1 COMMON COUNCIL MEETING Monday, August 13, 2018 A regular and open meeting of the City of New London Common Council was convened on Monday, August 13, 2018 at 7 p.m. in the Council Chambers of the Municipal Building. After the Pledge of Allegiance, roll was called. Presiding: Mayor Henke. Members Present: Officers Present: Others Present: AGENDA: MINUTES: Alderpersons Bob Besaw, John Faucher, Fred Zaug, Tom O Connell, Mike Barrington, Lori Dean, Ron Steinhorst, Dennis Herter, and Dave Morack. Absent: Rob Way. Kent Hager City Administrator; Jackie Beyer, City Clerk; Chad Hoerth, Director Of Public Services; Steve Thompson, Utility Manager; Fire Chief Mark Wilfuer, Jeff Schlueter Chief of Police. Richard Johnson. Morack/Herter to adopt agenda, with the removal of items ii and iii from the Finance & Personnel portion, which was an Ordinance to Amend Section 8.02, for 2 nd Reading and Adoption of Same. This will be a September Agenda item. Carried 9 0. Steinhorst/Zaug to approve the Council minutes of July 10, 2018 as written. Carried 9 0. BILLS: Morack/Herter to authorize the payment of invoices incurred during July 2018 in the amount of $998, Carried 9 0. PUBLIC HEARING: At 7:03 pm a Public Hearing was called to Order to take comment on a proposed Zoning Amendment on Parcel to change the Zoning from the current N R to N R/B 2. Todd Platt, representing DGI New London, LLC was present to speak in favor of the Amendment. He gave the tentative plans of construction and store opening in June of There being no other comments on the matter the hearing was closed. PUBLIC COMMENT: None. STANDING & SPECIAL COMMITTEES: BOARD OF PUBLIC WORKS 1. The minutes of August 8, 2018 were read by Barrington. 2. Service Recognition: Ben Greuel 18 yrs; Luke Hammons 3 yrs. FINANCE & PERSONNEL 1. Minutes of August 8, 2018 were read by Morack. 2. Morack/ Herter, to adopt the City Policy for Meeting Notices. Carried by unanimous Voice Vote. Three posting places are identified: City Hall, NL Public Library, and NL Utilities. 3. Morack/Herter to approve the August License List. Carried by unanimous Voice Vote. AUGUST LICENSE LIST

Minutes There was no August meeting to report on. PLAN COMMISSION 1. Minutes of the July 26, 2018 meeting were read by Steinhorst. 2. Steinhorst/Morack to waive the Rules to Adopt a Zoning Amendment in one Reading. Carried by Unanimous Voice Vote. 3. Steinhorst/Morack to Adopt Ordinance 1351, to Amend the Zoning for Parcel from N R to N R/B 2. Carried 9 0. Ordinance No is published separately and printed in the Ordinance Book. ECONOMIC DEVELOPMENT COMMITTEE 1. Minutes of July 31, 2018 were read by Morack. REPORTS & MINUTES DISTRIBUTED: 1. Housing Authority 5/30/ Library & Museum 7/16/ Police & Fire Commission 7/16/ Utility 7/3/2018 & 7/17/ Cemetery Superintendent July Report 6. Building Inspector July Report Mayor Announced appointments to the Board of Zoning Appeals Joyce Hoffman, Bob Witczak, & Robin Johnson. Paul Franzmeier has been appointed to the Housing Authority Board. City Administrator Hager spoke about the many business updates coming to the City. The Division Street upgrades are progressing, thanking the residents for their patience during this time. The river wall work is progressing and the boat extensions at the landing are being completed. Utility Manager Thompson reported on the East Circuit of the North Substation being completed. Thompson also reported on progress with the Division Street project; they are finishing the last of the service work. He also spoke about Well 3 being back in service in September. Director of Public Services The Annual Movie in the Park is on August 22 nd. The Division St project is entering the curb and gutter phase. Please watch for the road closings. The boat launches have been upgraded to prevent the scouring holes. Hoerth also advised the public that the Facebook page has updates regarding City projects.

3 Chief of Police Chief Schlueter spoke about the road closings on Division St and warned drivers to avoid the closed sections. If you don t live on Division, please stay off, as citations will be issued to violators. Schlueter reminds drivers that schools will be opening soon and drivers need to watch their speeds and be mindful of people walking to and from school. Fire Chief Wilfuer recognized two anniversaries: Don Conat 40 yrs; David Stiebs 9 yrs. Barrington/Dean to go into Closed Session. Meeting went into Closed Session by Unanimous Voice Vote at 7:25. A short break was called to clear the room. Closed Session was convened at 7:32 pm with Council members and Administrator Hager present. Zaug/Steinhorst to reconvene into Open Session. Carried with Unanimous voice vote. Once in Open Session, Dean/Herter to adjourn. Carried 9 0.
