1 CITY OF MONONA Regular Council Meeting February 6, 2012 The Monona, Iowa, City Council met in regular session Monday, February 6, 2012 at 6:00 p.m. at the Community Center. Mayor Fran Passmore presided with Feudner, Martin, Havlicek, Meyer and Blietz present. Ms. Blietz was appointed to the city council on January 23, 2012 to fill the council position vacated by Becky Kruse. The duration of the appointment will be until the next election in November of ) Public Works Report January Activity: Snow Removal Replaced broken water meters Sold 1984 Fair Snocrete Snow Blower (Model 636 SI) on bids for $1,800 Hauled gravel for water leak repair Washed and greased sander February Tasks: Continue replacement of old traffic signs with new reflective signage Equipment maintenance Change main broom on street sweeper Look at used street sweepers to replace existing unit 5) Review Annual Fire Department Report Fire Chief Daryl Schlein reviewed the Annual Fire Department Report. Schlein also reported that overhead garage doors were replaced recently at the fire hall and that no major equipment purchases would be needed in the near future. At conclusion of questions and comments, Mayor Passmore thanked Chief Schlein for their efforts and stated the city was proud of Monona s dedicated fire fighters. 3

4 6) Adopt Resolution No Calling for Public Hearing on SRF Loan Moved by Martin, seconded by Feudner, to Adopt Resolution No Calling for a Public Hearing February 20 th prior to securing a State Revolving Fund (SRF) Planning & Design Loan as part of the proposed improvements to the Wastewater Treatment Plant (WWTP). Roll Call Vote: Ayes-Five, Nays-None. Resolution was Adopted. 7) Approve After Prom Party Contribution Moved by Feudner, seconded by Blietz to authorize a contribution of $200 for the After Prom Party as requested. Carried Unanimously. 8) Approve Employee Request for Vacation Carryover Police Chief Jane Scott-Quandahl asked that council consider authorizing the carryover of sixty-four (64) hours of vacation that she was unable to use prior to her anniversary date of hire on February 1 st. Moved by Feudner, seconded by Blietz, to approve vacation carryover request as proposed. Carried Unanimously. 9) Garden View Senior Living Facility Administrator Canton stated he would be talking to Steve Givens of Ryun, Givens and Company, P.L.C. on Wednesday, February 8 th regarding the potential sale of Garden View (GV) Senior Living Facility. Ryun, Givens & Co. offers specialized financial services related to privately owned and not-for-profit Long Term Care Facilities. Business expansion, merger, acquisition and buy-in/buy-out structuring were recognized as some of their areas of expertise. Canton indicated he would report back to council after consulting with Steve Givens as to their fees, services and recommendations. 10) Status of WWTP Project The city administrator explained that city engineer Forrest Aldrich and PeopleService reps Dennis White and Bob Penrod would attend the February 20 th council meeting to discuss the design status of the proposed improvements to the Wastewater Treatment Plant (WWTP) as well as issues with the wastewater collection system that drains into the WWTP. Mr. Aldrich will explain and propose various recommendations and options as to how the city might want to proceed with planned improvements to the wastewater system. Mayor/Council/Clerk Notes: Council members agreed with councilman Feudner s suggestion that it was no longer necessary for Mike Egan to attend meetings to review the pubic works report. It was felt that the written report included in the agenda packet was adequate and that a public works representative would only need to attend a council meeting concerning matters or projects of immediate importance. Administrator Canton noted that council should adopt the Final Proposed FY Budget/Property Tax Levy at the next regular city council meeting on Monday, February 20 th and at same meeting set a Final Budget Public Hearing date for Monday, March 5, 2012 at 6:00 P.M. After the Public Hearing the council can then adopt the Final Budget and Certify the Budget to the Clayton County Auditor by March 15 th. 4

5 He suggested that council meet prior to the February 20 th regular meeting if they want to make changes to the Proposed Budget so that adequate time is allowed for publication of required public hearing notice. It was decided to meet in special session on Monday, February 13 th at 5:30 P.M. to again consider proposed FY Budget. Administrator Canton stated that the Monona Community Center (CC) is designated as a county Emergency Shelter, however, it is unclear as to the city s actual responsibility in the event of an emergency that requires the use and operation of the CC. Disaster Team coordinator Nic Doughan has been asked to attend a future council meeting to discuss the matter. Mayor Passmore indicated she would be unable to attend the February 20 th regular council meeting and that Mayor Pro Tem Feudner would preside over the meeting. Mayor Fran Passmore declared meeting adjourned at 6:35 P.M. Next regular council meeting was scheduled for Monday, February 20, 2012 at 6:00 P.M. at the City Hall. Daniel A.
