1 ACP-EU JOINT PARLIAMTARY ASSEMBLY Committee on Political Affairs MINUTES of the meeting on Saturday, 11 October 2003, from 9.30 a.m. to p.m. Large Rehearsal Room Auditorium di Roma ROME Mr. Prince (Haiti), ACP Co-Chairperson, opened the meeting at a.m. 1. Adoption of draft agenda APP/3599 Acknowledged receipt of letter from the Greens/European Free Alliance of the EP to include the following items on the agenda (Any other business): Tension between Ethiopia and Eritrea; Elections in Rwanda; and Situation in Guinea-Bissau. Proposals for an exchange of views under item 8 of the agenda, Any other business: Speakers: Ms. Theorin on the International Criminal Court (ICC); Ms. Sauquillo Pérez del Arco on the situation in the Democratic Republic of the Congo; Mr. Dawaleh (Djibouti) on the situation in Somalia; Mr. Nahimana (Burundi) on the evolution of the peace-process in Burundi; and Mr. Bawa Bwari (Nigeria) on the Amina Lawal-issue. The draft agenda was adopted. 2. Election of the EU Co-Chairperson and of the second Vice-Chairpersons The EU-side nominated Mr. Schwaiger as EU Co-Chairperson to replace Ms. Maij- Weggen, and Mr. van den Bos as second EU Vice-Chairperson. Messrs. Schwaiger and van den Bos were elected by acclamation to their respective positions. The ACP-side to communicate their nomination for the aforementioned position as soon as possible. Decision: It was agreed that the Committee forward a letter to Ms. Maij-Weggen to thank her for dedicated service to the ACP-EU JPA over a period of many years. PV\ doc APP/3632
2 3. Approval of the minutes of the meeting of 10 July 2003 in Brussels (APP/3593) The minutes were approved. 4. Co-Chairperson s announcements The Co-Chairperson informed the meeting of the following: Next meeting of the Committee to take place in Brussels on 22 January 2004; and The decision of the Bureau on the two topics for urgent Resolutions: - Outcome of the 5 th WTO Ministerial Conference held in Cancun, Mexico; and - Situation in West Africa. 5. Children's rights and child soldiers in particular (APP/3587) Co-Rapporteurs: Messrs. Gemelli and Kamuntu (Uganda) - Adoption of draft report Mr. Gemelli presented the draft report on children s rights and child soldiers in particular. Amendments withdrawn: 9, 10, 45, 65, 69. Amendments falling: 8, 25, 40, 67. Decision: The draft report, as amended, was adopted unanimously. 6. Conflict prevention, peace process and post-conflict management (APP/3601) Co-Rapporteurs: Messrs. Morillon and Klutse (Togo) - Presentation of draft report Messrs. Morillon and Klutse (Togo), Co-Rapporteurs, presented the report on conflict prevention, the peace process and post-conflict management. APP/3632 2/5 PV\ doc
3 Speakers: Ms. Maes, Ms. Theorin, Mr. Bawa Bwari (Nigeria), Mr. Scarbonchi, Mr. Dawaleh (Djibouti), Mr. De Sousa (Angola), Ms. Sauquillo Pérez del Arco, Mr. Kamuntu (Uganda), Mr. France (Namibia), Mr. Chinenere (Zimbabwe), Mr. Badri (Sudan), Mr. Pannella (member of the ACP-EU JPA) 1, and the European Commission. Messrs. Klutse (Togo) and Morillon summarised the exchange of views. Decision: Deadline for tabling amendments: 11 December The committee s work programme In accordance with a decision of the Bureau, the Committee agreed on the topic political dialogue under Article 8 of the ACP-EC Cotonou Agreement for its 3 rd report, to be adopted at the autumn 2004 Session of the ACP-EU JPA. Co-Rapporteurs to be named prior to the end of the 6 th Session of the JPA. 8. Any other business Discussions on the following topics: ICC - Ms. Theorin Amina Lawal case - Mr. Bawa Bwari (Nigeria) and Ms. Maes. Peace-process in Burundi - Mr. Nahimana (Burundi) and Mr. Gemelli. Tension between Ethiopia and Eritrea Ms. Maes, Mr. Van Hecke, Mr. Kamuntu (Uganda), Mr. Riviere (Dominica), Mr. Weldegiorgis (Eritrea) 2 and Mr. Gemelli. The following requests to take the floor were withdrawn: the Greens/European Free Alliance of the EP on the election in Rwanda and the situation in Guinea-Bissau, respectively; Mr. Dawaleh (Djibouti) on the situation in Somalia; and Ms. Sauquillo Pérez del Arco Situation in the DRC. 1 Not a member of the Committee, although floor was given on the basis of flexible application of the rules. 2 Not a member of the Committee, but floor was given on the basis that country was subject of discussion.
