Their have been many, many instances of such manipulation during the Cold War, but the most blatant was the Presidential election of Winning the Presidency requires the most ELECTORAL COLLEGE votes!! It is not enough to win the most votes to become President of the United States...A candidate must also win a majority of the STATES and thus show broad voter appeal throughout the nation. The electoral college was implemented because the small states feared that they would be overwhelmed by the larger populations in the bigger states...larger states do have more votes in the electoral college, but the system is like the world series of baseball in which winning one game is not enough... you have to win the best of seven.
