1 SCHOOL DISTRICT OF CLEAR LAKE SCHOOL BOARD MEETING Monday, July 27, :30 PM I. Call to Order and Role Call - President, Greg Friendshuh called the Clear Lake Board of Education to order at 6:30 pm. Members present: Mr. Friendshuh, Mr. Levendoski, Mr. Wieczorek, Mr. Scheuermann, and Mr. Anderson. Administrators, Brad Ayer, Chris Petersen and Nick Giles. II. Pledge of Allegiance - Mr. Friendshuh led the Board and those in attendance in the Pledge of Allegiance. III. Approval of the minutes for the regular Board Meeting of July 13, 2015 After corrections were made, Mr. Wieczorek made a motion that was seconded by Mr. Levendoski to approve the minutes from the Regular Board Meeting of July 13, Yes 5, No 0. Motion IV. Approval of General Fund Vouchers Mr. Levendoski made a motion that was seconded by Mr. Anderson to approve General Fund Vouchers through 72516, Wire Transfers through Yes 5, No 0. Motion Carried

2 V. Public Comment Section During the Public comment section of the meeting, Mary Larson, Robert Burbach and James Rickson spoke. VI. Old Business: A. Construction Update - The installation of new tile has continued in the Jr./Sr. High School and should be completed by the end of July. Monarch paving should be in soon to pave the new Elementary school parking lot and the HDMI cables are installed. B. Discussion/Consideration Regarding View Only Access to Financial Accounts. Ebben Johnson, Vice President of Government Banking for First Merit in Oshkosh, WI joined the board via conference call and spoke at the meeting regarding view only access to financial accounts. After a discussion, no motion was made, but was decided to wait to speak with the auditor at the October 12, 2015 board meeting on whether or not this would be an acceptable way to help remove the material defects in the district s annual audits. C. Discussion Regarding Recording of Board Meetings - Ben Strobach reviewed the options for recording board meetings and making them available for the public to view. He will be getting price estimates for mobile and static recording systems and report to the board at a future meeting. D. Consideration/Approval of School Board Minutes Format - A motion was made by Mr. Anderson and seconded by Mr. Wieczorek to restrict the contents of the minutes recommended by Roberts Rules to the minimum required by state law, and not to allow any comments or quotations to be reported in the minutes. Yes 3, (Anderson, Wieczorek, Friendshuh), No 2 (Scheuermann, Levendoski). Motion Carried E. Consideration of Tabled Motion to Require Board Treasurer to Work Directly With District Financial Bookkeeper and District Office Secretary - After a discussion, no motion was made, but it was decided to wait to speak with the auditor at the October 12, 2015 board meeting on whether or not this would be an acceptable way to remove the material defects in the district s annual audits. F. Elementary Staffing Review - It was reported that because of a reduced number of students and smaller class size this coming year, there will only be 2 sections of kindergarten.

3 VII. New Business: A. Consideration/Changes to BP 528 Administrator Retirement Policy - After a short discussion, the board agreed to revisit this policy after the first of the year. B. Discussion Regarding Superintendent Search - It was decided to begin the process of searching for a new superintendent. C. Discussion Regarding Yearly Board Calendar - The administration agreed to provide the board with a yearly calendar to apprise them of upcoming agenda items for discussion and consideration. D. Consideration/Approval of Track Accessibility - Mr. Scheuermann made a motion that was seconded by Mr. Friendshuh to allow public use of and access to the high school track. Yes 5, No 0, Motion E. Approval of Jr/Sr High Student/Parent Handbook - Mr. Wieczorek made a motion that was seconded by Mr. Anderson to approve the updated Jr/Sr High Student/Parent Handbook.. Yes 5, No 0, Motion F. Approval of Handbook for Jr/Sr High Teachers - Mr. Scheuermann made a motion that was seconded by Mr. Wieczorek to approve the updated Jr/Sr High Student/Parent Handbook. Yes 5, No 0, Motion G. Approval of Elementary Student/Parent Handbook - Mr. Anderson made a motion that was seconded by Mr. Levendoski to approve the updated Elementary Student/Parent Handbook. Yes 5, No 0, Motion H. Approval of Elementary Staff Handbook - Mr. Levendoski made a motion that was seconded by Mr. Anderson to approve the updated Elementary Staff Handbook. Yes 5, No 0, Motion I. Approval of Food Service Prices, Student Fees and Athletic Event Prices - Mr. Anderson made a motion that was seconded by Mr. Levendoski to approve the minimal price increase allowable under Federal Law to the school lunches and no increase in price for attending athletic events. Yes 5, No 0, Motion Carried J. Review of Seclusion and Restraint Numbers for It was reported that there were only 1 incident of seclusion and 2 incidents of restraint reported in the Elementary School last year and that the staff are trained to handle these situations. K. Consideration/Approval of Future Agenda Modification - There was a motion made by Mr. Scheuermann that was seconded by Mr. Wieczorek to add Future Agenda Items to the format of the board meetings. Yes 5, No 0, Motion

4 VIII. Contemplated closed session according to WSS (1) considering employment, compensation, or performance data of any public employee over which the governmental body has jurisdiction or exercises responsibility. The Board will discuss future staffing. Mr. Anderson made a motion that was seconded by Mr. Levendoski to go into closed session. Yes 5, No 0, Motion IX. Return to Open Session - Mr. Wieczorek made a motion that was seconded by Mr. Scheuermann come back into open session. Yes 5, No 0, Motion A. Mr. Scheuermann made a motion that was seconded by Mr. Anderson to approve the hiring of Dawn Johnson as the 50% Business Ed Teacher and as a student teacher for math. Yes 5, No 0, Motion B. Mr. Anderson made a motion that was seconded by Mr. Wieczorek to approve Brent Paulson as the 7-8 Grade Football Coach and Dale Rosen as a Varsity Football Assistant Coach. Yes 5, No 0, Motion Carried X. Adjournment - Mr. Anderson made a motion that was seconded by Mr. Levendoski to adjourn. Yes 5, No 0, Motion Meeting Adjourned at 8:35pm
