ORDER: Mayor Ranta called the Regular meeting to order at 4:30 pm 2. DELEGATION: A) HDI Constantia Jason Quigley, Vice President provided an update related to the exploration program next steps: given the market conditions, the Maggie Project will be going on care and maintenance in order to preserve its treasury that they can advance the project when the market improves. The office will close temporarily on July 1, Council thanked Jason Quigley and Ramona Holota for Constantia s great relationship and outstanding contribution to the community. 3. MINUTES: A) THAT the minutes of the Regular Council meeting of April 11, 2016 be adopted as presented. 4. BUSINESS ARISING FROM THE DELEGATION: A) Jason Quigley, HDI Constantia THAT Staff prepare a letter of thanks to HDI Constantia for their community contribution and appearance at the Council meeting. 5. BUSINESS ARISING FROM THE MINUTES: Mayor Ranta announced the sad passing of Herb Hofer. Herb had been involved with the TNRD as an Electoral Director and had been first elected in 1979 as a Councillor for the Village of Cache Creek. Condolences were expressed to Herb s wife and family. 6. COMMITTEE REPORTS: A) Economic Development Councillor Dubois & Mayor Ranta

Council and Staff will be meeting with NDIT this evening at 6 pm for a marketing workshop. Staff to contact Merritt regarding their LNG refuelling station: the Village would need to attract an investor from the private sector. Councillor Dubois provided a verbal report from the 2016 Council of Forest Industries (COFI) Convention. B) Budget & Administrative Services Councillor McMurray & Mayor Ranta 1) Gold Country Geo Tourism 4 th Annual Geocaching Event THAT Council approve the sponsorship of the Annual Gold Country Geocaching event for $ ) Cache Creek Graffiti Days Committee Requests for the 2016 Event THAT Council approves all items as identified in the April 10, 2016 correspondence from Mr. Bill Elliott from the Cache Creek Graffiti Days Committee. 3) Special Council Meeting Date 5 Year Financial Plan and 2016 Tax Bylaw THAT Council approve a Special meeting on May 11 th at 9 am to consider the adoption of the Village of Cache Creek Financial Plan and Tax Bylaw. 4) Buy Local Buy Fresh Thompson Map Sponsorship That Council receives for correspondence and files.

Hat Creek Ranch is celebrating the start of their 2016 season with an invitation to Council to attend a dinner on April 30, Councillor Dafoe will be attending on behalf of Council. F) Protective Services Councillor McMurray & Councillor Dubois G) Intergovernmental Relations Mayor Ranta & Councillor Hofer H) Landfill Advisory Committee Councillor Hofer & Councillor Dubois 1) Landfill Monthly Tonnage Report - March, 2016 THAT Council receives the Landfill Monthly Tonnage Report for March, 2016.

4 REGULAR MEETING HELD THE 25th OF APRIL, 2016 VOLUME 33, PAGE STAFF REPORTS A) Chief Administrative Officer 1) The UBCM convention minutes are now available. 2) PW structure is deteriorating on the Sewer Treatment plant property and is becoming a safety hazard. Staff to bring back a report with options at a later date. 3) There continues to be water breaks with in the Village CAO provided Council with a sample piece of the water line displaying its deterioration. 4) A delegation from Interior Roads will be attending May 9, INFORMATION CORRESPONDENCE: THAT Council receives the following Correspondence: 1) News from School District #74 The Board Bulletin for April 5, ) Interior Health - Electronic charting begins at RIH Emergency Department. 3) Trans Mountain Expansion Project Proposed expansion project between Edmonton, Alberta and Burnaby, BC. Preliminary calculation for annual grant to the Village is $20, ) Seniors BC April 2016 e-newsletter 5) City of Burnaby Request by Burnaby City Council for a review of the Homeowner Grant Program. 6) 2016 NDIT Economic Development Capacity Building Letter advising of grant approval up to $50,000. 7) Emergency Management BC Letter advising of approved payment of $135, for disaster financial assistance. 8) Interior Health New substance use beds planned for Interior Health communities. 9) Desert Bells Handbell Choir Letter of appreciation for use of Community Hall and dedication of bell in the name of the Village of Cache Creek. Councillor Dubois to confirm his availability or may have to delay the presentation 10) Province of BC Local Government engagement regarding the availability and provision of transportation and accommodation services. 11) Mr. & Mrs. Maksymiw 50 th Wedding Anniversary Congratulations. 9. NEW BUSINESS: 10. QUESTIONS FROM THE PUBLIC: Wendy Coomber inquired into the status of the Operational Certification for the Landfill Extension. Mayor Ranta would be discussing with Russ Black that week. Wendy Coomber asked when a by-election would be held to replace Councillor Hofer. Mayor Ranta informed that a Chief Elections Officer would need to be appointed first and then an election could be held within 80 days of the appointment.

CLOSED SESSION: THAT the meeting move to a CLOSED Session at 5:25 pm pursuant to Section 90 of the Community Charter to consider items relating to one or more of the following: 90.1 (a) personal information about an identifiable individual who holds or is being considered for a position as an officer, employee or agent of the municipality or another position appointed by the municipality; (j) information that is prohibited, or information that if it were presented in a document would be prohibited, from disclosure under section 21 of the Freedom of Information and Protection of Privacy Act; 13. ITEMS TO BE RELEASED TO OPEN MEETING 1) CAO de Weerdt Resignation Letter MOVED by Mayor Ranta THAT Council receives CAO de Weerdt s resignation for information. 2) Appointment of Chief Election Officer MOVED by Mayor Ranta THAT Pursuant to Section 41(1) and (2) of the Local Government Act, Chief Financial Officer, Sheila McCutcheon be appointed as the Chief Election Officer for conducting the 2016 by-election with power to appoint other election officials as required for the administration and conduct of the byelection. 14.
