded by Koenig, to appoint Barbara Collins as deputy clerk at a wage rate of $15.00 per hour including benefits. Carried Unanimously. Collins would begin employment Monday, August 29 th and work with deputy clerk Gullickson until Linda retires September 16, ) Resignation Received from Mayor Barbara Collins Upon appointment as new deputy clerk, Barbara Collins submitted her resignation as Mayor effective at midnight of August 28, Collins stated she was grateful for the opportunity to serve Monona as Mayor and looks forward to serving in a different capacity as deputy clerk. She thanked council and city administrator for their help in learning and understanding the intricacies of municipal government. A memo from the League of Iowa Cities regarding mayor/council member vacancies and subsequent appointments was distributed. City council has the option of filling the vacancy by appointment or special election. Monona residents, however, still have the right to request a special election by petition within 14 days of an appointment. Collins plans to serve as mayor until August 28 th which means the appointment cannot be made or a special election date set until after the vacancy occurs. After appropriate notice is published, the council can appoint a sitting council member or some other qualified Monona resident. Canton stated the appointment must be made within 60 days after the vacancy occurs. It was decided to consider matter again at next regular meeting. 5

6 Closed Meeting [Pursuant to Iowa Code Section 21.5(1)(c)] 13) Violation of Monona Zoning Code of Ordinances Moved by Blietz, seconded by Bachman, to close open council meeting at 7:01 P.M. Pursuant to Iowa Code Section 21.5(1)(c) to discuss pending litigation involving a violation of Monona Zoning Code of Ordinances. Carried Unanimously. At conclusion of discussion, it was moved by Bachman, seconded by Meyer, to conclude closed session and reconvene in open meeting at 7:24 P.M. Carried Unanimously. Open Session 13) Violation of Monona Zoning Code of Ordinances Moved by Blietz, seconded by Bachman, to proceed as discussed in closed session. Carried Unanimously. Mayor/Council/Clerk Notes: Communication was received from The Overland Group (TOG) that Dollar General has agreed to the proposed building site located along US18/52 and adjacent to Gordon Residential Subdivision. Next step is for TOG to submit a request for a change in zoning that would initially be forwarded to the Monona Planning and Zoning Commission for review and comment prior to city council consideration Additional NIMS Training was mentioned. ICS-700 and ICS-100 training courses for elected officials would be made available this fall through Clayton County Emergency Management coordinator Sara Moser Needed window replacements at Garden View Senior Living Facility Mayor Collins declared meeting adjourned at 7:31 P.M.
